M . at the Danby Elementary School , July 8 , 1974 . Board members present : Supervisor A . Francis Wright Councilman Ralph Wilbur Councilman Clyde Carrier Justice Floyd Dorn Justice Milton Todd • Others present : Ithaca Journal reporter , Gordon Roberts , Mrs . Carrier , Ernest Cole , Mr . & Mrs . Conchlack , Mike Martin , Ed Slights , Mary Casterline , Roy Casterline , Glen Kline , Councilman Clyde Carrier made the motion that the minutes of the May meeting be approved as presented . Justice Floyd Dorn seconded the motion which was carried by a vote of five ayes and no noes . COMMUNICATIONS : 1 . Minutes of the West Danby Water District Meeting of July 3 , 1974 2 . A letter from the Office of the Secretary of the Treasury Office of Revenue Sharing granting the town an extension of time in which to spend Revenue Sharing funds . f 3 . A letter from the State Traffic Saftey Council concerning hazards along the highways . 4 . A letter from the Tompkins County Division of Assessment concerning an inquiry regarding the Ithaca Speech Clinic , 5 . A letter from the Board of Equalization and assessment enclosing the tenative railroad ceilings for 1974 , 6 . Agenda of the Tompkins County Board of Representatives meeting of June 24 , 1974 . 7 . A letter from the Learning Web asking the town ' s support of their program . 8 . A letter from the Town Historian , Tresa Cortright , resigning from this position . 9 . A letter from the Flashing Feathers Bow Hunters club thanking the town for the use of the town hall and enclosing a check for the Danby Community Council . 10 . Minutes of the Danby Planning Board meeting of June 20 , 1974 . 11 . Minutes of the Town of Dany Board of Zoning Appeals public • hearing of June 19 , 1974 . 12 . Minutes of the Town of Danby Board of Zoning Appeals public hearing of July 2 , 1974 . PRIVILEGE OF THE FLOOR : Mr . Glen Kline representing the Human Services planning in Tompkins County , said that he is traveling to each of the towns and filling them incon what is happening in connection with his organization and explaining how the committees are set up and its purpose . ' ' Town Board Minutes - July 8 , 1974 - Page 2 Privilege of theFloor Continued : Councilman Ralph Wilbur stated that he found. the Board of Assessment Review unsatisfactory . They were not able to answer questions . He also stated that the appeal before the Board of Appeals for a sawmill in an R- 1 zone should never have come before the board . There should be guidelines for the Appeals Board to follow so this type thing could not happen again . Floyd Dorn stated that things got stirred up over the fourth . There were nine arraignments . Business is heavy . He also read a letter he • received from a missionary who received a speeding summons . Justice Milton Todd joined Ralph Wilbur in saying that the zoning laws should be studied . Supervisor A . Francis Wright stated that this matter is on the agendawthithe Planning Board and he hoped the town justices would join in/the Planning Board to make suggestions . Gordon Roberts gave a progress report on the Coddington Road complaints and discussed the rights of the Appeals Board in making decisions . It was reported that Mr . Miller is ill . He reported to Supervisor Wright that the current business before the Tompkins County Board of Representatives is the Office for the Aging and Boardman House . COMMITTEE REPORTS : A . Highway - Councilman Ralph Wilbur reported that work is being done on Comfort Road . The Town Board has met with the Speech Clinic peoplL to discuss repairing the bridge leading to the Speech Clinic . The Soil Conservation Service will make a supplimentary report on this matter . The work will be delayed as no decision has been made yet . B . West Danby Water District - The bill for painting the water tank was for more than the amount incumbered for this purpose . Justice Milton Todd made the motion to appoint Marshall Martin to complete Richard White ' s term of office as water commissioner . His term will expire December 31 , 1976 . C . Insurance - Flood insurance will be put on the agenda for the August Town Board meeting . Prudential cannot help with health insurance . D . Refuse Collection and Disposal - Councilman Clyde Carrier reported that he has heard no complaints so assumes that everything is airight < E . Youth - Supervisor A . Francis Wright stated that the Youth Committee should be commended for the job they are doing at the pond . F . Zoning and Planning - Justice Floyd Dorn reported that the meetings of the planning board have been very informative , thanks to a good chairman . There is a case up for the 16th of July for a zoning violation . • G . Fire- Councilman Ralph Wilbur reported that July 9 , 1974 there will be a referendum vote for a new Pumper Tanker combination at the fire station on 96B for the amount of $489000 . Any registered voter is eligible to vote . H . Cemetaries - All in good. shape . OLD BUSINESS : Report of Highway Superintendent - No report Superintendent absent . Report of Zoning Officer - Written report submitted . A - . 