HomeMy WebLinkAbout2007_12_2007 TB Meeting MinutesTOWN OF DANBY TOWN BOARD MINUTES\ NOVEMBER 12, 2007 PRESENT: Supervisor Dietrich Councilpersons: Eugene Beavers, Norbert Nolte, Gladys Varona-Lacey ABSENT: Councilperson Joseph Salino Others Present Carol Sczepanski - Town Clerk Susan Beeners - Code Enforcement Officer Laura Shawley - Bookkeeper Frank Proto - County Legislature Representative Members of the Public: Ronda Roaring, Joel Gagnon, Dan Klein, Leslie Connors, Joan and Roger Grant Supervisor Dietrich called the meeting to order at 6:40 p.m. and led all present to the Pledge of Allegiance to the American flag. Supervisor Dietrich reported that he has heard from the Finger Lakes Land Trust and they do not want to pay for the water fee on their property. The Town Clerk reported that they have two (2) properties with a water charge that is to be added on the Town and County Tax Roll. Anyone who is in the water district pays for the tap on their property. This is not a tax. Privilege of the Floor Roger and Joan Grant distributed the new brochures that were produced by the Tompkins County Historical Society. Joan left a supply of the brochures with the Town Clerk and thanked the Town Board for their contribution that helped finance the project. Unidentified resident - had questions about the Town Budget. The bookkeeper offered to meet with the resident to answer questions. Ronda Roaring addressed the board and reported that she has consulted with Susan Beeners regarding a Town of Danby 10-Point Plan for improving the image it presents of the county. Sue asked her to write up her comments. She presented a copy of her "Town of Danby 10-Point Plan". County Representative Report County Representative Proto reported on the following: Town Board Minutes 3 November 12, 2007 COUNTY COUNCIL OF GOVERNMENTS AND THE TOMPKINS COUNTY SOCIETY FOR THE PREVENTION OF CRUELTY TO ANIMALS ("SPCA") By Councilperson Beavers: Seconded by Councilperson Varona-Lacey RESOLVED, that the Town Board of the Town of Danby endorses the Memorandum of Understanding between Tompkins County Council of Governments and the Tompkins County Society for the Prevention of Cruelty to Animals ("SPCA") MEMORANDUM OF UINDERSTANDING This is a memorandum of understanding between the Tompkins County Council of Governments and the Tompkins County Society for the Prevention of Cruelty to Animals ("SPCA") WHEREAS, certain constituents of the Tompkins County Council of Governments are required by Article 7 of the New Y ork State Agriculture and Markets Law to provide certain animal control services, and WHEREAS, these constituent municipalities have contracts with the SPCA to provide animal control services for the calendar year 2007, and WHEREAS, the SPCA has indicated to the constituent municipalities that fees paid pursuant to the 2007 contracts are insufficient to cover the costs of providing the animal control ervices and the SPCA has indicated the ned to charge significantly igher fees in future years in order to cover the cost of providing the services, and WHEREAS, the constituent municipalities aspire to provide the animal control services in an economically efficient manner, now, therefore, the parties have reached the following understanding: 1. For the period January 1, 2008 through March 31, 2008, the Constituent Municipalities and the SPCA will maintain their contractual relationships with the same terms and conditions as the 2007 contracts and the SPCA will continue to provide the same level of services during this period. The charge to the mu nicipalities shall be 150% of the rate set forth in the 2007 contracts. 2. On or before December 1, 2007 the SPCA will provide a comprehensive list and description of services that it provides pursuant to the current animal control contracts. 3. The constituent municipalities will work together to create a Request for Proposals soliciting proposals to provide animal control services beginning April 1, 2008. The SPCA may make a proposal in response to the request for proposals. 4. Except as otherwise provided herein, in the event that the constituent municipalities are unable to award a contract to the SPCA or another entity prior to April 1, 2008, the constituent municipalities and the SPCA will maintain their contractual relationships with the same terms and condition for the period April 1, 2008 through December 31, 2008. The SPCA will continue to prvide the same level of service during this period. From April 1 to December 31, 2008 the charges to the municipalities Town Board Minutes November 12, 2007 Nolte Aye Varona-Lacey Aye Dietrich Aye Carried RESOLUTION NO.79 OF 2007 RESOLUTION IN SUPPORT OF THE COUNTY -WIDE WATER AND SEWER EVALUATION By: Supervisor Dietrich: Seconded by Councilperson Nolte WHEREAS, the Tompkins County Economic Development Strategy's goals include increasing and diversifying the county's housing supply and revitalizing the county's unique commercial districts and town centers; and WHEREAS, the Economic Development Collaborative was organized to formalize, strengthen and deepen the cooperation among the many local agencies and municipal bodies addressing economic development issues in the County to make the process ore effective through common goals and approach, and WHEREAS, the Tompkins County Council of Governments (TCCOG) s a member of the Economic Development Collaborative, which is currently working to address the goals of the County's Economic Development Strategy, and WHEREAS, the TCCOG supports the development of a county -wide evaluation of water and sewer infrastructure and the development of a conceptual plan of water and sewer infrastructure needs to support future planned growth to meet county housing and economic development goals, and WHEREAS, the Economic Development Collaborative has suggested the creation of an updated, county -wide evaluation of existing water and sewer infrastructure and the development of a conceptual plan of water and sewer infrastructure needs to support future planned growth to meet county housing and economic development goals; and WHEREAS, the Town of Danby is a member of the TCCOG; and WHEREAS, the last county -wide evaluation of water and sewer infrastructure was completed in 1994, and WHEREAS, an updated evaluation would facilitate the development of housing within town and village centers, commercial revitalization of those centers and growth in the tax base, with the most efficient use of public dollars for infrastructure; NOW THEREFORE BE IT RESOLVED, that the Town of Danby supports the development of a county -wide evaluation of water and sewer infrastructure and the development of a conceptual plan of water and sewer infrastructure needs to support future planned growth to meet county housing and economic Town Board Minutes 7 November 16, 2007 By Councilperson Nolte: Seconded by Supervisor Dietrich RESOLVED, that the Town Board of the Town of Danby transfers funds in the amount of $125,23 5.37 from A233 to account A201 for expenditures that were paid out of the general operating funds for the purchase of a new highway truck A roll call vote on the resolution resulted as follows: (Councilperson Salino excused) Beavers Aye Nolte Aye Varona-Lacey Aye Dietrich Aye Carried TOWN OF DANBY RESOLUTION NO. 83 OF 2007 APPROVAL TO ADD UNPAID WATER BILLS TO THE 2008 TAXES FOR COLLECTION By Councilperson Beavers: Seconded by Councilperson Nolte WHEREAS, Mary L. Casterline, the collector for the West Danby Water District, has submitted a list of unpaid water bills from October 31, 2006 through October 31, 2007; and WHEREAS, Mary L. Casterline, collector for the West Danby Water District has certified that she has compared the names with the names of the Danby Water District Users and finds the bills remain unpaid; now be it RESOLVED, that the Town Board of the Town of Danby requests that Tompkins County Division of Assessment add the following outstanding West Danby Water District bills to the 2008 Town and County Tax Roll for collection.
