Privilege of the Floor Marnie Kirchgess ner I am here tonight because I am confused about a seeming wall between the Danby town government and local businesses. I grew up in Danby. We used to have a hamlet out here, and with numerous businesses. It feels like to me that we're on the cusp of a potential opportunity to have a hamlet again. I want to know why a vision for that isn't being - seemingly isn't being - embraced by the town. Over 15 years ago the County Planning department developed a plan for corridor development, which is what 96B is . I see opportunities here in Danby for a buy local program. I had the best times last year shopping at the farm stand , the Goldenrod depot, and dining at Danby Food and Drink. When I worked in the Town of Ithaca , I placed many youths as town employees in private businesses. Never was there any question about whether the business was a good fft, whether it was the alpaca farm or a technology business . It seems like that every time I talk about how the Town could olficially support businesses. Then, you know, Naomi Strichartt said yesterday, “ That's illegal!”. I don't understand what she's talking about, and I then went on to talk about numerous events that I held while I worked for the Town of Ithaca particularly. One event involved our farm businesses . Farms are businesses ! It's not about picking winners and losers in my world. It's about how do we support our community. And if you want your community to grow, and businesses are as important as houses or homes, then we need to support them. 2 | P a g e I just don't understand where this idea of “illegality”. I humbly request that you form a commitzee to investigate how the town can foster betzer relationships with local businesses. I would also request until then that you personally pledge to spend $20 a week at local businesses. This could be easily done at Danby Food and Drink. It has an incredible multiplier effect because of all of the items. They're local bread producers, local coffee producers, honey and potzery, and spend it at Goldenrod Depot. I suspect most of us don't need more stuff. Now, I have to tell you, my grandson said his best Christmas was at my house, and do you know why? Because I went to Goldenrod Depot, and he believes he got heirlooms for Christmas ! There is a lot here in Danby that we could all nurture and see grow, and it will be to the Town ’s benefft, because if any of these places fail, it sets up a scenario where the chances of anything else succeeding go way down. Ronda Roaring I have 2 questions, and perhaps Joel could answer these questions. The 1st one is : the $5,000 that went to the Food Bank of the Southern Tier. Was that $5,000 in addition to the money that goes to the church? Or is that exchange in lieu of the money that's normally goes to the church ? I enjoyed reading Joel's Supervisor report and I just wanted to know what Trust and Agency is at the botzom of the report. Trust and Agency? Supervisor Gagnon answered Roaring’s ffrst questions , stating that it is the same $5.000. The Town gives it to the Food pantry by way of the Food Bank of the Southern Tier. Ted Crane I noted the letzer from the Board of Elections about discontinuing the West Danby polling place. I'd like to put in 2 cents and maybe offer a suggestion to the Board in how they could respond. Every point that Steve makes in his letzer is true. Unfortunately, he left out the most important point, which is that West Danby is 600 feet below the rest of Danby, and it is reachable from one to the other only, either by treacherous roads (let's not even talk about Bruce Hill Road ), but there's Station Road which can be quite treacherous, or by going an enormous number of miles out of the way. It's not a straight-line distance. The Board of Elections , they're very good, but they have sort of ignored geography in the past. And I think you should basically tell them that. It may be inconvenient for them, but it is a big inconvenience to the residents of West Danby to force them to drive - how many miles is it out of the way if they have to go downtown and back up -a long way. Item 2. As you're probably all aware, I'm just putzing it in there for the record , there are problems with the website right now. The calendar is not working. You cannot see The Town Board News online. I know that Mariah is working on it. But I think you really should be examining the choice of software that you have. That is basically complicating things. Next item. I read somewhere else, not a town publication , that Paul Hansen announced his resignation during the December town board meetings. I pay atzention, but I can miss things, but I don't remember reading that, and it's not in the minutes . And I see, of course, that he there is a letzer included now in today's agenda of resignation. But it makes me wonder, how did Joel know about this beforehand? If he made that announcement during the Town Board meeting, it should be in the minutes, and if he didn't. How did how did Joel know to write in the Town Board News about that? And ffnally, I was very interested to listen to Marnie and her case for supporting businesses, and I'm not even going to go into the question of whether Danby needs businesses, but I am going to just say that I think it is a very bad idea for government to provide subsidies to businesses. I hate to call myself a capitalist. I'm not, I don't think. But when the government subsidizes businesses, that is not capitalism, you can look it up. It’s 3 | P a g e something closer to mercantilism. It's the reason that this country rebelled against England and became independent was when the Government was supporting businesses that were running in this country. I'd add that I sure hope the Government will not get in the way of businesses, and there's certainly much in terms of regulation that you can do. I like regulation. But you know I do have some sensitivity to business people who feel that they're being regulated. Of course, much of that doesn't come at this level. It comes at much higher levels of government. At any rate, with all that, I look forward to hearing you do your annual resolutions. Zach Larkins I’m thrilled about the Grant the Town received for the sewers. I hope other people are too. Obviously this is like the very botzom of starting anything, but it could mean a whole lot of positive change. Correspondence • Audit Letzer from the Court Hunter and Woodworth will be conducting the Audit of the Court. • West Danby Fire Station Polling Station Status Discussion ensued regarding the Towns response to the letzer from the Board of Elections looking to eliminate the West Danby Fire Station as a polling place. In essence, eliminating the West Danby Polling place would make it much more dilficult for some people to vote. Resolution 1 of 2025 To Write to the Board of Elections About Their Proposal Being an Inappropriate and Undesirable Action. Hansen felt that there needed to be an in -person conversation with the Board of Elections. Connors volunteered to have that conversation. There could be more Grants available. Gagnon and Planner Hutnik will explore options for additional funding . Accordingly, there can be only one speaker at a time and whoever is chairing a meeting should insist on controlling the order of speakers to ensure that. The following statement of policy will be added to the posted agenda for all Town Board meetings: The public has a right to atzend and observe all public meetings. This right does not include the right to comment, except at public hearings. Resolution 17 of 2025 : 2024 Financial Report Resolved, that the Town of Danby Town Supervisor, in lieu of preparing a ffnancial report under NYS Town Law Article 3, §29.10, shall submit to the Town Clerk a copy of the report submitzed to the State Comptroller required by Section 30 of Municipal Law. 10 | P a g e Resolution 18 of 2025: Agreement to Spend Town Highway Funds - 2025 Resolved, that pursuant to the provisions of Section 284 of the Highway Law, the Town Board of the Town of Danby agrees that money levied and collected for the repair and improvement of highways, and received from the state for repair and improvement of highways, shall be expended as follows: 1. General Repairs. The sum of $334,634 may be expended for general repairs upon 70.2 miles of town highways, including roads, culverts, and bridges. 2. Improvements. The allocation of CHIPS money to be spent on town highway improvement projects will be determined by the Highway Superintendent, with the concurrence of the Town Board, at a later date. No money set aside for such improvements shall be expended, nor shall any work be undertaken on such improvements, until the Town Board approves the speciffcations and estimates for such construction and signs an Agreement to Spend Funds.
