Commissioner Westmiller called the special meeting of the Board of Fire Commissioners to order at 7:30 p.m.

Brooktondale Contract
Commissioner Freedman made a motion to adopt Resolution 2024-10-15.1 to approve the Brooktondale Fire Contract of $16,000.00
per year for years 2025 through 2028 for EMS and Fire protection as outlined in Contract, seconded by Commissioner Faehndrich.
Roll call vote was taken: Commissioner Anderson: Absent; Commissioner Faehndrich: Aye; Commissioner Freedman: Aye;
Commissioner Griggs: Absent; Commissioner Westmiller: Aye. Resolution declared duly adopted and approved.
BUDGET:
Commissioner Westmiller moved to adopt Resolution 2024-10-15.2 adopting the proposed 2025 budget for $600,000.00 staying within
the Tax Cap Levy as presented at the Public Hearing on October 15, 2024. Commissioner Faehndrich seconded. A roll call vote was
taken. Commissioner Anderson: Absent; Commissioner Faehndrich: Aye; Commissioner Freedman: Aye; Commissioner Griggs:
Absent and Commissioner Westmiller: Aye. Resolution declared duly adopted and approved.
Approval of Minutes:
Commissioner Westmiller moved to approve the minutes for the October 8, 2024, regular meeting minutes. Motion seconded by
Commissioner Faehndrich. Motion carried 3 yes 0 no.
Treasurer’s Report:
• Auditor has asked for QuickBook records
• Pleasant Valley for $241.00 to fix light in hallway at Danby Fire Station
• SAM grant approved for another year.
• Spoke to Nick at Tompkins County. West Danby is on the list regarding internet.
Commissioner Faehndrich moved to accept the Treasurer’s Report. Motion seconded by Commissioner Freedman. Motion carried 3
yes 0 no.
APPROVAL OF BILLS:
Commissioner Westmiller moved to pay the vouchers as audited and approved on Operating Account Abstract 10-C, claims 266-271
in the amount of $1,667.32. Motion seconded by Commissioner Freedman. Motion carried 3 yes 0 no.

