Ulinski added an update on the Workplace Violence Committee and also the Highway Energy Upgrade update. Correspondence Clerk Pfeifer read an email from Dan Klein to the Board, which she received at 9:32am on August 19, 2020. The email was addressed to the TB and cc’ed to Pfeifer. Hello Town Board Members, I will not be at your meeting tonight, but thought I would mention a few things. The County Legislature meetings have been accepting public comment by email. We will now start accepting “live” public comment via Zoom. People who wish to participate in this will need to email the Legislature clerk at least 24 hours in advance. I believe more details about how this will work will be on the County website and will go out as a press release. We always have a spot at the beginning of our meetings for reports from municipal officials. You are always welcome to participate in that way, and you are not subject to the 3 minute time limit . I also wanted to give a brief update about the broadband internet access issue. I am still trying to get the County to take the lead in exploring the idea of a multi -town or countywide approach to increasing broadband access. I am meeting with lots of resistance so far, but will continue trying. Even if the County was only willing to convene a conversation with multiple stakeholders, that would be a good way to start. This coming Monday, August 24, the County Planning Committee will be discussi ng the County Planning Department’s plan of work, and we will discuss if broadband access planning could fit in to their plan. I did touch base with the Lansing broadband committee and was told that they are not opposed to being part of a countywide planning effort. They decided that if the County did not take that lead, then Lansing would go it alone. Sarah, does that sound like what you heard? -Dan Dan Klein Tompkins County Legislature, District 7 Privilege of the Floor Ted Crane was curious to learn the objections of the County to adding Broadband to their plan. He added that perhaps the County had a “been there, done that” attitude, which may be why they do not wish to tackle the issue. Gagnon asked Clerk Pfeifer to amend that portion of the minutes, and Clerk Pfeifer agreed. RESOLUTION NO. 87 OF 2020- APPROVE MINUTES Moved, That the Town Board of the Town of Danby approves the minutes of May 20 and June 1, 2020. Moved by Connors, Second by Holahan. The motion passed. In Favor: Connors, Holahan, Schnabel , Ulinski, Gagnon Justices’ Report Justice Huddle reported that the court was still struggling to get into the swing of things, and that the court is still asking questions and taking temperatures of those who come into the court, either to pay for a fine or for their court date. He added that eventually the court will be busy with a backlog because they are not allowed to scoff or take licenses away. Huddle also added that the court cannot handle evictions except to call a meeting and come to a compromise and schedule for a later date. Justice Klinger added that Governor Cuomo extended the eviction date until October 4. [Clerk ’s note: the moratorium is extended until October 1.] Justice Klinger asked how often the cleaners came in, and what their procedures were to disinfect. Shawley replied that they were most likely wiping things down with disinfectant Warrants GENERAL FUND-RESOLUTION NO. 88OF 2020 #283-298 for a total of $16,973.92 Moved by Schnabel, Second by Ulinski . Moved by Ulinski, Second by Connors. The motion passed. Whereas the Ithaca-Tompkins County Transportation Council (ITCTC) is the Metropolitan Planning Organization (MPO) for Tompkins County. The ITCTC is charged with facilitating county -wide transportation planning; and 2. Whereas ITCTC’s structure consists of: a. Transportation Policy Committee. The final MPO decision-making authority, composed of the primary elected official from each urbanized area member government (or such alternates as they may designate to serve as members in their stead) and a representative of the New York State Department of Transportation. i. Chair, Tompkins County Legislature ii. Mayor, City of Ithaca iii. Supervisor, Town of Ithaca iv. Supervisor, Town of Dryden v. Mayor, Village of Lansing vi. Mayor, Village of Cayuga Heights vii. Regional Director, New York State Department of Transportation viii. Cornell University ix. Federal Highway Administration (FHWA) x. Federal Transit Administration (FTA) xi. TCAT, Board Chair xii. One representative from each of the following groupings, selected jointly on a biennial and rotating basis: 1) Towns of Ulysses, Enfield, and Newfield; 2) Towns of Danby and Caroline; 3) Towns of Lansing and Groton. b. Transportation Planning Committee. R esponsible for coordinating and managing the area's transportation planning activities and providing technical advice to the Policy Committee. Whereas the ITCTC meets 11 times per calendar year and the Town of Danby can obtain useful information about transportation projects in Danby and throughout Tompkins County, and related funding and training opportunities; and 4. Whereas transportation and land use are intimately connected. The planning, construction, and maintenance of all forms of transportation is a collaborative effort between the Town Planning and Zoning Office and the Town Highway Department. The Town has invested in professional staff resources in these departments. The Town Planner shall be the primary representative of the To wn at ITCTC Planning Committee meetings , with the Deputy Highway Superintendent as an alternate representative. The Town Planner and the Deputy Highway Superintendent shall share information with each other and with other Town staff and officials. 5. Now Therefore, be it Resolved that the Town Board of the Town of Danby designates the Town Planner, ex officio, as the Town’s representative to ITCTC Planning Committee, and the Deputy Highway Superintendent, ex officio, as the Town’s alternate representative to ITCTC Planning Committee.
