It is mandated that each town in an emergency can provide a service to individuals who need it. Abigail Smith, the director of the SPCA, addressed the board and public with power point presentation describing the background of the SPCA, their services and a comparison to some surrounding areas for animal shelters. The contracts for providing services is drastically underfunded. She explained the reason behind the decision of the SPCA's to draw up new agreements/contracts that will double the fees for Tompkins County municipalities as the fact that they had been depleting their resources for the past three years. They have used up their reserves to provide services to the County and cannot continue to operate without added fees for service.
