M . • Board Members Present : Supervisor James H . Cortright Councilman Donald C . Makie Council-tan Ralph Wilbur Town Justice Floyd Dorn Absent : Town Justice A . Francis Wright Also Zoning Officer Hatfield . Others Present : Gordon Roberts , Moses Peter , Edward Roberts , Reporter from the Journal and Mrs . Winifred Cortright . Supervisor Cortright called the meeting to order . Minutes of the regular meeting in November were approved as submitted . COMMUNICATIONS fl 1 . From Association of Towns acknowledging Town ' s dues for 1970 . 2 . From Department of AgriculOilres,and '.Markets that they have not received the enumerator ' s of owners or harborers of dogs . 3 . From`'-Ageaay • listing equipment owned by Agway at the Town Barns for sale. at a total of $ 150 . 00 . 4. A repltfrom the State Transportation Department in Syracuse regarding ~ investigation of Hillview Road with respect to establishing / a speed limit . 5 . No ' Planning Board Minutes . 6 . Moses Teter , as a citizen , expressed his appreciation to retiring $upertisor James H . Cortright for his services to the Town . Cortright said he has enjoyed it , it has been a good experlende , admitting not always pleasant . COMMITTEE REPORTS • ; - Highway - Wilbur reported having contacted the manager at Agway and ' have made an agreement to buy the complete inventory listed ,: , on their letter-- for $100 . 00 . This will be billed the Highway Department on a voucher . : - `_ _ on the stonecrusher--the county stonecrusher is in very y goodShape , working well , and a lot of gravel has been • • crushed . Plowing firehouse driveways --Chaffee points out that the new firehouse driveways demand a bucket type vehicle inolving a great deal of time and an obligation then to plow West Denby and the Coddington Road fire houses . This is not feasible so will be let out to an individual through the Fire Commissioners . Chaffee has agreed to plow at the old fire house for Justice Court . Wilbur stressed the need for someone to be present at the 250 Town Board Minutes 4 December 8 , 1969 Sheet #2 monthly meetings of Highway Superintendent ' s . Danby is a being criticized and arrangements should be made to have someone attend . New Supervisor ( Makie will follow through . Zoning - Dorn - no -a report . Fire - Wilbur reported that there are 2 bunkers at the new firehouse ( Ithaca College students ) . There has been change in chief status at the Danby Fire Department with Roland Boda acting . Elections are taking place this evening for a chief Cemeteries - Dorn - no report . : 410 Youth - Makie - no report . Insurance - Wright absent . No report known . Refuse , Collection & Disposal - Cortright reported having signed a permit for Collins ' Refuse Collection to pick up in the Town of Danby in compliance with our ordinance . Advised that the County will be in Sanitary Landfill Operation by June 1st , and expect the first to be in operation will be Landstrom ' s . OLD BUSINESS Highway Superintendent ' s Report - Chaffee absent . Zoning Officer ' s Report - Hatfield - no report . Planning Board - Chairman Short absent . Appeals Board - Chairman Webber absent . One vacancy to be filled . Assessors - Chairman Thayer absent , but Town Board of Assessors does terminate end of year . Supervisor Cortright did report -_ a fine job done by Mr . and Mrs . Thayer in obtaining the assessed valuation of the West Danby Water District - $490 , 100 . 00 . NEW BUSINESS Appeals Board Vamancy - Councilman Wilbur made the motion to appoint Gary Vincent , a member of the Appeals Board , term expiring in June 1973 . Seconded by Makie . 4 ayes, 0 noes , carried . Town Audit Meeting - December 29th , 8 : 00 P . M . at the Town Hall was scheduled for the Town Audit meeting . Cortright scheduled January 2 for a meeting with Makie at the auditor ' s office of the Tompkins County Trutt Company . BILLS General Fund Bills - Transfer of Funds needed in General Fund . Wilbur moved to makae the following transfers in the General Fund : 0 40 . 00 from Elections , Other Expenses and $ 100 . 00 from Elections , Voting Machine , Purchase & Repair transferred to Heat , Light , and Repair . 411 Seconded by Dorn . 4 ayes , 0 noes , carried . Dornv moved that the General Funds # 129 through #136 as listed on Warrant 12 , totalling $ 361 . 65 be paid . Seconded by Makie . 4 ayes , 0 noes , carried . 251 e/le \ Town Board Minutes - December 8 , 1969 Sheet # 3 Highway Fund Bills - Wilbur moved that the Highway Fund Bills #114 through # 123 as listed on Warrant 12 , totalling $ 2 , 521 . 91 be ' paid . Seconded by Makie . 4 ayes , 0 noes , carried . I • Water District Bills - Dorn moved that the Water District Bills #15 through # 16 as listed on Warrant 12 , totalling $4 , 268 . 71 . Wilbur seconded . Discussion - =Councilman Makie questioned the last corrected I statement from Standard Engineering showing some $ 6 , 600 . 00 for field surveying and special services of $ 1 , 300 . 00-daily expenses . Againtthe, r billing seems to have flaws. He does not recall ever approving additional cost for the engineering services for field surveying . Does not recall authorization by a resolution . ( Resolution # 12 , 1968 ) . Roll Call Vote : Supervisor Cortright - aye Councilman Makie - ono Councilman Wilbur - aye Justice Dorn - aye Justice Wright - absent Both Water District Bills to be paid . Supervisor ' s Reports - Wilbur moved to accept the Supervisor ' s Reports . Seconded by Dorn . 4 ayes , 0 noes , carried . Meeting adjourned at 9 : 07 P.e'M . A motion to waive the three day notice of the meeting was offered by Dorn , seconded by Wright and carried . A motion ( Resolution ) to transfer within the Highway Fund , IIIthe sum of 096 . 02 from Item #4 to Item #3 , was offered by Wright , seconded by Dorn and carried . Meeting adjourned at 7 : 50 P .
