SPECIAL BOARD MEETING MINUTES
January 28 , 1974
A special meeting of the Town Board of the Town of Danby was
held January 28 , 1974 , at the Danby Town Hall .
Members present : Supervisor A . Francis Wright
• Councilman Ralph Wilbur
Councilman Clyde Carrier
Justice Floyd Dorn
Justice Milton Todd
Others present : Mrs . Ralph Wilbur , Clifford Hill , Ernest Cole ,
and Mr . Best .
The purpose of the meeting was to discuss the next step in the
New Town Hall business .
Councilman Ralph Wilbur made the motion that a referendum be held
at the earliest possible date , this would include advertising for a
public hearing to include voter eligibility , and also that even
though the town has $45 , 000 available in current funds we must
have the referendum for $ 90 , 000 to release that amount . The motion
was seconded by Councilman Clyde Carrier and carried by a vote of
five ayes and no noes .

WHEREAS the Town Board of the Town of Danby , Tompkins
County , New York , has conducted studies in conjunction with the
Town of Danby Planning Board for the need and feasibility of the
construction of a new Town Hall in and for the Town of Danby ,
and
WHEREAS , the Town Board has caused to be made at various
t: 1 times a study of the cost of renovating the existing Town Hall

building , and
WHEREAS , the Town Board has obtained an option to pur -
chase the property next to the existing Town Hall property until
April 1 , 1974 , and
WHEREAS , the Town Board and the Town Planning Board have
.I conducted several public information meetings within the town
, concerning the necessity for a new town office building , and
WHEREAS , the Town Board hired Robert A . Boehlecke , Jr . ,
an architect , to prepare preliminary drawings and plans through
I a " schematic design phase " and ,

L. WHEREAS , the Town Board has determined pursuant to Section
220 of the Town Law , that it is in the public interest and neces -
sity to purchase the premises now under option located next to the
present town property, to demolish the present building on the
property owned by the town , and to construct , equip and furnish a
building upon said premises , and

,1; WHEREAS , the Town Board has monies available for said
', ; purpose in a capital fund , and
' . • . WHEREAS , the Town Board has made application for federal
6. assistance in funding the said construction , which financing , if
granted , would be for a period of more than five years , and

NOW THEREFORE , BE IT RESOLVED :

-- 1 . That a special town election be held in the Town of
Danby , Tompkins ! County , New York , on the 5th day of March , 1974
a ,
with the polls to be opened at 10 o ' clock in the forenoon and to
be closed at 8 o ' clock in the afternoon , the polling places to
' ` be at the Fire Hall in West Danby and the Town Hall in the Hamlet
of Danby , and that the following proposition be voted upon at
, ; ,' .•_ ' said special election held pursuant to Section 81 of the Town Law :
PROPOSITION FOR THE CONSTRUCTION OF A NEW TOWN
° • ' OFFICE BUILDING IN AND FOR THE TOWN OF DANBY ,
TOMPKINS COUNTY , NEW YORK .
SHALL THE TOWN BOARD OF THE TOWN OF DANBY ACQUIRE
THE PREMISES NOW OWNED BY VAN DE BOGART , KNOWN AS
1828 DANBY ROAD , DEMOLISH THE BUILDINGS THEREON ,
DEMOLISH THE BUILDING ON THE PREMISES NOW OWNED BY
THE TOWN OF DANBY AND USED AS A TOWN HALL , AND CON -
' ` STRUCT A NEW TOWN OF DANBY OFFICE BUILDING UPON
SAID COMBINED PREMISES FOR A TOTAL PRICE OF NOT TO
EXCEED $ 90 , 000 . 00 PLUS INTEREST ON ANY BONDS OR
NOTES ISSUED BY THE TOWN FOR THE FINANCING OF THE
COST OF SAID PUBLIC IMPROVEMENT . SAID BONDS OR
NOTES TO BE IN AN AMOUNT NOT TO EXCEED $ 45 , 000 . 00 .
THE BALANCE OF SAID MONIES REQUIRED BEING APPRO -
PRIATED FROM THE CAPITAL FUND NOW EXISTING AND HELD
BY THE TOWN FOR CAPITAL IMPROVEMENTS .
THIS BALLOT IS UPON TOWN APPROPRIATIONS .

The Resolution was declared and unanimously adopted .
