Dillon stressed that the Town Clerk position was erroneously considered as a part time position. It was agreed that Shawley would work with Dillon to find more resources for the Clerk’s Oiffce. Public Hearing: Tax Cap Override Local Law The Town has proposed passing a local law to allow the town to override the Tax Cap. Diane and Lynn Smith expressed concerns about the seasonal side of Curtis Road. Reports & Presentations • Town Clerk • Code Enforcement Oiffcer • Town Planner – Hutnik: Planning Board 10/15: - Development Review o 201 Jersey Hill Road – minor subdivision final plat review – proposal to subdivide 10 acres from the 70-acre parcel. o 202 Jersey Hill Road – minor subdivision sketch plat review – proposal to subdivide 10 acres from the 87-acre parcel. - Review the Comprehensive Plan to assess what goals have been achieved, what goals still need to be worked on, and what goals are no longer relevant. No BZA Meeting in October Special Event Law – SEQRA review in November; public hearing and adoption in December Planning to come to the Board by the end of year with a proposal on how to balance the Comprehensive Plan update and the needed zoning amendments. Typically, the Comprehensive Plan is updated first, however it may be possible to amend certain aspects of the zoning law that are ministerial. 3 | P a g e Meeting Minutes Resolution 225 of 2024 To Approve the Town Board Meeting Minutes of September 23, 2024 Moved by Gagnon   Seconded by Hansen Vote:  Connors Yes  Hansen    Yes Hunter Yes  Woodworth Yes  Gagnon Yes          Resolution 225 of 2024 passed on October 7, 2024  It was brought to the Boards attention that residents had come to speak to the Board during Privilege of the Floor, had missed that moment in the agenda. Supervisor Gagnon invited them to speak: Diane and Robert “Lynn” Smith expressed concerns about the seasonal side of Curtis Road extension. L. Smith requested a load of stone to maintain the road. He mentioned that the State had logged the road 5 or 6 years ago and created holes in the road that require maintenance . Superintendent Shipman observed that Curtis Road gets more maintenance than most seasonal road s. Shipman said he would try to do his best with the time left in the season . He made clear that this part of Curtis Road was seasonal and therefore diiffcult to maintain. Hansen volunteered to go out to Curtis Road to look at the road and speak with the resident and will report back to Shipman. Warrant Abstract No 18 of 2024  Prior to the Financials, Woodworth made a statement to the Board : I want to thank Laura for providing a summary report with a balance for each account. I want to thank Mariah for asking for that information. I want to apologize for not asking for that information sooner. I have served on enough organizations as a member, oiffcer or treasurer to know that the financial report with expenditures and due balances from all accounts are expected at each meeting. Mariah showed me a Supervisor's Report from the town of Enfield generated by the Williamson software that Laura has r epeatedly recommended for the past few years. I think she's been correct that it is very good for use by towns, because that is what it was written for. The Supervisors Report generated by that software is good, consists of several reports, one of which corresponds to the content that Laura has provided. It is formatted to be easy to read and understand, as it breaks down the accounts into the categories that are in our budget, which makes it easier to follow. So, it will be a good report once, once we can get access to it. 4 | P a g e Shawley responded that she is working on getting up to date with Williamson accounting software so that she can produce an accurate report for every single abstract. Resolution 226 of 2024 To Approve Transfer of Budgeted Funds Between Accounts From To Amount DA5142 .4 Snow Removal Contractual DA5110.4 General Repair Contractual $2,722.00 Moved by Connors     Seconded by Woodworth  Shawley e xplained that she noticed some road repair material that went to the snow removal contingency line . L Shawley promised to bring an analysis of both contingency accounts to the next Town Board meeting. Discussion ensued regarding options for improving the swimming area in and around Jennings Pond. Inviting Mary Ann Kozak to address the Board regarding Jennings Pond and water management was proposed. It was agreed that the Town Board would have a working budget meeting at 5:00 on Monday October 21st, ahead of the Board meeting.
