Community Forum Guidelines for Participation
The Town of Danby’s Community Forums are a space for moderated conversation between
residents and with the Town. In conforming with NYS Open Meetings Law, no decisions will be
made at these forums. The guidelines below apply to all, members of the public and Town
officials/staff .
A. Guidelines for Participation
1. Speak respectfully
All viewpoints on a given topic or question are welcome , including disagreement and
criticism. At the same time, language that demeans or intimidates, including hate
speech, slurs, and that which targets any person or group based on race, ethnicity,
religion, gender, sexual orientation, disability, or national origin have no place in these
forums and will not be tolerated.
2. Listen to understand
Give others your full attention when they are speaking. Try to hear what someone is
saying before formulating a response.
3. Let others speak
These forums are most valuable when many voices are heard. Be mindful of how
much space you are taking up in the conversation. The moderator may ask
participants to keep contributions brief so that others have a chance to contribute.
4. Speak from your own experience
Share what you know, what you’ve observed, and what you feel. Speaking from your
own perspective — rather than making sweeping claims about what “everyone” thinks
— helps keep conversations grounded and honest.
5. Be patient with the process
Not every forums will not produce answers or decisions. Community dialogue takes
time.
B. The Moderator’s Role
Each forum will be facilitated by one or more moderators whose job is to keep the
conversation fair and on track — not to control what is said. If the discussion becomes
unproductive or contentious, a moderator may remind participants of these guidelines or
redirect the conversation. In cases where someone’s behavior prevents others from
participating, a moderator may ask that person to leave so the forum can continue.
C. A Note on Free Expression
These guidelines are not intended to restrict what anyone says. Every participant —
whatever their perspective or position on an issue — has the right to express their views
fully and honestly. What we expect is that the manner of participation be respectful of
everyone else’s equal right to be heard.
