DANBY FIRE DISTRICT
MINUTES OF THE REGULAR MEETING
July 14, 2026
Commissioner Westmiller called the regular meeting to order at 6:32 p.m.

Hose Testing: The following proposals received:
• U.S. Fire Services @ $.34 per foot x 24450 feet = $8,313.00
Ladder Testing: The following proposals received:
• U.S. Fire Services @ $3.00 per foot x 221 feet = $663.00
Hard Suction Units: The following proposals received:
• U.S. Fire Services @ $39.00 per 27 = $1,053.00
Total for U.S. Fire Services for Hose, Ladder and Hard Suction Unit Testing is $10,029.00
Note: moving apparatus fee on location $250.00. Moving apparatus on public roads $500.00. If any apparatus is out of service and an
additional appointment is necessary for testing it is $500.00 feet. Missed appointment fee: $750.00. Crew Hourly rate: $300.00/hr. for
time the crew must wait due to circumstances under the customer’s control (such as water supply delays or apparatus transit delays).
Return fee: $300.00 if need to return to the site to test missed items or finish testing due to customer related requests or circumstances.
Commissioner Freedman moved to accept proposal from U.S. Fire Services for hose, ladder and hard suction annual testing, seconded
by Commissioner Griggs. Motion carried 4-0.
Bid Opening: Annual Truck/Pump Maintenance:

Fire Commissioner Oltz moved to accept proposals from Ward’s Apparatus for annual preventative maintenance and pump testing on
apparatus, seconded by Commissioner Freedman. Motion carried 4-0.

Minutes: Preliminary minutes for June 23, 2026, Regular Meeting and June 23, 2026, Budget Workshop were sent to the Town
Clerk on July 6, 2026, for posting to Town’s website and posted on District Website.
Commissioner Westmiller moved to approve the minutes of the June 23, 2026, Regular Meeting and the June 23, 2026, Budget
Workshop. Motion seconded by Commissioner Griggs. Motion carried 5 yes 0 no.

Commissioner Freedman made a motion to renew the certificate of deposit (CD) at Chemung Canal Trust Company (CCTC) for six
(6) months. Motion seconded by Commissioner Faehndrich. Motion carried 5 yes 0 no.
Commissioner Westmiller moved to approve the Treasurer’s Report. Motion seconded by Commissioner Faehndrich. Motion carried
5 yes 0 no.
Communications:
• Email from Lt. Wyatt regarding Town’s Special Events Law
Discussion held. Decision to send an email to the Town asking for more information.

APPROVAL OF BILLS:
Commissioner Faehndrich moved to pay the vouchers as audited and approved on Operating Account Abstract 7-A $11,019.18 claims
171-185. Motion seconded by Commissioner Griggs carried 5 yes 0 no.
CHIEF’S REPORTS:
DVFC: (Chief Gaden)
• Written report for June was received.
• Lyndsey Cobb-Wilkins was voted in at July’s company business meeting as a probationary member.
• Following station usage requests: 08/06/26 Medieval Dance; 08/09/26 B. Robinson Celebration for Life; 08/13/26 Magic
Club; 08/15/26 Wintermute Reunion; 09/03/26 Medieval Dance; 09/04/26 Red Cross blood drive; 09/10/26 Magic Club;

• Commissioner Freedman asked for small quilters club to meet on Wednesdays from 10 to 12 only in the event a space is
needed.
• Training requests: J. Clougherty – EMT basic at TC-3 begins 08/24/26 and runs through 12/17/26. May ask for mileage. Is
asking for registration of $1,735.00
• Talked to Brian at Admiral Specialty Vehicles about making a sign for the parking lot, regarding private property and will be
towed.
• Asked to purchase a second hitch to tow the 445 if 441 is already on the scene.
• At fire company meeting the membership asked if a mural could be painted on the southside of the building. Discussion held.
Decision by Board of Fire Commissioners is that a mural is not permitted.
• SCBA’s were flow tested and passed
• AEDs had annual testing and passed.
• 2.5-inch suction hose is in.
• Lowe’s came back to fix water softener; it is likely they will need to be asked to come back.

