August 13 , 1973
The regular meeting of the Danby Town Board was held in the Danby
Elementary School , August 13 , 1973 , at 8 : 00 P . M .
Board Members Present : Supervisor A . Francis Wright
Councilman Gerald Crance
Councilman Ralph Wilbur
Justice Floyd Dorn
Board Members Absent : Justice Milton Todd
Others present : Mary Casterline , Roy Casterline , Gordon Roberts ,
Ed Slights , Joseph Hulbert , Willard Hansen .
The minutes of the July 9th meeting of the Town Board were
approved as presented .
COMMUNICATIONS :
1 . Agenda Tompkins County Board of Representatives
meeting of Monday , August 13 , 1973 .
2 . A letter from Hud News , Washington D . C . concerning
the Flood Disaster Protection Act of 1972 .
3 . A letter from the Tompkins County Environmental
Management Council asking the town to participate in
their program to preserve and identify the unique
areas of the county .
4 . A letter from Thomas H . Huhn concerned with the
voting machines in the Town of Danby .
5 . Minutes of meeting of Board of Zoning Appeals July
3 , 1973 , and July 10 , 1973 .
6 . A letter from Esther Button Secretary of the West
Danby Grange informing the board that the Grange Hall
has been sold and no longer can be used as a polling
place .
7 . A letter from the Shell Oil Company with a check
enclosed as payment for the damages done to John Hill
Road .
PRIVILEGE OF THE FLOOR :
Roy Casterline stated that Brown Road Extension needs some work .
It is a road used by many people and should be repaired .
Mr . Hansen who lives on Beach Hill Road , says the road is
barely passable and also a discussion was held on the communes
in the area and the possibility that they could be eliminated and
• if so how . Ralph Wilbur made the motion that Gordon Roberts be
given authorization to proceed with the town attorney for advice
on seasonal dwellings . The motion was seconded by Gerald Crance
and carried by a vote of four ayes and no noes .
COMMITTEE REPORTS :
A . Highway Report e The town highway crew is now working on
Ridgecrest Road which is part of the Donovan Plan . Comfort
Road has been graded and Nelson Road has been graveled .
More work is yet to be done on the Hunsinger Hill Road .
Joseph Hulbert needs two more men to replace two who are
no longer working for him .
B . West Danby Water District - No bids have been received as
yet for painting of the water tank . Two are expected and
Gerald Crance asks for the board ' s approval for him to award
a contract as time is running short . A special meeting will
have to be called to accept any bids .

Committee Reports continued :
C . Insurance - No report .
D . Refuse Collection and Disposal - No report
E . Youth - Ralph Wilbur reported that Kenneth Fields who works for
the State Parks Commission has been checking the swimming -'. areas .
He was here in Danby and checked the Danby Pond . He also checked
the credentials of the life guards . The water tests were not
good . The chlorination method used is bad in his estimation .
There is the possibility that the pond will be closed temporarily .
Mr . Fields has promised to submit a full report to the board
of his findings .
411 . F . Zoning and Planning - Junk cars on the former Huewey property
were discussed . John Myers was issued a permit to build an
apartment over his garage and has met the requirements of the
zoning ordinance .
G . Fire - No report .
H . Cemeteries - More work has been done uncovering and settting
stones and cleaning them .
OLD BUSINESS :
Report of Highway Superintendent - Money for some new snow clear -
ance equipment should be made available when the budget is set up .
Report of Zoning Officer - Written report submitted
Report of Planning Board Chairman - No report . . It was noted that
only two members attended the last meeting . As this did not
represent a . quorum no business could be done . Appointment of
the two members needed will be done in September . Clifford Hill
is acting chairman . A permanent chairman will also be appointed .
Appeals Board Chairman m Written report submitted .
Flood Insurance - Individuals may buy this as they see fit .
Dryden is the only town that has considered applying for this
insurance . Before any action is taken in this matter , Supervisor
A . Francis Wright would like a committee to go over the available
information and report back to the board on their findings . Frank
L iguori might join the committee .
NEW BUSINESS :
The West Danby Grange Hall has been sold . This means that a new
polling place will be needed for the West Danby District # II
voters . Gerald France has checked with the West Danby fire depart -
ment and said that the fire house will be available . Possibly the
voting machines will have to be stored in the Town Hall . Super -
visor A . Francis Wright made the motion that the polling place in
West Danby District #II will be the fire house down stairs and
• that District #I polling place will be in the Town Hall as usual .
Councilman Ralph Wilbur seconded the motion .

Roll Call Vote : Wright - aye
Crance - aye
Dorn - aye
Wilbur - aye
Carried four ayes and no noes .
A report was given by Ralph Wilbur on the program the Tompkins
County Environmental Council wishes to initiate . They want a
study of unique areas . Jennings Pond is one of the areas they
consider unique . Possibly Cornell Students would help with the
study .

NeW Business Continued :
The building program seems to be at a stand still . A letter was
received from the architects . Supervisor A . Francis Wright read
the letter . A contract was enclosed to be signed by the Board
if the fees were agreeable and they wished to proceed . Councilman
Ralph Wilbur felt this matter should be taken to referendum even
if it means spending more money as it is a safer way . A lengthy
discussion followed . An executive Board meeting will be held to
further discuss the matter . The meeting will be held at 8 : 00 P . M .
at the home of Supervisor Wright on August 20 , 1973 .
General Fund Warrant # 8 in the amount of $ 818 . 10 was approved to
be paid . The motion was made by Councilman Ralph Wilbur and
seconded by Justice Floyd Dorn and carried by a vote of four ayes
and no noes .
Highway Warrant # 8 in the amount of $ 7 , 134 . 85 was approved to be
paid . The motion was made by Councilman Ralph Wilbur and seconded
by Justice Floyd Dorn and carried by a vote of four ayes and no
noes .
West Danby Water District Warrant # 7 in the amount of $ 94 . 49 was
approved to be paid . The motion was made by Councilman Gerald
Crance and seconded by Justice Floyd Dorn and carried by a vote
of four ayes and no noes .
The motion to accept the supervisor ' s reports was made by Justice
Floyd Dorn and seconded by Councilman Gerald Crance and carried
by a vote of three ayes and no noes .
At 10 : 50 P . M . the motion to adjourn the meeting was made by
Councilman Ralph Wilbur and seconded by Councilman Gerald Crance
and carried by a vote of four ayes and no noes .
