MINUTES OF THE REGULAR MEETING
February 13, 2023
Commissioner Westmiller called the regular meeting to order at 7:00 p.m.

Minutes: Preliminary minutes for January 23, 2024, regular meeting and February 3, 2024, special meeting were forwarded to the
Town clerk for posting on the Town’s website and posted on the Fire District’s website.
Commissioner Westmiller moved to approve the minutes of the January 23, 2024, regular meeting and February 3, 2024, special
meeting. Motion seconded by Commissioner Freedman. Motion carried 3 yes 0 no.
Treasurer’s Report:
• Bank Statements reconciled.
• Emailed Balance sheet and Profit and Loss to Secretary and Commissioners
• Fuel and Equipment report emailed to Chiefs.
• 1099 NEC and 1096 Completed and mailed/Filed
• Completed and filed W2/W3 forms
• Both doors have been repaired by Ace Security.
• Encumbered: Hale Roofing $98500.00
• Charge 92.59 Food to build gear dryer

Commissioner Westmiller moved to accept the Treasurer’s Report. Motion seconded by Commissioner Griggs. Motion carried 4 yes
0 no.
Approval of bills:
Commissioner Freedman made a motion to pay the vouchers as audited and approved on Operating Account Abstract 2-A claims 29-
45 in the amount of $9,481.83 and Abstract 2-B claims 46-47 in the amount of $433.84. Motion seconded by Commissioner
Faehndrich, Motion carried 4 yes 0 no.
Communications:
• NVFC complimentary copy of the Lavender Ribbon Report: Best Practices for Preventing Firefighter Cancer.
• Chiefs Gaden and McCray notified of dates the Tompkins Co. Board of Elections will be using the fire stations for voting.
• Email from M. Irish regarding specs for new 1421.
• Emergency List of Operator Personnel for Stagecoach Operating Services LLC received and printed for each vehicle, given
to Chiefs

Motion to cast ballot. One candidate: Ryan Alo for one office: 2-year term for Director Region IV

Commissioner Faehndrich made a motion to have Secretary send a reply to P. McClure and S. McNaull regarding no plans for
installing an electronic sign at West Danby Station. Motion seconded by Commissioner Westmiller. Motion carried 4 yes 0 no.
Commissioner Westmiller made a motion to cast ballot for Ryan Alo for a 2-year term as AFDSNY director for Region IV. Motion
seconded by Commissioner Faehndrich. Motion carried 4 yes 0 no.

