HomeMy WebLinkAbout2022-12-13 Fire District Meeting Minutes (draft) PRELIMINARY DRAFT MINUTES OF THE REGULAR MEETING December 13, 2022 Commissioner Westmiller called the regular meeting to order at 7:04 p.m. ATTENDANCE: COMMISSIONERS: OFFICERS: Katherine Anderson (Absent) Kevin Faehndrich Joe Freedman Charlotte Griggs Wayne Westmiller Bonnie Hart, Treasurer Sharon Gaden, Secretary, Deputy Treasurer John Gaden, Danby Fire Chief Scott Wendt, West Danby Fire Chief PUBLIC: None Minutes: Preliminary Minutes for November 8, 2022 regular meeting were sent to the Town Clerk on November 21, 2022 for posting to Town’s website. Commissioner Faehndrich moved to approve the minutes of the November 8, 2022 regular meeting. Motion seconded by Commissioner Westmiller. Motion carried 4 yes 0 no. Treasurer’s Report: • Balance Sheet and Profit and Loss Reports as of 11/30/22 emailed to Commissioners, Secretary and Chiefs • Equipment and Fuel Report as of 11/30/22 emailed to Chiefs • Bank Statements balanced • Town of Danby NYSEG/Solar bill has been paid. • Perma payment to be encumbered • AFDSNY to encumber • Need to set up electronic transfer for PERMA payment • Clarification on computer/software/email charges • Computers (hard drive) to be delivered to Computer Room 12/15/22 – will look into wiping clean and giving to members • Reminded everyone not to pay tax. • Reminded everyone to be aware of the amount per meal allowed under our current policy Commissioner Faehndrich moved to accept the Treasurer’s Report. Motion seconded by Commissioner Freedman. Motion carried 4 yes 0 no. APPROVAL OF BILLS: Commissioner Westmiller moved to pay the vouchers as audited and approved on Operating Account Abstract 11 B Claims 287-304 in the total amount of $13,803.49 and 12 A Claims 305-321 in the total amount of $43,200.68 and 12 B Claims 322-334 in the total amount of $8,870.96. Motion seconded by Commissioner Faehndrich. Motion carried 4 yes 0 no. Butler with Legal Services Retainer 2023 (voucher given to Treasurer) • Eastern Gas Transmission and Storage with questionnaire Privilege of the Floor: CHIEF’S REPORTS: DVFC: (Chief Gaden) • Written report for November was received. • Members M. Jarman, J. Cummings, G. Mandl, I. Ross and possibly B. Collins would like to sign up for the EMT class in Tioga County that begins January 9. • Member Si. Wyatt is attending EMT Refresher class at the Academy in Montour Falls, due to an oversight this attendance was not approved prior to signing up for the class Commissioner Freedman made a motion allowing Firefighter Si. Wyatt to continue to attend the EMT Refresher class at the Academy in Montour Falls and approving said training. Commissioner Westmiller seconded. Motion carried 4 yes 0 no. • Trash pump and generator repair cost by Power and Paddle will be $360+ • Wards – 421 DEF head. Wrong part was sent, may have to replace the whole unit. Commissioner Faehndrich moved to accept training requests for M. Jarman, J. Cummings, G. Mandl, I. Ross and possibly B. Collins to sign up for the EMT class in Tioga County that begins January 9. Commissioner Westmiller seconded. Motion carried 4 yes 0 no. WDFC: (Chief Wendt) • No written for November was received. • Member Sh. Wendt attended Traffic Incident Management (TIMS) class in Cortland from 10/11 to 10/15/22. Due to an oversight this attendance was not approved prior to signing up for the class Commissioner Faehndrich made a motion approving the attendance of Firefighter Sh. Wendt in the TIMS class held in Cortland County in October 2022. Commissioner Westmiller seconded. Motion carried 4 yes 0 no. • Assistant Chief R. McCray is working on scheduling recall work for 1442 (to be done January 10, 2023) and 1441. • Member broke key off in panic door on the front door, had ACE Lock Service put it back together, costs was $30.00 and Treasurer has the invoice on the abstract tonight. COMMITTEES: PURCHASING: • Treasurer needs approval