DANBY FIRE DISTRICT
MINUTES OF THE REGULAR MEETING
September 10, 2024
Commissioner Westmiller called the regular meeting to order at 7:00 p.m.

Pledge of Allegiance
Approval of Minutes: Preliminary minutes for August 27, 2024, regular meeting and budget workshop minutes were forwarded to the
Town Clerk for posting on the Town’s website and posted on Fire District’s website on September 9, 2024.
Commissioner Westmiller moved to approve the minutes for the August 27, 2024, regular meeting and August 27, 2024, budget
workshop minutes. Motion seconded by Commissioner Freedman. Motion carried 3 yes 0 no.
Treasurer’s Report:
• Emailed Financial Reports to Commissioners/Secretary/Chiefs
o Balance Sheet
o Profit and Loss
o Equipment (100/200)
o Fuel
• Bank statements reconciled.
• Cleaning will be done on 3rd Thursday of the month.
• Doorbell is now working
• 2-CD’s maturity 9/19/24. From Apparatus Reserve, Discussion held on having a CD with TCB for $50,000.00 and investing
$50,000.00 with NYCLASS
• Abstract -A $22,976.34
• Abstract -B $22,139.20
• Discussion held on purchasing a new copier for the District Office.
Commissioner Freedman moved to have Treasurer Hart open a CD with Tompkins Community Bank in the amount of $50,000.00 at
4.7% and to invest $50,000.00 with NYCLASS. Motion seconded by Commissioner Westmiller. Motion carried 3 yes 0 no.
Commissioner Westmiller moved to accept the Treasurer’s Report. Motion seconded by Commissioner Freedman. Motion carried 3
yes 0 no.
Approval of bills:
Commissioner Faehndrich made a motion to pay the vouchers as audited and approved on Operating Account Abstract 9-A claims
227-241 in the amount of $22,976.34 and Abstract 9-B claims 242-243 in the amount of $22,139.20. Motion seconded by
Commissioner Freedman; Motion carried 3 yes 0 no.

