DANBY FIRE DISTRICT
MINUTES OF THE REGULAR MEETING
December 10, 2024
Commissioner Westmiller called the regular meeting to order at 7:02 p.m.

Approval of Minutes: Preliminary minutes for November 12, 2024, regular meeting was forwarded to the Town Clerk for posting on
the Town’s website and posted on Fire District’s website on November 23, 2024.
Commissioner Freedman moved to approve the minutes for the November 12, 20244, regular meeting. Motion seconded by
Commissioner Griggs. Motion carried 3 yes 0 no.
Treasurer’s Report:
• Bank statements reconciled.
• Emailed Financial Reports to Commissioners/Secretary/Chiefs
o Balance Sheet
o Profit and Loss
o Equipment (100/200)
o Fuel
• Action Fire acquired by Cintas Fire Protection-Insurance binder received
• Pleasant Valley has recommended that light fixtures changed to LED
• Accident Reports – Should be reported within 24 hours.
• Bangs Ambulance - $223.00 – Sh. Wendt
• Legal fees used up!
• List of outstanding Approvals
Commissioner Westmiller moved to accept the Treasurer’s Report. Motion seconded by Commissioner Griggs. Motion carried 3 yes
0 no.
Approval of bills:
Commissioner Freedman made a motion to pay the vouchers as audited and approved on Operating Account Abstract 12-A claims
300-317 in the amount of $14,166.97 and Abstract 12-B claims 318-336 in the amount of $35,259.53 and Abstract 12-C claims 337-
341 in the amount of $6,005.00. Motion seconded by Commissioner Griggs; Motion carried 3 yes 0 no.

• Letter from attorney Butler regarding 2025 retainer (emailed to Commissioners and Treasurer)