Commissioner Westmiller moved to accept Lyndsey Cobb-Wilkins as a new member pending satisfactory results of Firematic
physical. Motion seconded by Commissioner Freedman. Motion carried 5 yes 0 no.
Commissioner Westmiller moved to accept training request by J. Clougherty to take EMT basic training course at TC-3 from 08/24/26
through 12/17/26 and to pay registration fee of $1,735.00. Motion seconded by Commissioner Faehndrich. Motion carried 5 yes 0 no.
WDFC: (Chief McCray
• Written report for June was received.
• Discussion on WIFI usage. (tabled)
• Would like to have 1st Assistant’s personal owned vehicle have emergency lights installed by Admiral Specialty Vehicles.
• 1421 and 1401 needed emergency repairs: 1421 air horn and 1401 auto drain valve. Invoice from Ward’s Apparatus will be
coming.
• 1441 needs a new running board after a recent call. Chief McCray asked to obtain property quotes and submit.
COMMITTEES:
PURCHASING: NONE
BUILDING/GROUNDS:
• Commissioner Westmiller reported 1 contractor visited both sites during review of stations for concrete work and flooring
work at West Danby. Lockers at Danby station will need to have gear removed and items covered as floors will need to set
for a certain period of time.
• Commissioner Westmiller the gas line in the kitchen at West Danby will need a separate bidding process to move the gas
line.
• Chief McCray reported the new fuel tank is on site at West Danby station. The storage shed needs a small revamping.
GRANTS:
• Commissioner Freedman reminded the Chiefs he needs ideas on what they need.
INSURANCE:
• Chief Gaden reported a firefighter was injured on July 6th training at West Danby. Treasurer Hart reported it was submitted to
PERMA.
TECH: NONE
TRUCKS
• Chief Gaden reported 442 will be going for NYS inspection and oil inspection. Then 441 will go.
• Chief McCray reported he needs to reschedule recall for 1443.
TOWN BOARD: NONE
RECORDS:
• Received OSHA training certificates and cybersecurity for Commissioner Faehndrich
• Need annual report of fire department demographics for West Danby
POLICY:
• Commissioner Faehndrich reported the budget process is in the Fire District Affairs bulletin.
MEMBERSHIP/TRAINING:
• Commissioner Westmiller reminded Chiefs that all active members need to have CPR training done to remain active.

• Workshop after July 28th regular meeting

APPROVALS of TRAININGS, ITEMS OR SERVICES TO BE PURCHASED:
Commissioner Faehndrich made a motion to approve payment of $215.91 for supplies from Medline. Motion seconded by Commissioner
Griggs. Motion carried 5 yes 0 no.
Commissioner Faehdrich made a motion to approve payment of $1,295.00 for legal services from Shahan Law Firm. Motions seconded
by Commissioner Griggs. Motion carried 5 yes 0 no.
Commissioner Freedman made a motion to approve up to $740.00 for emergency lights be installed on 1st Asst Chief Ken VanEtten’s
personal owned vehicle by Admiral Specialty Vehicle. Motion seconded by Commissioner Griggs. Motion carried 5 yes 0 no.
Commissioner Westmiller made a motion to approve the emergency repair of 1421 and 1401 done by Ward’s Apparatus, no amount is
known at this time. Motion seconded by Commissioner Faehndrich. Motion carried 5 yes 0 no.
Commissioner Faehndrich made a motion to consider milage reimbursement from J. Clougherty if submitted at the end of class. Motion
seconded by Commissioner Griggs. Motion carried 5 yes 0 no.
Commissioner Faehndrich made a motion to approve the purchase of a spare hitch up to $100.00 for Danby trailer to tow 445. Motion
seconded by Commissioner Griggs. Motion carried 5 yes 0 no.
Commissioner Oltz made a motion to approve the purchase of replacement door closers from Amazon up to $400.00 for Danby station.
Motion seconded by Commissioner Faehndrich. Motion carried 5 yes 0 no.
Commissioner Faehndrich made a motion to purchase a new refrigerator for Danby Fire Station up to $2000.00 and the removal of the
old one, from B&W Supply Company. Motion seconded by Commissioner Griggs. Motion carried 5 yes 0 no.
Commissioner Griggs made a motion to approve the payment of $97.00 to Lowe’s Water Soft Water Service, Inc. for service call at
Danby Fire Station. Motion seconded by Commissioner Freedman. Motion carried 5 yes 0 no.
Commissioner Freedman made a motion to approve $500.00 for office supplies. Motion seconded by Commissioner Faehndrich. Motion
carried 5 yes 0 no.
Purchase of calibration kit for CO meters was tabled.