CHIEF’S REPORTS:
WDFC: (2nd Asst Chief VanEtten)
• Written reports for December and January was received.
• 2 new members voted in as probationary members: Daniel Tome of 275Vanbuskirk Road, Newfield, New York 14867 and
Daniel Mikloski Tome of 275 Vanbuskirk Road, Newfield, New York 14867.
• Station Usages: 02/25/24 K. McCray for birthday party; 03/03/24 Bingo from 1 to 5, public invited; 03/16 Easter function, all
day community event and 04/02/ Board of Elections.
• Training Requests:
o R. McCray and Sh. Wendt instructor Class for Principals of Construction to be held in Horseheads out of County.
February 15th though March 14th. Asking for mileage (approximately 54 miles) unknown the number of classes.
Carpooling, would be reimbursing R. McCray
o Sh. Wendt Fire Police in Varna, in County. March 7th through April 13th. Discussion on using department vehicle. If
using personal vehicle will be asking for reimbursement for mileage
Commissioner Faehndrich moved to accept station request usage as follows: 02/25/24 K. McCray for birthday party; 03/03/24 for Bingo
as a fundraiser; 03/16/24 Easter function as a fundraiser and 04/02 Board of Elections. Motion seconded by Commissioner Westmiller.
Motion carried 4 yes 0 no.
Commissioner Faehndrich moved to accept training request for R. McCray and Sh. Wendt to attend Instruct class of Principals of
Construction in Horseheads, out of County from February 15th through March 14th. Carpooling. Will reimburse R. McCray for mileage,
54 miles roundtrip, need number of classes attended. Commissioner Griggs seconded. 4 yes 0 no. Motion carried.
Commissioner Faehndrich moved to accept training request for Sh. Wendt to attend fire police course in Varna, in County, from March 7th
through April 13th. Not approved to use fire district apparatus to attend. If uses personal vehicle he is approved to ask for mileage.
Commissioner Griggs seconded. 4 yes 0 no. Motion carried.
DVFC: (Chief Gaden)
• Written report for January was received.
• Station Usage: 03/02/24 R. Carlisle birthday party; 04/06/24 C. Bump birthday party.
• Training Requests: S. Sauer and D. Peluso – BEFO in Tioga County, will carpool, pending forms with dates and mileage
• Will also have 3 members that want to take Basic Rescue Tech in Seneca County. Will submit paperwork at later date.
• Flagpole was bent by the wind. Would like to purchase a new flag too.
• Admiral Specialty Vehicles fixed light issue on 442 for the cost of $79.00
• Night lights in truck bay are not working. Electrician is schedule to come February 19th.
• BEFO for Tompkins County was cancelled due to State Instructors not having mandated training.
• D. Peluso passed EMT class.
Commissioner Faehndrich moved to accept station usage as follows 03/02/24 by R. Carlisle for birthday party and 04/06/24 by C. Bump
for birthday party. Motion seconded by Commissioner Freedman. Motion carried 5 yes 0 no.
Commissioner Westmiller moved to accept training request for S. Sauer and D. Peluso to enroll in BEFO class in Tioga County. Training
form must be received by as soon as possible. Commissioner Faehndrich seconded. Motion carried 5 yes 0 no.
COMMITTEES:
PURCHASING:
• Chief Gaden reported the radios (4 Danby and 6 West Danby) have been ordered. Approximate delivery date is 6 to 8 months
BUILDING/GROUNDS:
• 2nd Asst Chief VanEtten reported the area by the gas shed and dumpster is developing a sink hole. Commissioners asked he
or Chief McCray reach out to Town of Danby Highway Supervisor Shipman and see if the Town can help fix with a load of
rocks/gravel
• Commissioner Westmiller reported that Commissioner Anderson is working on the “Hinchey” Infrastructure grant, and he
will be working on obtaining bids/quotes for the following:
o West Danby – pricing for floor repair
o West Danby concrete in apparatus bay
o Danby concrete in apparatus bay
o Danby replace boiler
o Danby repair apron
GRANTS:
• Commissioner Anderson discussed the “Hinchey” Instructure grant and will work with grant writer and grant committee to submit the grant
• Commissioner Anderson discussed submitting a Triad Grant for 4 or 5 sets of turn-out gear.
INSURANCE:
• Commissioner Freedman reminded everyone on 02/19/24 at 7:00 representatives from Bailey Place and McNeil & Co. will be
here to discuss types of insurance the District offers.
TECH:
• Commissioner Faehndrich will call Verizon about internet at West Danby station
• Chief Gaden will get quotes from Staples, Computer Room and Best Buy for a new laptop
• Chief Gaden is having printer issue and will call Computer Room
• Chief Gaden mentioned he will be requesting a new desktop be in the 2025 budget.
TRUCKS:
• Recalls: 441 and 442 each have 3, waiting on Ford to make parts. 421 will have the recall done during service this year. 1441 no status on getting
recall done.
• Commissioner Westmiller reported Mahlon Irish will be reviewing the specs for Danby’s 421 to possibly incorporate language into West
Danby’s 1421 specs
• Commissioner Westmiller reported West Danby’s new EMS vehicle will be 1443. It has been ordered but the company is behind. The current
1443, Tahoe, will be known as 1442 once new EMS vehicle is delivered.
TOWN BOARD:
• Commissioner Freedman reported waiting to collect tax levy from the Town
• Brief discussion held on solar credits
• Chief Gaden reported on the County’s Rapid Response Vehicles program that is supposed to start April 1, 2024.
RECORDS:
• Secretary read a list of those members and commissioner needing to submit proof of attending the mandatory OSHA
training. Sent reminder email to them.
POLICY:
• Credit Card Usage policies were distributed to all who have a credit card. Need to be signed and returned to Treasurer Hart.
• Commissioner Freedman will be reviewing Capitalization Policy samples and will be proposing a policy for review.
MEMBERSHIP/TRAINING:
• Discussion held on requirements each Company has in place for cleaning gear and what NFPA standard is.
LONG RANGE PLAN: NONE
AUDIT:
• Commissioner Freedman reported it is almost done. He has received a draft of financials to review.
BUDGET: NONE
OLD BUSINESS: NONE
NEW BUSINESS: NONE
APPROVALS of TRAININGS, ITEMS OR SERVICES TO BE PURCHASED:
Commissioner Westmiller moved to approve materials and labor for Admiral Specialty Vehicles to do work listed on invoices for 442,
1401, 401 and Chiefs personally owned vehicles totaling $1,379.80. Requested by Chief Gaden and Chief McCray. Motion seconded
by Commissioner Faehndrich. Motion carried 5 yes 0 no.
Commissioner Faehndrich moved to approve $92.59 for the cost of food at the all-day work session at Danby Fire Station to build gear
dryer. Requested by Chief Gaden. Motion seconded by Commissioner Westmiller. Motion carried 5 yes 0 no.
Discussion on purchase of new flagpole for Danby Fire Station. (tabled)
Commissioner Freedman moved to approve the purchase of a new flag for Danby Fire Station up to $35.00. Request by Chief Gaden.
Motion seconded by Commissioner Griggs. Motion carried 5 yes 0 no.
Commissioner Freedman moved to approve up to $900.00 for Admiral Specialty Vehicles to install lights and sirens on Chief Gaden’s
personal vehicle. Motion seconded by Commissioner Faehndrich. Motion carried 5 yes 0 no.
Commissioner Westmiller moved to approve the purchase of 5 pagers/minitors from Tompkins County, sole supplier, up to $2,500.00,
request by Chief Gaden. Motion seconded by Commissioner Griggs. Motion carried 5 yes 0 no.
Commissioner Faehndrich moved to approve to pay up to $2,000.00 for Tenkate to assist in writing the Hinchey/Infrastructure grant.
Motion seconded by Commissioner Griggs. Motion carried 5 yes 0 no.
