TOWN OF DANBY
TOWN BOARD MINUTES
December 10 , 1973
The regular meeting of the Danby Town Board was held in the Danby
E lementary School , December 10 , 1973 , at 8 : 05 P . M .
Board members present : Supervisor A . Francis Wright
Councilman Ralph Wilbur
Councilman Gerald Crance
Justice Floyd Dorn
Justice Milton Todd
O thers present : Edward Slights , Mary Casterline , Roy Casterline ,
Gordon Roberts , Rick Dobson , Ernest Cole , Joseph Hulbert , Moses
P eter , E . J . Miller .
• Justice Floyd Dorn made the motion that the minutes of the
November 12 , 1973 meeting be accepted as presented . The motion
was seconded by Justice Milton Todd and carried by a vote of five
ayes and no noes .
COMMUNICATIONS :
1 . A letter from the Danby Fire District Board of
Commissioners concerning $ 5 . 36 that was tax money
not turned over to the Fire District in 1973 .
2 . Minutes of the meeting of the West Danby Board of
Water Commissioners .
3 . A letter from the Tompkins County Division of Assess -
ment concerned with the review of assessments in Tompkins
County .
4 . Agenda of the Tompkins County Board of Representatives
meeting of December 10 , 1973 .
5 . A letter from the Tompkins County Board of Representatives
about Flood Insurance legislation and land use planning .
6 . A letter from the Tompkins County SPCA explaining the
services it has .
7 . Agenda of the Tompkins County Board of Representatives
meeting of November 26 , 1973 .
8 . A proposed resolution for reducing the maximum speed on
Town and County roads to 50 MPH .
9 . Resolution No . 291 from the Tompkins County Board of
Representatives - Apportionment of Mortgage Tax .
10 . Memorandum from Hicks Dow Chairman of the Municipal
Officials Association concerned with the December 11 ,
1973 meeting .

PRIVILEGE OF THE FLOOR :
Gerald Crance stated that as this was his last meeting he would
like to say that he has enjoyed working with the board in= :his
capacity as Town Councilman .
Ralph Wilbur stated that the town clerk should have the approval
of the board to pay from 12 to 15 cents per copy as she sees fit .

Privilege of the floor continued :
Floyd Dorn discussed the distribution of forfeitures to the towns .
Moses Peter stated that he has taken pictures of the town vault to
show what poor condition it is in . The roof leaks everything is
damp and moldy and a very expensive volume of law books has been
ruined . The pictures were shown to the board by the clerk .
Rick Dobson commented on the vandalism in the town and wondered
how the town hall got in such bad shape with nothing being done
about it . Vandalism was discussed at length .
• Tompkins County Representative E . J . Miller said the main subjects
before the board are the hospital question and Boardman House .
John Murphy has been appointed Cohaty Administrator . The hospital
question was discussed at length . Mr . Miller then stated that he
has a personal problem to bring before the board . Since the name
of the road he lives on has been changed people cannot find him .
He would like to put up a sign stating that the road was known as
Steam Mill Road . He was advised to check with Howard Stevenson to
see if it is permissible to put up such a sign .
COMMITTEE REPORTS :
A . Highway - Joseph Hulbert reported that he has been moving
stumps on Station Road . He also stated that the town employees
should have a $ . 25 raise in salary . It was recommended that
the Highway Committee have a meeting and set up a schedule
of wages and bring their recommendations to the next town
board meeting .
B . West Danby Water District - The water district has a booster
pump and motor that isn ' t being used and they would like to
sell it . Advice will be sought on the legality of selling
this equipment and the information given to the commissioners .
Perry Crance is laid up and Roy Casterline is doing his job
reading meters . The Water Commissioners thought the town
board should make whatever change they felt necessary . Justice
Floyd Dorn made the motion that the Supervisor be given
authorization to pay the meter readers salary to Roy Casterline
and put the meter reader on a temporary leave of absence .
Justice Milton Todd seconded the motion which was carried by
a vote of five ayes and no noes .
C . Insurance - No report .
D . Refuse Collection and Disposal - No report .
E . Zoning and Planning - No report .
F . Fire - There will be an election held December 11 , 1973
between 7 and 10 P . M . for the election of fire commissioners .
G . Cemeteries - No report .
OLD BUSINESS :
Report of the Highway Superintendent - Joe reported that his books
are all in order for the up coming Federal Audit .
Report of Zoning Officer - A written report was submitted .
Report of Appeals Board Chairman - Moses Peter felt that the board
should consider charging a fee for each appeal . This fee should
be at the applicants expense .
Report of Planning Board Chairman - The board has replied to a
letter concerning fire codes and found no other towns are doing
this . A regular meeting and also a special meeting with the
architect were held for discussion on the new town hall .