1 < .: Towm Board Minutes - July 8 , 1974 - Page 3 Old Business continued : Appeals Board Chairman - Chairman absent . The secretary reported that there will be an appeal heard before the board July 25th , 1974 . NEW BUSINESS : The Speech Clinic pays no taxes . The taxpayers in Danby support this clinic . The town is waiting for another report before repairing the bridge . At the present time fire trucks are off limits there because of the unsafe bridge . The fire commissioners will be advise when the • bridge has been repaired . Supervisor A . Francis Wright asked if there was any interest in e stablishing a committee to explore the Learning Web . He recommended that a committee of the two town justices be appointed to make this study and meet with Dave Connors . Justice Floyd Dorn suggested the Community Council make this study . After some discussion it was established that the justices would form a committee and make the study and bring back recommendations to the board . To date there have been no recommendations made for a new member for the Planning Board . Tabled until the August meeting . Supervisor A . Francis Wright reported that he has all the information ✓ egarding the Pension Plan for all town employees . He would like to get someone from the State Retirement Office to come to a meeting and e xplain this to the town employees . Thie should be done as soon as possible . A bill for $2 , 4.75 . has been received for the program . The following people were recommended for appointment as Election Inspectors for a one year term starting July 1 , 1974 and ending June 30 , 1975 . Frances Jackson Mrs . Janice Todd - Alternate Mrs . Anna Covert - Alternate James Eisenberg was recommended to fill the position of custodian of the voting machine . Justice Floyd Dorn made the motion that these recommendations be approved as presented . Councilman Clyde Carrier seconded the motion which was carried by a vote of five ayes and no noes . . Dr . Bryce will be contacted to submit a name for an additional custodian of the voting machine to replace Reverand Heuth Who has left the area . Justice Milton Todd made the motion to acct the resignation of Tresa Cortright as Town Historian . The motion was seconded by Councilman Ralph Wilbur and carried by a vote of five ayes and no noes . Supervisor Wright amended the motion to include that the town accepts with regret the resignation and asked the clerk to send Mrs . Cortright a letter of appreciation . Councilman Ralph Wilbur seconded the ammendment to the motion which was carried by a vote of five ayes and no noes . Town Board Minutes - July 8 , 1974 - Page 4 New Business Continued : Supervisor A . Francis Wright said that he would check with Tom Payne of the Assessment Office and advise him that the feelings are the Assessment Review Board is not satisfactory . The Chairman of the Planning Board , Ernest Cole , reported that the last meeting at the town hall was a helpful one . Many new ideas were brought up . Next July 17th there .E ; 11 be another meeting at the town hall with the people wishing/persue other options giving their opinions . Some conclusions should be reached in August and recommendations will be made to the Town Board in September . The Planning Board will then work on the Zoning Ordinance . It was noted that there were not enough funds in account 8340 , 4 to pay for having the water tank in West Danby painted . It was recommended that the West Danby Water District budget be modified by $175 . 00 by transferring this amount from 8320 . 4 and putting it into account 8340 . 4 . Justice Floyd Dorn made the motion which was seconded by Justice Milton Todd . RESOLUTION #14 MODIFY WEST DANBY WATER DISTRICT BUDGET BY $175 . 00 Roll Call Vote : Wright - aye Wilbur - aye Carrier - aye Dorn - aye Todd - aye Carried five ayes and no noes . General Fund Warrant #7 in the amount of $3 , 095 . 26 was approved to be paid . The motion was made by Justice Milton Todd and seconded by Councilman Clyde Carrier and carried by a vote of five ayes and no noes . Highway Fund Warrant #7 in the amount of $3 , 144 . 96 was approved to be paid . The motion was made by Councilman Ralph Wilbur and seconded by Justice Milton Todd and carried by a vote of five ayes and no noes . West Danby Water District Warrant #6 in the amount of $1 , 957 . 12 was approved to be paid . The motion was made by Justice Milton Todd and seconded by Justice Floyd Dorn and carried by a vote of five ayes and no noes . Supervisor A . Francis Wright requested that people get their budgets for 1975 prepared and get them to him by August 1 , 1974 . Justice Floyd Dorn made the motion to accept the Supervisor ' s Reports . Councilman Clyde Carrier seconded the motion which was carried by a vote of four ayes and no noes .