CHIEF’S REPORTS:
WDFC: (Chief McCray)
• Traffic wands were more than originally approved for.
Commissioner Faehndrich made a motion to approve the additional cost of $50.70 for traffic wands. Motion seconded by Commissioner
Freedman. Motion carried 3 yes 0 no.
• Secretary Gaden read an email from Occustar pertaining to status of Firefighter V. Brown’s physical. Chief McCray asked to
let firefighter V. Brown know.
• Chief McCray reported he advised firefighter J. Brown she is put on light duty until paperwork from her physician is received
medically clearing her to return to active duty. Discussion held. Commissioners advised PERMA will also need to release her
from the active claim.
• Signed Mutual Aid Agreement with Tompkins County was turned in.
• Requested the District reimburse the Fire Company for the chainsaw maintenance paid to Don’s Log & Chain in the amount
of $40.00.
Commissioner Freedman made a motion to reimburse West Danby Fire Department $40.00 for the cost of chainsaw maintenance paid
to Don’s Log & Chain. Motion seconded by Commissioner Faehndrich. Motion carried 3 yes 0 no.
• Assistant Chief Kenneth VanEtten reported on being notified of a situation with a member speeding, passing on double solid
line, cutting off vehicles. Lengthy discussion held. Commissioners asked that the Fire Department give a written notice to the
member and reminded to document everything and to possibly consider amending the Fire Department’s bylaws.
DVFC: (Chief Gaden)
• 1 new member voted in at last night’s company meeting, letter submitted to Secretary. Carys Owen. Also, a mutual aid member
Tristin Tucker, currently a member with East Fishkill.
• November 14th from 11 to 5 the Danby Highway Department asked to use the meeting room for training.
• Mutual Aid member Tristin Tucker requested to take EMT class. Chief Gaden will ask parent company if they will split the
cost.
• Tompkins County is looking at having an EMS Mutual Aid Agreement, it is still a work in progress.
• Request to pay for I. Ross to become a certified CPR Instructor, cost is $175.00
• Request to pay for G. Jakubson’s cost to refresh his EMT license, cost is $650.00
• Discussion held on ordering pagers, Chief McCray has extras and will give Danby 3 of West Danby’s.
• 401 was at Ward’s for preventative maintenance: need a light replaced and needs a new primer. Quote for cost is $1,523.47
• 421 is currently at Ward’s for preventative maintenance. It needs 2.5 valve rebuilt, rear axle bushings going bad, going to
Spring Shop and will be receiving a quote.
Commissioner Faehndrich moved to accept the station usage on November 14th by the Danby Highway Department. Motion seconded
by Commissioner Freedman. Motion carried 3 yes 0 no.
Commissioner Faehndrich moved to accept Carys Owen as a new member pending satisfactory physical and Tristin Tucker has a mutual
aid member. Motion seconded by Commissioner Freedman. Motion carried 3 yes 0 no.
Commissioner Faehndrich made a motion to approve mutual aid member Tristin Tucker to enroll in EMT class and pay the fee of
$1,250.00, with the understanding the Chief Gaden will contact East Fishkill Fire District to see if they will split the fee. Motion
seconded by Commissioner Freedman. Motion carried 3 yes 0 no.
Commissioner Faehndrich moved to approve the $175.00 fee to allow I. Ross to become a certified CPR instructor. Motion seconded
by Commissioner Freedman. Motion carried 3 yes 0 no.
Commissioner Faehndrich moved to approve the $650.00 fee for G. Jakubson to refresh his EMT license. Motion seconded by
Commissioner Freedman. Motion carried 3 yes 0 no.
Commissioner Faehndrich moved to approve the quote of $1,523.47 from Ward’s Apparatus to pay for the repairs to 401. Motion
seconded by Commissioner Freedman. Motion carried 3 yes 0 no.
Commissioner Faehndrich moved to approve the repair to 421 while it is at Ward’s Apparatus, thus preventing additional charges for
delivering and picking up apparatus and that a quote be received and submitted in a timely manner. Motion seconded by Commissioner
Freedman. Motion carried 3 yes 0 no.

repair it.

RESOLUTION OF THE DANBY FIRE DISTRICT
TO CONTRACT WITH THE BROOKTONDALE FIRE DISTRICT
2024-10-15.1
WHEREAS, the Danby Fire District has a contract with the Brooktondale Fire District for fire, rescue, and emergency medical
protection for a portion of the Town of Danby in an area readily accessible from the fire station of Brooktondale and deemed desirable
in the public interest due to the terrain and accessibility from the fire station of Danby Volunteer Fire Co.
WHEREAS, the Danby Fire District is desirous to renew said contract for four (4) years for the sum of $16,000.00 per year for the
years 2025 through 2028 and said renewal has been approved by the Brooktondale Fire District.
RESOLVED, that pursuant to Town Law 176(22), the Danby Fire District contract with the Brooktondale Fire District to provide
emergency services to areas of the Town of Danby, to which the Danby Fire District is unable to render adequate and prompt service
due to the terrain.
RESOLVED, that said renewal of contract will be for four (4) years for the sum of $16,000.00 per year for the years 2025 through
2028.
Motion made by Commissioner Freedman, seconded by Commissioner Faehndrich, and adopted by the following vote:

RESOLUTION OF THE DANBY FIRE DISTRICT
TO ADOPT THE 2025 BUDGET
2023-10-15.2
RESOLVED, that pursuant to Town Law 181, the Danby Fire District adopts the 2025 budget for $600,000.00 staying within the Tax
Cap Levy as presented at the Public Hearing on October 15, 2024.
Commissioner Westmiller moved, Commissioner Faehndrich seconded, and the Board of Fire Commissioners voted as follows:
