TOWN OF DANBY
TOWN BOARD MINUTES
March 12 , 1973
The regular meeting of the Danby Town Board was held in the Danby
Elementary School , March 12 , 1973 at 8 : 00 P . M .
Board members present : Supervisor A . Francis Wright
Councilman Gerald Crance
Justice Floyd Dorn
Board members absent : Councilman Ralph Wilbur
Justice Milton Todd
Others present : Edward Slights , Gordon Roberts , Mary Casterline ,
• Roy Casterline , and Joseph Hulbert .
The minutes of the regular meeting of ' February 12 , 1973 were
mailed to board members for reading and correction .
The minutes were approved as presented . The motion was made by
Justice Floyd Dorn and seconded by Councilman Gerald Crance and
carried by a vote of three ayes and no noes .
COKMUNICATIONS :
1 . A letter from the Tompkins County Chapter Civil
Service Employees Association Inc . expressing the
wish to represent the highway employees of Danby .
2 . A letter from the Tompkins County Senior Citizens '
Council , Inc . concerning Tax Exemption for property
owners over 65 years of age .
3 . A letter from Consulting Civil Engineers and
Municipal Planners concerning the Park Development
in the Town of Danby .
4 . Agenda of the Tompkins County Board of Representatives
meeting of February 26 , 1973 .

PRIVILEGE OF THE FLOOR :
The first board meeting of the Town of Danby was held March 12 ,
1811 . Before this time the Town of Danby was a part of the Town
of Spencer . At this first meeting there were a town clerk , three
h ighway superintendents , four constables and two overseers of the
board . Also present were three taxpayers . Today was the 167th
anniversary of the Town of Danby . This information was brought to
the meeting by Justice Floyd Dorn .
E dward Slights mentioned that the left over rummage from the sale
at the fire house was stored in the Town Hall .
• . COMMITTEE REPORTS :
A . Highway Report - No report .
B . West Danby Water District - Everything is running smoothly .
C . Insurance - Supervisor A . Francis Wright will contact Ithaca
Agency and ask them to review the insurance the town now
carries and report at the next town board meeting . A date
will be set for a meeting of the town board members to review
the insurance program .
D . Refuse Collection & Disposal - The problem with the garbage
collectors seems to be one of regularity . The community
really depends on these people . Councilman Gerald Crance will
send a letter to the collectors and ask that they attend the
next board meeting .
E . fluth<i t Mary Oltz reported that the Danby Community Council
is interested in helping the Welfel family . At the present
' time they are working on the summer program for this year .
They are looking for life guards and people to work on the
playground . Gary Vincent , president of the council , would
like very much to have more people attend the Community
Council meetings and share the responsibility of allocating
the funds alloted to Danby .
F . Zoning and Planning - Ernest Cole has been appointed to travel
around the county and look at town office buildings in the
other townships and report back to the planning board . As
far as zoning is concerned the junk care are the worst problem .
G . Fire - No report .
H . Cemeteries - No report .
OLD BUSINESS :
Supervisor A . Faancis Wright said that the zoning officer , Gordon
Roberts , will have the full support of the town board in his
efforts to take care of the junk car problem . Mr . Roberts stated
that he has had many problems enforcing the zoning ordinance . He
referred specifically to junk cars . He also mentioned problems
• in connection with trailers on private property . The . Supervisor
said that Mr . Roberts should take all the action he deems necessary
to settle these matters . If it becomes necessary the zoning
ordinance will be revised . A lengthy discussion followed with
many instances of junk cars in violation cited . It was also
brought to the attention of the board that many cars are parked
on the highway in the right - of -way which is also a violation .
Joseph Hulbert , Highway Superintendent , reported that the
application for advance funds for flood projects has been approved .
The town highway crew has been trying to patch up some of the holes
in the town roads with questionable success . The Donovan forms
have been received and filled out . - The application for <-. the • State
Retirement has been mailed . Joe Hulbert has checked on - the , price
of a new pickup truck for the town . He stated that the state
Contract will not save the town much money and there are draw backs .

Moved by Councilman Gerald Crance and seconded by Justice Floyd
Dorn .

Carried three ayes and no noes .
Report of Planning Board Chairman - No report .

Report of Zoning Board Chairman - No report .
The report on the pension plan to be presented by Councilman
Ralph Wilbur will be tabled until April due to Mr . Wilbur ' s
absence due to illness . The motion was made by Gerald Crance
to table the pension plan report until April and seconded by
Justice Floyd Dorn and carried by three ayes and no noes .
RESOLUTION # 9 THE PLANNING BOARD WAS

Motion made by Justice Floyd Dorn and seconded by Councilman
G erald Crance .
Roll Call Vote : Wright - aye
Crance - aye
Dorn - aye
Carried three ayes and no noes .
The Town Clerk will advertise for bids on a new voting machine .
Councilman Gerald Crance reported on the progress being made on
the town hall business . He asked that this matter be tabled for
30 days . More time is needed to gather information .
NEW BUSINESS :
A resolution is needed for the town board to show its . recognization
of the Civil Service Employees Association as exclusive representa -
t ive of the town employees . The motion was made by Councilman
Gerald Crance to table this matter until all board members are
present . Justice Floyd Dorn seconded the motion which was carried
by a vote of three ayes and no noes .
The Highway Superintendent , Joseph Hulbert , said that the town
highway employees need a cost of living raise . Supervisor Wright
• asked him to present recommendations for these raises at the
next town board meeting .
As there are over seven hundred voters in District Al the town
will need to make a new district . or buy another voting machine .
This is regulated by law . Itawas suggested that a voting machine
should be included in the budget for next year and also that this
matter be turned over to the planning board and have them come up
with recommendations .
Justice Floyd Dorn made the motion that project 42504 , Ridgecrest
Road to Muzzy Road and Ridgecrest Road to Ithaca Town Line be
approved . Councilman Gerald Crance seconded the motion, which
was carried by a vote of three ayes and no noes .

New Business continued :
General Fund Warrant # 3 in the amount of $ 427 . 87 was approved to
be paid . The motion was made by Justice Floyd Dorn and seconded
by Councilman Gerald Crance and carried by a vote of three ayes
and no noes .
The Highway Warrant # 3 in the amount of $ 1 , 077 . 56 was approved to
be paid . The motion was made by Councilman Gerald Crance and
seconded by Justice Floyd Dorn and carried by a vote of three ayes
and no noes .
West Danby Water District Warrant # 2 was approved to be paid . The
• amount of this warrant was $ 210 . 08 . The motion was made by Justice
Floyd Dorn and seconded by Councilman Gerald Crance and carried by
a vote of three ayes and no noes .
The motion was made to accept the supervisors report by Justice
Floyd Dorn and seconded by Councilman Gerald Grance and carried
by a vote of two ayes and no noes .
The motion was made to accept the supervisors report by Justice

The motion for adjournment was made at 10 : 25 P . M . by Councilman
Gerald Crance and seconded by Justice Floyd Dorn and carried by
