TOWN OF DANBY
TOWN BOARD MINUTES
May 14 , 1973
The regular meeting of the Danby Town Board was held in the
Danby Elementary School , May 14 , 1973 , at 8 : 00 P . M .
Board members present : Supervisor A . Francis Wright
Councilman Ralph Wilbur
Councilman Gerald Crance
Justice Floyd Dorn
Justice Milton Todd
Others present : Roy Casterline , Mary Casterline , Gordon Roberts ,
Erie J . Miller , Joseph Hulbert , Eugene Jackson , and Edward Slights .
• The minutes of the regular meeting of April 9 , 1973 were mailed to
board members for reading and correction . The minutes were approved
as presented . Justice Milton Todd made the motion which was
seconded by Justice Floyd Dorn and carried by a vote of five ayes
and no noes .
COMMUNICATIONS :
1 . A proclamation from Nelson A . Rockefeller , Governor
of the state of New York , proclaiming the month of
May Senior Citizens month in New York State .
2 . A letter from the New York State Executive Department
Office for the Aging asking the town to join in the
observance of May as Senior Citizens month .
3 . Agenda of the Tompkins County Board of Representatives
meeting of May 1 , 1973 .
4 . Agenda of the Tompkins County Board of Representatives
meeting of April 16 , 1973 .
5 . A letter from the New York State Office for Local
Government advising of President Nixon ' s plan to
eliminate the Federal Office of Economic Opportunity .
6 . Resolution # 102 - To Expand Membership of the County
Sewer Agency .
7 . Resolution # 112 - Apportionment of Mortgage Tax .
8 . Resolution # 107 - Authorization to Execute Agreement

Highway Superintendents and Town Board members at
Cornell University .

Vehicles concerning the licensing of all automotive
junk and salvage operators as "Vehicle Dismantlers " .
12 . A letter from the Supervisors and County Legislation
Association of the State of New York , Inc . advising
of Annual Summer Conference - School .
13 . Agenda of the Tompkins County Board of Representatives
meeting of April 30 , 1973 .
14 . A letter from the Susquehanna River Basin Commission
advising of a public meeting to be held May 10 , 1973 .
15 . A letter from the New York State Employees Retirement
System asking for a resolution and the payment of
a fee for preparing a study for the Town of Danby .

PRIVILEGE OF THE FLOOR :
Mr . Eugene Jackson submitted a plan for a proposed trailer park
on Brown Road in West Danby . This park to be located on his
farm . He stated that one trailer had the approval of the
Board of Health . Supervisor A . Francis Wright stated that he
should take his plan to Frank Liguori of the Tompkins County
P lanning Department and have him draw a scale plan to be submitted
to the Town of Danby Planning Board .
Tompkins County Representative , Erie J . Miller , asked the board
if they would like to have speakers come to the next Town Board
meeting to give a talk on the planned new hospital . The agenda
o f the board of representatives has been very large .
410 COMMITTEE REPORTS :
A . Highway Report - Joseph Hulbert and Ralph Wilbur attended a
meeting in Groton and found it to be very worthwhile . Joseph
Hulbert is now working on Miller Road East . He is also
working on the John Hill Road which is off Peter Road . This
is the road damaged by Shell Oil Equipment . He has met with
a representative from Shell Oil Company . An agreement has
been reached for the Town to do the repair work and Shell
Oil Company will pay the costs . There is a problem of people
purchasing property on isolated town roads and building homes
there . This means repairing and maintaining a long stretch
o f road for possibly just one home . Discussion of abandoning
✓ oads and state aid in these cases followed . Several cases
were sited .
B . West Danby Water District - Councilman Gerald Crance has
not had a report from the people that were going to paint
the water tank . The board decided that Mr . Crance would
check into accepting bids for this job . The motion was
made by Justice Milton Todd that Roy Casterline be appointed
superintendent of the water district as well as maintainer
from January 1 , 1973 to December 31 , 1973 . He will submit
bills as they occur . The motion was seconded by Councilman
Gerald Crance and carried by a vote of five ayes and no noes .
C . Insurance - It was discussed that insurance for the new
voting machine was taken care of as the machine was in the
possession of the town as a rental and therefore insured .
D . Refuse Collection and Disposal - No report .
E . Youth - No report .
F . Zoning and Planning - No report .
G . Fire - No report .
H . Cemeteries - The mowing has started and Edward Slights reported
a problem of sunken stones . These stones are so deep the names
cannot be read .
OLD BUSINESS :
Report of the Highway Superintendent - Joseph Hulbert had nothing
more to add to the highway report given by Ralph Wilbur .
Report of the Zoning Officer - A discussion led by Gordon Roberts
about what constitutes a junk car and the amendment of the
Vehicle and Traffic Law which provides for the licensing of all
automotive junk and salvage operators as "Vehicle Dismantlers " .
The zoning officer will send a letter to Mr . Shepardson concerning
trailer rental . He will also continue to follow up on violations
o f the zoning ordinance .