NEW BUSINESS :
The date for the audit and reorganizational meeting was set for
January 7 , 1974 which is a Monday . The meeting will be held at
8 : 00 P . M . at the Danby Elementary School .
The clerk read the minutes of the special meeting held November
30 , 1973 at the Town Barns for the purpose of opening sealed bids
for a material spreader . Justice Milton Todd made the motion that
the bid from Seneca Supply and Equipment Co . for a new material
Spreader in the amount of # 2 , 950 . 00 be accepted . Councilman Ralph
Wilbur seconded the motion .
RESOLUTION # 27 BID ACCEPTED FOR A NEW
MATERIAL SPREADER IN THE
AMOUNT OF $ 2 , 950 . 00

Supervisor A . Francis Wright reviewed the Status of the Town Hall .
The total square footage of the proposed new building will be 26 , 000
square feet . There will be a large meeting room and offices for
the Justices , Supervisor , Town Clerk , a kitchen and town vault .
All rooms will be expandable and each room can be heated separately .
The Supervisor requested that the Town Board members state whether
they are for or against . a new town hall :
Justice Milton Todd - For it , but it will be hard to sell West
Danby as they are in the process of build -
ing a new school
Justice Floyd Dorn - For it
Councilman Ralph Wilbur - For it
Councilman Gerald Crance - For it
Supervisor A . Francis Wright - For it
Supervisor A . Francis Wright feels that now is the time to meet
with the key people in the community to enlist their help . These
people will be the Planning Board and the Town Board and the
Architect . The meeting date will be Wednesday , January 9 , 1974
at the Danby Elementary School at 8 : 00 P . MM
Gerald Crance made the motion that the Supervisor be authorized to
hire Robert A . Boehlecke , Jr . Architect for the initial expenditure
of $ 500 . 00 Justice Floyd Dorn seconded the motion .

Justice Milton Todd made the motion that the town attorney Richard
Thaler be authorized to prepare a preapplication for federal
assistance for the construction of a new town hall . Councilman
Ralph Wilbur seconded the motion .

APPLY FOR FEDERAL ASSISTANCE .

New Business continued :
Carried five ayes and no noes .
Justice Milton Todd made the motion that the maximum speed limit
for all town highways and county roads outside of cities and
villages within the town of Danby not having a speed limit lower
than fifty miles per hour be reduced to fifty miles per hour .
Justice Floyd Dorn seconded the motion .
RESOLUTION # 31 REDUCE THE SPEED LIMIT TO
FIFTY MILES PER HOUR ON
ROADS WITHIN THE TOWN OF DANBY

Carried five ayes and no noes .
General Fund Warrant # 12 in the amount of $ 828 . 06 was approved
to be paid . The motion was made by Councilman Ralph Wilbur and
seconded by Justice Milton Todd and carried by a vote of five
ayes and no noes .
Highway Fund Warrant # 12 in the amount of $ 2 , 054 . 64 was approved
to be paid . The motion was made by Councilman Ralph Wilbur and
seconded by Justice Floyd Dorn and carried by a vote of five ayes
and no noes .
West Danby Water District Warrant # 10 in the amount of $ 14 . 52 was
approved to be paid . The motion was made by Councilman Gerald
Crance and seconded by Justice Milton Todd and carried by a vote
of four ayes and no noes .
The meeting was adjourned at 11 : 30 P . M .