to order checks and envelopes from QuickBooks. Commissioner Westmiller made the motion to approve up to $462.00 for the cost of checks and envelopes from QuickBooks. Commissioner Faehndrich seconded the motion. Motion carried 4 yes 0 no. BUILDING/GROUNDS: • West Danby renovation walk-through (tabled) • Floors at Danby Station were stripped and waxed in November • Danby shed roof was repaired in November • Pest Control representatives went to both stations on December 7th and will continue to come monthly now • Alarm Tech – discussion held on wireless at West Danby Commissioner Freedman made a motion to approve the installation of wireless equipment at the cost of $199.00 plus $15.99 for monthly monitoring at the West Danby Station. Commissioner Westmiller seconded the motion. Motion carried 4 yes 0 no. • Commissioner Westmiller discussed the quotes he has received to date on the repair of the heat in the truck bays at West Danby Fire Station. • West Danby women’s room toilet needs to be repaired. GRANTS: NONE INSURANCE: • Secretary has received an email from Cayuga Signs, who has been hired to make and install a sign at West Danby Fire Station, who will forward their insurance binder to us prior to beginning work. • Secretary reported cancer insurance forms have all been submitted to New York State and to insurance company. • Commissioner Freedman discussed the Cancer Insurance. Due to the change in what members can be covered the insurance premium increased by $1,100.00. The Worker’s Compensation Insurance thru PERMA premium is $22,316.00. Commissioner Westmiller made a motion to approve payment of the cancer insurance premium of $2,957.00 and the worker’s compensations premium of $22,316.00. Commissioner Faehndrich seconded the motion. Motion carried 4 yes 0 no. TECH: NONE TRUCKS: NONE TOWN BOARD: • Commissioner Freedman reported that he and Treasurer Hart have settled with the Town’s Bookkeeper on how to handle electric bills going forward. The District will have to pay a portion of the solar fee RECORDS: • Shred-it tentatively scheduled for December 27th • Chief S. Wendt turned in his physical • Received physical for J. Cummings • Received BEFO certificates for everyone but I. Ross • Certificates for TIMS class received for Sh. Wendt. Si. Wyatt’s certificates are being corrected to reflect his correct name. • Proof of completion of CMEs received for EMS Director G. Jakubson • Reports for annual hose, ladder, pump and hard suction units were received. • Discussion held on finding a new location to have physicals done. Well Now is not always available to do them. Dr. Niziol at Dryden Family Practices Associates was mentioned. Guthrie was also mentioned. POLICY: • Policies were split among all Commissioners for review. Discussion held on #10, #8, #2, #13, #20 and #24. Tabled until 12/27/22 meeting • New Policy #27, Electronic Banking Policy. Tabled until 12/27/22 meeting • Still have 5 members who need to sign policy #26 • Amendment to Policy #9. Tabled until 12/27/22 meeting • Discussion held on policy #1 and amending the allowance for the cost of meals while attending trainings or conferences. Commissioner Griggs made a motion to amend the policy to allow $20.00 for breakfast and lunch. Commissioner Westmiller seconded the motion. Motion carried 3 yes 0 no. Commissioner Faehndrich was not available to vote. MEMBERSHIP/TRAINING: NONE LONG RANGE PLAN: • Commissioner Freedman reported on he has a letter in draft along with Excel spreadsheet to send to auditors. AUDIT: • Treasurer Hart made a call to schedule the annual outside audit BUDGET: NONE OLD BUSINESS: NONE NEW BUSINESS: NONE Next Meeting date and time: • 12/27/22 @ 7:00 p.m. regular meeting to approve vouchers prior to year-end; approval of line officers and policies • 01/10/23 @ 7:00 p.m. Organizational Meeting with regular meeting to follow Meeting adjourned at 9:15 p.m. Respectfully submitted, Sharon Gaden Secretary