Old Business continued :
Ralph Wilbur made the motion that the CESA recognition be tabled
indefinitely . The motion was seconded by Councilman Gerald Crance
and carried by a vote of five ayes and no noes .
NEW BUSINESS :
Review of the Towns Indebtedness - Supervisor A . Francis Wright
reported that the 3 3 / 4% Interest Bond for the original value of
$ 26 , 020 . has been paid off completely . The 4 3 / 4% Interest Bond
which was originally $ 23 , 470 . will be paid off next year . The 5%
Interest Bond of $ 20 , 000 . has a balance due of $ 12 , 000 . This
covers the grader . The $ 23 , 000 . Interest Bond will be paid off
next year . The town is financially sound as far as indebtedness
is concerned .
Federal Revenue Sharing Budget e The money received for 1972 will
be spent as follows : $ 10, 141 . 00 for the town building program and
$ 5 , 159 . 00 will be spent for the employees retirement program . The
motion was made by Councilman Ralph Wilbur and seconded by Justice
Milton Todd and carried by a vote of five ayes and no noes . The
town expects to receive $ 8 , 329 . for 1973 . This will be spent in
the following way : $ 4 , 000 . 00 for repairs to the town highways
and $ 4 , 329 . 00 will be put in the Capital Fund for town buildings .
Publication of this budget will be taken care of by Supervisor A .
Francis Wright . The motion was made by Councilman Ralph Wilbur
and seconded by Justice Milton Todd and carried by a vote of five
ayes and no noes .
There is a possibility that the town will purchase the Van de Bogart
property which bounds the Town Hall on the North side . Gerald Crance
will get more information on the assessed valuation of the property .
Supervisor A . Francis Wright will then contact Mr . Van de Bogart .
A . Francis Wright proposed that a resolution be passed by the board
proclaiming May as Senior Citizen Month in the Town of Danby .
RESOLUTION # 13 THE MONTH OF MAY SENIOR
CITIZEN MONTH
The motion was made by Councilman Gerald Crance and seconded by
Justice Milton Todd .

Todd - aye
The motion was made that board members and the highway superintendent
and town clerk be authorized to attend the school at Cornell , June
17 , 18 , 19 and 20 , the town paying the expenses . The motion was made
by Councilman Ralph Wilbur and seconded by Justice Milton Todd
and carried by a vote of five ayes and no noes .
General Fund Warrant # 5 in the amount of $ 1 , 848 . 40 was approved
to be paid . The motion was made by Justice Floyd Dorn and seconded
by Justice Milton Todd and carried by a vote of five ayes and no noes .
Highway Warrant # 5 in the amount of $ 1 , 453 . 99 was approved to be
paid . Councilman Ralph Wilbur made the motion which was seconded
by Justice Floyd Dorn and carried by a vote of five ayes and no noes .
West Danby Water District Warrant #4 in the amount of $ 442 . 15 was
approved to be paid . The motion was made by Councilman Gerald
Crance and seconded by Justice Floyd Dorn and carried by a vote of
five ayes and no noes .
The motion to accept the supervisor ' s report was made by Justice
Floyd Dorn and seconded by Justice Milton Todd and carried by a
vote of four ayes and no noes .

Councilman Gerald Crance made the motion that the meeting be
adjourned at 10 : 40 P . M . Councilman Ralph Wilbur seconded the
motion which was carried by a vote of five ayes and no noes .
