HomeMy WebLinkAbout2026-03-17 Town Board Meeting Minutes 1 | P a g e Town of Danby Town Board Regular Meeting Minutes Held Tuesday, March 17th, 2026, at the Danby Town Hall Board Members Present: Joel Gagnon, Town Supervisor Leslie Connors Mariah Dillon Zachary Larkins Board Members Absent: Mark Pruce, attended via Zoom, but did not participate Town Staff: Blake Savoy, Town Clerk Gary Huddle, Town Justice Theresa Klinger, Town Justice Keith Shipman, Highway Superintendent Laura Shawley, Town Bookkeeper Other Attendees: Ronda Roaring Ted Crane Captain Charles Tilton Steve Selin Tobias H Katharine Hunter Peter Elliott Neff Walker Meeting Call ed to Order at 6:02pm Additions/Deletions to the Agenda -Deleted correspondence policy Privilege of the Floor Ronda Roaring spoke regarding enforcement of property maintenance laws, as well as grievances with Thoma Development Consultants, the agency resp onsible for administering the CDBG project, particularly regarding mold remediation and the associated costs. She specifically cited concerns regarding the use of her electricity throughout the project . She noted that the contract she signed holds the Town responsible for paying for "anything that's left out unexpectedly from the project ", but opined that Thoma should pay, not the Town. She stated her opposition to Thoma being rehi red as the CDBG administrators. Ted Crane wished everyone a happy St. Patrick's Day. He opined that Board Member Pruce should have his video camera on if he was attending via Zoom. He suggested that executive sessions be held at the end of meetings so that those attending don't have to kill time while the Board is out. He suggested the Board think carefully about the language of Section 501 of the current draft of the Zoning Amendments Local Law, specifically regarding a passage that instructs the Planning Board to deny uses that do not fall clearly within allowed uses. He noted that this would have changed the outcome of a Planning Board decision made previously about a property on Gunderman Road. It was noted that Board Member Pruce was observing and would not be participating. Correspondence • Email from Jim Davis "Peter Road" • Emails from Joel Gagnon and the Board of Directors of the Danby Community And Park re: Town of Danby Skate Facility o Supervisor Gagnon summarized an email exchange between himself and the Directors of the Danby Community and Park regarding interest in siting the Skate Facility at Dotson Park. 2 | P a g e o Pamela Goddard, a member of the Board of Directors of the Danby Community and Park, stated that the decision was made in part to not increase insurance liability or have to transfer the piece of property at the entrance of the park to the Town. Announcements No announcements were made. Reports and Presentations • County Legislator Report o Submitted written report for the Danby Town News. • Highway Superintendent's Report o Highway Superintendent Shipman reported regarding the state of several projects the Highway Department is involved in including Spring preparations for paving and replacing culverts. He also addressed concerns expressed in Jim Davis' email, reporting why Peter Road has not been paved, as well as work that has been done to maintain Peter Road. He expressed interest in seeing if a petition would be brought. Business Discussion of Possible Executive Session Regarding Property Maintenance Law It was noted that the Code Enforcement Officer serves the Town Board as a whole, not any individual member. The Board agreed to ask the Code Enforcement Officer to conference with them at the next meeting on April 7th. Proclamation of April as Fair Housing Month Resolution No. 116 of 2026 – Proclamation that the Month of April is Fair Housing Month Whereas in accordance with the Title VIII Fair Housing Policy of the Civil Rights Act of 1968 and the Fair Housing Amendments Act of 1988 and, WHEREAS the month of April 2026 has been designated by the U.S. Department of Housing and Urban Development's Office of Fair Housing and Equal Opportunity as Fair Housing Month. NOW THEREFORE BE IT RESOLVED that the Town Board of the Town of Danby hereby declares and proclaims April as Fair Housing Month in the Town, and be it further RESOLVED that the Town Clerk shall publish this proclamation in the newspaper of general circulation. The motion was amended to include the most updated zoning map. Both policies removed the liability insurance requirement and added language for the adoption of a list wherein applications for use can be validated by the Clerk after initial approval by the Town Board . They discussed removing the clause, as well as the purpose and challenges of Zoom meetings. The determination was to remove the clause, with the understanding that Zoom meetings are not a requirement in any way, but are common practice as part of increasing public access. The State Office on Homes and Community Renewal must agree that the only respondent is acceptable.