CHIEF’S REPORTS:
DVFC: (Chief Gaden)
• Written report for August was received.
• 1 new member approved for probationary member with Fire Company on 09/09/24: Karim Aly-Kassam
• Request for use of pavilion on September 26th from 12 to 4 by V. Freedman
• Turn-out gear is in and issued to members.
• 09/24/24 Hose, Ladders and Hard Suction units will be tested at Danby and on 09/25/24 at West Danby
• 10/07/24 Ward’s will start preventative maintenance on apparatus and pumps, schedule is: 401, 421, 1401, 1421 and then
1441
• D. Mastroberti will be doing the stonework by flagpole and electronic sign board soon
• Reminder 09/21/24 is fire company picnic.
Commissioner Faehndrich moved to accept request from V. Freedman to use the pavilion on September 26th from 12 to 4.
Commissioner Westmiller seconded; Motion carried 3 yes 0 no.
Commissioner Westmiller moved to accept Karim-Aly Kassam as a member pending completion of satisfactory physical.
Commissioner Faehndrich seconded. Motion carried 3 yes 0 no.
WDFC: (Chief McCray)
• Written report for August was received.
• Spoke with Ben from the Computer Room. Discussion held on internet connection and on purchasing of new computers.
• Met with Trux Outfitters regarding 1443, new invoice received, the price has gone down by $1100-$1400. New quote is
$11,977.97
• Met with Admiral Special Vehicles and obtained a quote for the work on 1443 in the amount of $11,449.00. Discussion
followed on the total cost of 1443 be above the amount approved to be transferred from Capital Reserve account on October 10,
2023.
Commissioner Westmiller moved to adopt Resolution 24-09-10.1 to transfer up to $5,000.00 from Contingency to General Operating
Account to pay for the remaining invoices from Trux Outfitters and Admiral Specialty Vehicles for installation of equipment on 1443.
Motion seconded by Commissioner Faehndrich. Roll call vote followed: Anderson (absent); Faehndrich: Aye; Freedman: Aye; Griggs
(absent); Westmiller Aye. Motion duly adopted.
COMMITTEES:
PURCHASING: NONE
BUILDING/GROUNDS:
• Pest Control (tabled)
• Danby Station doorbell is repaired.
• Received estimates from Pleasant Valley Electric for repair of outside light at Danby Station over apparatus bay door 3;
additional outlets to be connected to generator back-up at Danby Station; outside outlet at West Danby Station. Discussions held
on each of these estimates.
• Commissioner Westmiller will follow up with firm helping to create specifications for West Danby flooring replacement/repair
work.
GRANTS: NONE
INSURANCE:
• Going to reschedule meeting with Insurance representatives from Bailey and McNeil Agencies to discuss Cancer insurance and
new MAP insurance
TECH:
• Chief McCray talked to Ben from Computer Room and received an email with possible options. Discussion followed.
Treasurer Hart will contact the County to check on the status of broadband. (Tabled)
TRUCKS:
• 1441 – Chief McCray will schedule recall work.
• 442 and 442 – Chief Gaden will confirm if all recall has been done.
• 1421 - Chief McCray will get an update from the truck committee (tabled)
TOWN BOARD: NONE
RECORDS:
• Secretary emailed a list of members still needing physicals, expired physical cards and cards going to expire by 10/01/24 to
the Chiefs.
• Secretary emailed chiefs a list of members still needing to be fit tested on September 23, 2024, from 5 to 6:30 p.m.
• Firefighters Stipends – Chiefs need to file forms.
• West Danby needs to adopt resolution regarding amendment to Tompkins County Mutual Aid Program and submit to
Secretary Gaden.
• LENS annual report is being worked on.
POLICY:
• Reminder to review policies for September meeting
MEMBERSHIP/TRAINING: NONE
LONG RANGE PLAN:
• Commissioner Freedman discussed 2024 Long Range Plan. 2025 Long Range Plan will be worked on in October and
November. Need Chief’s to give input. Need Commissioner Westmiller to give input on anticipated station repairs for both
stations. Lengthy discussion followed
AUDIT: NONE
BUDGET:
• Reviewed 2% tax cap and that we are at 1.99%
Commissioner Freedman moved to adopt the Proposed Budget for 2025 of $600,000.00. Motion seconded by Commissioner
Faehndrich. Motion carried 3 yes 0 no.
Commissioner Faehndrich moved to set the Budget Hearing for the 2025 Budget for October 15, 2024, after the public hearing of the
Brooktondale Fire Contract on October 15, 2024, at 6:45 p.m. and to set a Special Meeting for the Board of Fire Commissioners to
follow the Budget Hearing on October 15, 2024. Motion seconded by Commissioner Westmiller. Motion carried 3 yes 0 no.
OLD BUSINESS: NONE
NEW BUSINESS: NONE
APPROVALS TRAININGS, ITEMS OR SERVICES TO BE PURCHASED:
Commissioner Westmiller made a motion to approve the estimate from Pleasant Valley Electric for labor and materials to remove
existing motion detector and replace with new LED compatible motion detector over apparatus bay 3 door at the Danby Fire Station in
the amount of $433.93. Motion seconded by Commissioner Freedman. Motion carried 3 yes 0 no.
Commissioner Freedman made a motion to approve the estimate from Pleasant Valley Electric for labor and material to install one
GFI outlet on closest pavilion post. Power from electrical panel as dedicated circuit and extended to pavilion underground across
gravel driveway in the amount of $3,831.18. Motion seconded by Commissioner Westmiller. Motion carried 3 yes 0 no.
Commissioner Faehndrich made a motion to approve the estimate from Pleasant Valley Electric for labor and material to add
additional circuits to the emergency system at the Danby Fire Station. Motion seconded by Commissioner Freedman. Motion carried
3 yes 0 no.
Commissioner Faehndrich made a motion to approve the purchase of a copier for the district office up to $429.99 from Staples.
Motion seconded by Commissioner Freedman. Motion carried 3 yes 0 no.
Commissioner Westmiller made a motion to revise the approval for Trux Outfitters pertaining to 1443, the amount was decreased to
$11,977.97. Motion seconded by Commissioner Faehndrich. Motion carried 3 yes 0 no.
Commissioner Freedman made a motion to approve the estimate from Admiral Specialty Vehicle for manufacturing and installation of
accessories on 1443 in the amount of $11,449.00. Motion seconded by Commissioner Westmiller. Motion carried 3 yes 0 no.
Commissioner Faehndrich made a motion to approve the quote from Tompkins County to purchase and install mobile radio in 1443 in
the amount of $2,779.32. Motion seconded by Commissioner Westmiller. Motion carried 3 yes 0 no.
Commissioner Freedman moved to approve the quote from Computer Room to purchase laptop for West Danby Chief in the amount
of $1,269.60. Motion seconded by Commissioner Westmiller. Motion carried 3 yes 0 no.
Commissioner Freedman moved to approve the quote from Computer Room to purchase laptop for West Danby Assistant Chiefs in
the amount of $529.60. Motion seconded by Commissioner Westmiller. Motion carried 3 yes 0 no.
Commissioner Freedman moved to approve the quote from Computer Room to purchase desktop for radio room at West Danby
Station in the amount of $1,115.00. Motion seconded by Commissioner Westmiller. Motion carried 3 yes 0 no.
Commissioner Freedman moved to approve the quote from Computer Room to purchase desktop for Chief’s office at West Danby
Station in the amount of $535.00. Motion seconded by Commissioner Westmiller. Motion carried 3 yes 0 no.
Commissioner Faehndrich moved to approve the quote from Admiral Specialty Vehicle for Aluminum Fabrication of cabinetry for
slide-out tray and second tier for bags for 442 in the amount of $1,400.00. Motion seconded by Commissioner Freedman. Motion
carried 3 yes 0 no.

RESOLUTION TO TRANSFER MONEY
FROM
CONTINGENCY ACCOUNT A3410.9
TO
H3410-12 ACCOUNT
RESOLUTION 2024-09-10.1
WHEREAS The Danby Fire District has established a Contingency Account A3410.9 and has funds available;
WE RESOLVE to transfer up to $5,000.00 from Contingency Account A3410.9 into H3410.12 Account to pay remaining
invoices from Trux Outfitters and Admiral Specialty Vehicles for the installation of equipment on 1443.
Commissioner Westmiller moved, Commissioner Faehndrich seconded, and adopted by the following vote:

The foregoing resolution was thereupon declared duly adopted and approved by the Board of Fire Commissioners on September 10,
