TOWN OF DANBY
TOWN BOARD MINUTES
July 12 , 1976
The regular meeting of the Danby Town Board was called to order at
8 : 00 P . M . at the Danby Elementary School , Gunderman Road , Town of
Danby , Tompkins County , New York , on July 12 , 1976 .
Board members present : Supervisor A . Francis Wright
Councilman Ralph Wilbur
Councilman Paul Smith
Justice Milton Todd
Justice Floyd Dorn
Others present : Edward Slights , Joseph Hulbert , Alfred Sebesta ,
Gordon Roberts ; Erie J . Miller , James Murinchack , Ernest Cole ,
Mary and Roy Casterline , Robert Boehlecke , Dan Hoffman , Randy
Diamond .
The minutes of the June 14 , 1976 meeting of the Danby Town Board
were approved as presented . The motion was made by Justice Milton
Todd and seconded by Justice Floyd Dorn and carried by a vote of
five ayes and no noes .
COMMUNICATIONS :
1 . Minutes of the meeting of the Town of Danby Board of
Zoning Appeals of June 9 , 1976 .
2 . Minutes of the meeting of the Danby Town Planning Board
of June 8 , 1976 .
PRIVILEGE OF THE FLOOR :
Councilman Paul Smith stated that the town needs an official town
road map .
The : 'Town . Clerk : reported that a _ full _slate of election inspectors has
been appointed and will be ready to work when needed .
COMMITTEE REPORTS :
Highway report - Councilman Ralph Wilbur stated that a problem is
created by people buying property on back roads of the town . and
building homes and expecting the roads to be maintained . If the
town receives state aid for a road it is maintained , if state aid
is not received the road is not maintained . The problem of
abandoned roads was discussed at length . The highway committee
and town supervisor will work on drawing up a town highway map
to present to the board for their approval . Councilman Ralph Wilbur
made the motion to give Joseph Hulbert authorization to take the
the town highway equipment and park it at the Town Hall for the
I/ dedication ceremonies to be held on Saturday July 17 , 1976 . The
motion was seconded by Justice Milton Todd and carried by a vote
of five ayes and no noes . Councilman Wilbur stated that Michigan
Hollow Road work will start on July 13 , 1976 and other general
repair work is being done on several town roads .
West Danby Water District - Everything is in order .
Insurance - All necessary policies are in force . Mr . Barnhardt ' s
insurance has been cancelled and Francis Carrier ' s added .

Committee Reports continued :
Refuse Collection and Disposal - Nothing to report .
Youth - James Murinchack mentioned that the Danby clean - up went
well . There was just enough help . Joseph Hulbert helped even
though he was on vacation officially . The community sign board
is up and in use . Supervisor A . Francis Wright moved the
following resolution of thanks to James Murinchack who organized
Danby Clean - Up Day and to Joseph Hulbert for working during his
vacation to help with the clean up . Justice Floyd Dorn
seconded the motion .

ORGANIZING DANBY CLEAN - UP DAY AND
THANK YOU JOSEPH HULBERT FOR
HELPING WITH THE CLEAN UP DURING
YOUR VACATION .

Carried by a vote of five ayes and no noes .
Zoning and Planning - Slowly progress is being made . The Grange
Hall has been worked on by the owner and is now about 80 % in
conformance with the Danby Zoning Ordinance .
Fire . - No fires in June .
Cemetaries - All work under control .
B icentennial Report - The attendance at the ox roast was fair
even with the bad weather . The play " our Town " will run
Wednesday , . Thursday and Friday . Two ball games are planned
wheather permitting . Councilman Paul Smith reported on the plans
for the dedication of the town hall .
T . V . Cable Report - Al Sebesta reported that everything stands
about the same as we left it in June .
OLD BUSINESS :
Zoning Officers Report - A written report was submitted . Two cases
are in court . The abandonded road issue is a problem in issuing
permits and should be settled . Rick Churchill has submitted plans
for a sub - division which Gordon Roberts presented to the Town
Board and they in turn were asked to submit , the plans to the
P lanning Board . Rick Churchill ' s letter was read . The motion
was made by Justice Floyd Dorn that the plans be submitted to the
P lanning Board . The motion was seconded by Justice Milton Todd
and carried by a vote of five ayes and no noes .
H ighway Superintendents Report - Joseph Hulbert asked if the Board
had made a decision on radios for the Highway Department . The
Highway Department has a CB license . They need some ford of
communication system . This matter was discussed at length and
t hen tabled .

Old Business Continued :
Architects report - Bob Boehlecke reported that the Town Hall
renovation has not been completed yet . The men are working
✓ ight along and seem to be doing a good job . There has been an
additional cost for carpeting and hardware or approximately
$ 345 . 00 . A change order will be submitted for official approval .
Appeals Board Chairman ' s Report - Chairman is absent .
• Planning Board Chairman - Ernest Cole said that there was nothing
n ew to report . The next meeting of the Planning Board will be
July 14th and the meeting with the Planning Board , Town Board and
Appeals Board will be held July 19th and 20th with possibly
another meeting later in the month .
NEW BUSINESS :
The county assessors will be present at the August Town Board
meeting .
The Town Board will hold an executive session on July 26th at 8 : 00P . M .
at the Town Hall to interview the three candidates for the Appeals
Board .
General Fund Warrant # 7 in the amount of $ 16 , 845 . 21 was approved
to be paid . The motion was made by Justice Milton Todd and seconded
by Councilman Paul Smith and carried by a vote of five ayes and
n o noes .
Highway Fund Warrant # 7 in the amount of $ 2 , 595 . 61 was approved to
be paid . The motion was made by Councilman Ralph Wilbur and seconded
by Justice Floyd Dorn and carried by a vote of five ayes and no noes .
West Danby Water District Warrant # 7 in the amount of $ 126 . 03 was
approved to be paid . The motion was made by Justice Milton Todd
and seconded by Justice Floyd Dorn and carried by a vote of five
ayes and no noes .
Councilman Ralph Wilbur made the motion to accept the Supervisor ' s
reports as submitted . Justice Floyd Dorn seconded the motion
which was carried by a vote of four ayes and no noes .
Supervisor A . Francis Wright declared the meeting adjourned at
9 : 45 P . M .