Privilege of the Floor: Students asked what PERMA stands for. Asked do we work with other Fire District and or County Agencies.
CHIEF’S REPORTS:
DVFC: (Chief Gaden)
• Written report for November was received.
• 3 new prospective members.
• Tioga County is Having a blended learning BEFO class that starts in February. Discussion held.
• 12/15/24 pancake breakfast
• 12/23/24 at 6:00 p.m. reminder of Holiday Party, commissioner, treasurer, and Chief McCray are invited.
• Training requests: B. Peluso to attend Cortland Boot Camp for 4 months. E. Marx is a prospective new member and wants
to take the EMS class that starts January 20th. Discussion held. Commissioners are okay with her attending as a probationary
member if she understands the district policy and if the Chief is okay with it.
• 442 will be going to Admiral Specialty Vehicle to have back compartment reconfigured.
• G. Garriga resigned from the Fire Company as he moved outside the district.
• G. Mandl moved from active to support member.
• Leak in Chief’s Office. Commissioner Westmiller will contact company to repair it.
• Extrications tools were serviced for both Companies. Danby had 2 bad batteries. Company is trying to put the cost to replace
batteries in under warranty.
• 443 had NYS inspection and oil change done.
• EMS director will be ordering $600.00 in supplies soon, already approved.
Commissioner Freedman moved to accept training request for B. Peluso to attend Cortland Bootcamp pending completed training
request form, schedule with class dates and training form must include estimated milage. Motion seconded by Commissioner
Westmiller. Motion carried 3 yes 0 no.
WDFD: (Chief McCray)
• Written report for November was received.
• Scrap metal drive until 12/11/24
• Chief McCray got a new personal vehicle. Is getting a quote from Admiral to install lights and siren.
• Holding tank for apparatus bay needs to be pumped out. Need quotes.
• 1421 waiting on parts for Wards to finish repairs
• 1441 back from service by Wards
• 1442 needs NYS inspection
• Annual Holiday Celebration is 12/14/24 at 5:00 p.m., commissioners, treasurer, secretary and Chief Gaden are invited to
attend.
• Commissioner Griggs reported she spoke to Legislator D. Klein regarding internet at West Danby Station and was informed
West Danby is first on the list. Commissioner Freedman reminded the Chiefs if you have ordered it, get a bill/invoice or estimate to the Treasurer before the end of the year. COMMITTEES:
PURCHASING: NONE
BUILDING/GROUNDS:
• Commissioner Westmiller reported the light in the district office was replaced with LED
• Fire Extinguishers at both stations were tested
• Fire Alarm repaired at West Danby
• 2nd Asst. Chief K. VanEtten mentioned the light pole at the end of the road has been repaired.
• Discussion held on what repairs the district will try to do in 2025 to the stations.
GRANTS: NONE
INSURANCE:
• Commissioner Freedman reported the seminar by Bailey Agency and McNeil Insurance was very good. Reminder they also have
online classes. All questions should go through Treasurer Hart. May have the seminar again next year.
TECH: NONE
TRUCKS:
• Chief McCray brought up email from attorney Butler and stated members of the truck committee have questions. Discussion
followed. Decision made for the Secretary to try to schedule an evening telephone conference with attorney Butler,
commissioner Westmiller, Chief McCray, S. Cortright and Sc. Wendt.
• Chief McCray reported 1 to 2 weeks for equipment to come in and then Trux Outfitters will install and then the truck will go
to Admiral Specialty Vehicle. Discussion held.
TOWN BOARD: NONE
RECORDS:
• Annual Cancer forms EOSB-210.8 C and 210.8 R were submitted to Homeland Security and Emergency Services on November
25, 2024. Form EOSB – 210.5 will be filed by 12/31/24.
• Fire Police report is due by 01/15/25
Policies:
Commissioner Westmiller moved to accept Policy #2 Use of Fire District Building and Properties, Policy #7 Personnel and Policy #12
Training Policy as written. Motion seconded by Commissioner Freedman. Motion carried 3 yes 0 no.
MEMBERSHIP/TRAINING: NONE
LONG RANGE PLAN:
Commissioner Freedman made a motion to accept Long Range Plan for 2025-2027. Motion seconded by Commissioner Griggs. Motion
carried 3 yes 0 no.
AUDIT:
• Auditors are working on it.
BUDGET:
• Commissioner Freedman discussed zeroing contingency account at end of the year. Discussion held.
Commissioner Westmiller made a motion to transfer fifty percent (50%) of balance in the contingency account to Apparatus
Procurement, Repair and Replacement Capital Reserve and fifty percent (50%) of balance in the contingency account to Building
Procurement, Repair and Replacement Capital Reserve Account. Motion seconded by Commissioner Griggs. Roll call vote:
Commissioner Anderson: Absent; Commissioner Faehdrich: Absent; Commissioner Freedman: Aye; Commissioner Griggs; Aye and
Commissioner Westmiller: Aye. Motion carried.
OLD BUSINESS:
• Secretary requested Chief remind West Danby EMS Director: Sh. Wendt that the notification from Red Cross needs to
be sent to the district office.
NEW BUSINESS: NONE
APPROVALS TRAININGS, ITEMS OR SERVICES TO BE PURCHASED:
Commissioner Freedman made a motion to renew Knox 1 year Cloud license for 2 devices in the amount of $485.00. Motion seconded
by Commissioner Griggs Motion carried 3 yes 0 no.
Commissioner Westmiller made a motion to pay Bangs Ambulance invoice in the amount of $223.00 on Sh. Wendt. Motion seconded
by Commissioner Griggs. Motion carried 3 yes 0 no.
Commissioner Freedman made a motion to pay $1.28 for the tax on a Walmart receipt for the food provided at Insurance Seminar on
November 25, 2024. Motion seconded by Commissioner Griggs. Motion carried 3 yes 0 no.
Commissioner Westmiller made a motion to approve up to $600.00 for 2 batteries for extrication tools if Jerome cannot put them through
under warranty. Motion seconded by Commissioner Griggs. Motion carried 3 yes 0 no.
Commissioner Freedman made a motion to pay Candor Ambulance Service $175.00 for members I. Ross and D. Dougherty to become
CPR instructor certified. Motion seconded by Commissioner Westmiller. Motion carried 3 yes 0 no.
Next Meeting date and time:
• 12/24/24 to be cancelled.
• 01/07/24 at 7:00 p.m. Organizational Meeting with Regular Meeting to follow
Meeting adjourned at 8:35 p.m.
