HomeMy WebLinkAbout2023-08-08 Fire District Meeting Minutes (draft) PRELIMINARY DANBY FIRE DISTRICT MINUTES OF THE REGULAR EETING August 8, 2023 Commissioner Westmiller called the regular meeting to order at 7:02 p.m. ATTENDANCE: COMMISSIONERS: OFFICERS: Katherine Anderson Kevin Faehndrich Joe Freedman Charlotte Griggs Wayne Westmiller Bonnie Hart, Treasurer Sharon Gaden, Secretary, Deputy Treasurer John Gaden, Danby Fire Chief Robert McCray, West Danby Fire Chief PUBLIC: NONE Call to Order Pledge of Allegiance Minutes: Preliminary Minutes for July 25, 2023, Regular Meeting and the minutes for the Budget Workshop were sent to the Town Clerk on August 7, 2023, for posting to the Town’s website. Commissioner Griggs moved to approve the minutes of the July 25, 2023, regular meeting and budget workshop Motion seconded by Commissioner Freedman. Motion carried 5 yes 0 no. Treasurer’s Report: • Emailed Balance sheet and Profit and Loss to Secretary and Commissioners and Chiefs • Equipment and Fuel Report emailed to chiefs and Secretary. • JAAG came – They received a new key for Danby Fire Station. Plan to come monthly • Reconciled bank statements • 2% State Fire Insurance monies received. Commissioner Westmiller moved to accept the Treasurer’s Report. Motion seconded by Commissioner Griggs. Motion carried 5 yes 0 no. Communications: • Email from NYS Archives webinar online for Managing Case Files • Email from PERMA Summer Safety webinar • Email from NYS Archives – August newsletter • Email from Central Region Fire Districts regarding next meeting • Email from PERMA organizational update • Email from PERMA “Halt a Hazard” – forwarded to Chiefs • Ford Motor Company – recalls on 441 and 442 • Wealth Management regarding LOSAP Award Program • August Danby Town News • August Danby News • AFDSNY Official Ballot for Director Region XI • Email from PERMA – summer newsletter • Email from PERMA – Safe & Sound Week Privilege of the Floor: NONE APPROVAL OF BILLS: Commissioner Faehndrich moved to pay the vouchers as audited and approved on Operating Account Abstract 8-A $10,537.62 claims 190-205; Abstract 8-B $5,050.64 claims 206-207. Motion seconded by Commissioner Griggs. Motion carried 5 yes 0 no. CHIEF’S REPORTS: WDFC: (Chief McCray) • Written report for July was received. • Request for S. VanEtten and J. Brown to attend EMT original class at Watkins Glen Fire Department from September 15, 2023 through May 14, 2024. Discussion held (tabled) DVFC: (Chief Gaden) • Written report for July was received. • 2 recalls on 441 and 442 were given to truck captains/chiefs to schedule. • Computer Room set up printer in Chief’s Office. • Cameras are installed. COMMITTEES: PURCHASING: • Chief Gaden purchased a NY State Flag in the amount of $40.09, used visa card • Chief Gaden purchased 4 box lights for 421 from Amazon in the amount of $525.00, used visa card BUILDING/GROUNDS: • Commissioner Westmiller reported on Climate Control came to check the air handling units in the ceiling at Danby Fire Station and determined the leaks are from the roof. Discussion held on asking Hale Roofing if they can fix them when they repair the roof over the old part of the apparatus bays. • Commissioner Westmiller reported Climate Control will be starting the repair of the heating system in the West Danby apparatus bay in a few weeks. • Chief Gaden asked about obtaining quotes to have the floors stripped and waxed at Danby Fire Station. • Discussion on quote received from Kinsley for repair of West Danby generator (tabled) Treasurer Hart will call Kinlsey to discuss this quote and the pervious quote in May • Discussion held on quote from Kinlsey to replace battery and change air filter at next service for Danby generator. • Treasurer Hart mentioned the fire hydrant in front of the station needs painting. Chief Gaden said fire department members will be painting it. • Chief McCray mentioned the West Danby sign is being stripped and repainted. GRANTS: NONE INSURANCE: NONE TECH: NONE TRUCKS: • Chief Gaden reported 401 has an issue with the air conditioning and the censor for the door ajar light. • Chief McCray reported 1401 front suction is leaking and will ask this to be fixed at during yearly maintenance. • Secretary Gaden asked both chiefs to meet with her to review the RFPs for hose, ladder and hard suction testing and annual truck maintenance and pump testing and certification. TOWN BOARD: • Commissioner Griggs reported she has spoken to Ben from the West Danby Water District and is Ben is taking the matter to the Water Board. Hold for now on the Agreement. POLICY: • Secretary Gaden to forward amended Sexual Harassment policy to commissioners. • Working on revising training policy and form. RECORDS: • Physicals took place on June 26th. Secretary Gaden inquired about West Danby members that did not show up for at their selected times, nor come to the station to get authorization letters to go to Guthrie for physicals. Chief McCray gave an update on the fire company level of their membership. Matter of physicals is tabled at this time. MEMBERSHIP/TRAINING: NONE LONG RANGE PLAN: NONE AUDIT: • Received 1 bid to date BUDGET: • Workshop on August 22nd after regular meeting OLD BUSINESS: • Chief McCray advised that West Danby will also carry Narcan. • Chief McCray reported that he and Danby’s EMS Director, G. Jakubson are working on a sharps policy. NEW BUSINESS: NONE APPROVALS of TRAININGS, ITEMS OR SERVICES TO BE PURCHASED: Commissioner Faehndrich moved to approve the purchase of a pair of firefighter boots from Ward’s by Chief Gaden, not to exceed $350.00. Motion seconded by Commissioner Griggs. Motion carried 5 yes 0 no. Commissioner Faehndrich moved to approve the purchase of 4 flexible hard suction units, 2 for Danby and 2 for West Danby by Chief Gaden, not to exceed $3,000.00. Motion seconded by Commissioner Griggs. Motion carried 5 yes 0 no. Commissioner Faehndrich moved to approve the purchase of 12 decals for doors, regarding cameras in use, from Admiral Specialty Vehicles, not to exceed $150.00. Motion seconded by Commissioner Griggs. Motion carried 5 yes 0 no. Commissioner Westmiller moved to approve Kinsley Power Systems to change batter and air filter at next service for Danby Fire Station at the cost of $496.29. Motion seconded Commissioner Freedman. Motion carried 5 yes 0 no. Commissioner Freedman moved to rescind the approval of $450.00 to purchase a female adapter and moved to approve the purchase of the female adapter the actual cost of $1,100.00. Motion seconded Commissioner Faehndrich. Motion carried 5 yes 0 no. Next Meeting date and time: • 08/22/23 at 7:00 p.m. with budget workshop to follow.
