MINUTES OF THE REGULAR EETING
September 12, 2023
Commissioner Westmiller called the regular meeting to order at 7:02 p.m.

Minutes: Preliminary Minutes for August 22, 2023 Regular Meeting and the minutes for the August 22, 2023 Budget Workshop were
sent to the Town Clerk on September 5, 2023, for posting to the Town’s website. Minutes were also posted to District’s website.
Commissioner Freedman moved to approve the minutes of the August 22, 2023 Regular Meeting and the minutes for the August 22,
2023 Budget Workshop. Motion seconded by Commissioner Faehndrich. Motion carried 5 yes 0 no.
Treasurer’s Report:
• Equipment and Fuel Reports sent to Chiefs and Secretary
• Balance Sheet and P & L Reports sent to Commissioner and Secretary and Chiefs
• Bank Statements Reconciled
• Received verbal Electric/Solar from Town - Still waiting for bill/backup
• Virtual meeting with Perma – Risk Assessment meeting 10/3/23
Commissioner Westmiller moved to accept the Treasurer’s Report. Motion seconded by Commissioner Freedman. Motion carried
5 yes 0 no.
Communications:
• Email from Tompkins County Board of Elections request to put up flyer, looking for poll watchers
• News of former Commissioner E. Kokkelenberg’s passing
• Email from NYS Archives Local Government Newsletter
• Email from AFDSNY – regarding grant writing (forwarded to Com. Anderson)
• Email from PERMA workshop offering tools for practical communication

Privilege of the Floor: Marrell Cortright representing the West Danby Water District presented a Memorandum of Understanding to
the Board of Fire Commissioners for their review
APPROVAL OF BILLS:
Commissioner Faehndrich moved to pay the vouchers as audited and approved on Operating Account Abstract 8-D $4,138.77 claims
216-220; Abstract 9-A $58,339.92 claims 221-236. Motion seconded by Commissioner Griggs. Motion carried 5 yes 0 no.
CHIEF’S REPORTS:
WDFC: (Chief McCray)
• Written report for August was received.
• October 7th Chicken BBQ at Eagles Club
DVFC: (Chief Gaden)
• Written report for August was received.
• 5 members have started EMT class in Tompkins County
• 1 SCBA air pack and bottle malfunctioning, will need to have it repaired
• Radios are in.
• Working on scheduling hose, ladder and hard suction testing
• September 23rd at 3:00 p.m. is fire company picnic
• 4 gas meters were recalibrated at no charge, for both stations
• Would like to purchase a key box holder for the station
• Nightlight censor in the apparatus bay is not working, would like to call Pleasant Valley Electric.
COMMITTEES:
PURCHASING: NONE
BUILDING/GROUNDS:
• Action Fire tested suppression units at both stations.
• Commissioner Westmiller reported the new heating system has been installed in the apparatus bay at West Danby.
• Treasurer Hart reported she was in contact with Castle Cleaners in regard to how the stations have been getting cleaned.
• Commissioner Westmiller reported Hale Roofing will be scheduling a meeting to meet with him and Chief Gaden on when
the roof will be replaced at the Danby Fire Station.
• Commissioner Westmiller reported he is getting quotes for concrete for both stations. In the future he would like to have
West Danby floors replaced and Danby’s boiler replaced.
GRANTS:
• Commissioner Anderson reported we still have not heard about the AFG grant for extrication tools. She has asked the grant underwriter if she
would be willing to write a few other grants.
INSURANCE: NONE
TECH:
• District website is now available for the public to view. danbyfiredistrict.org is all you need to type in your search bar
TRUCKS:
• Chief Gaden reported he will be meeting with Brian from Admiral on Thursday to remove the old radio charger from 401
and to go over mounting the new one, will review the netting needed in 401, 443 and mounting pike poles on 401.
• Chief Gaden reported 401 is currently at Ward’s Apparatus for annual preventative maintenance, pump maintenance and
pump testing. Additional work needs to be done as follows: $3,967.61 for valves, new packing pump, gauges, lights, put
new tires on and piston intake valve. Also work to be done, but cost is not known is to replace AC censor, and install new
spring binder in the front.
• Chief Gaden reported the next truck to go over preventative maintenance and testing is 421. West Danby’s 1401 and 1421
will follow.
• Chief McCray reported he has called 3 dealership and is calling one more tomorrow for fleet purchasing quotes on a new
1442, F250 diesel super-cab with 8 food box is want he has been getting quotes on.
• Discussion held on the status of spec package for a new tanker 1421 for West Danby.
TOWN BOARD: NONE
POLICY:
• Amended Section 1 “Danby Fire District Training and Conference Request and Funding Policy” was handed out and
discussion followed.
Commissioner Anderson made a motion to adopt the amended Section 1 “Danby Fire District Training and Conference Request and
Funding Policy” as revised. Motion seconded by Commissioner Griggs. Motion carried 5 yes 0 no.
RECORDS:
• Secretary is working on registration for new fire police
MEMBERSHIP/TRAINING:
• Received proof of physical for N. Dyson-Hudson
• Discussion on members that are trying to turn in their forms to Occustar
LONG RANGE PLAN:
• Discussion held on items to be included and timeline. Committee will meet with the Chiefs.
AUDIT:
• Commissioner Freedman reported we signed a contract with new auditors. We will be signing 5 1-year engagement letters.
BUDGET:
• Proposed budget for 2024 is $589,000.00, increase of 1.9%
Commissioner Freedman moved to adopt the Proposed Budget for 2024 of $589,000.00. Motion seconded by Commissioner
Anderson. Motion carried 5 yes 0 no.
Commissioner Anderson moved to set the Budget Hearing for the 2024 Budget for October 17, 2023. Motion seconded by
Commissioner Freedman. Motion carried 5 yes 0 no.
OLD BUSINESS:
• Commissioners reviewed the draft of the security camera notice for the windows.
NEW BUSINESS: NONE
APPROVALS of TRAININGS, ITEMS OR SERVICES TO BE PURCHASED:
Commissioner Faehndrich moved to approve the cost to repair the malfunctioning SCBA pack and bottle, Jerome Fire is the vendor
doing the repair. Motion seconded by Commissioner Anderson. Motion carried 5 yes 0 no.
Commissioner Faehndrich moved to approve the repair of 2 pairs of bunker pants, only one pair will have a charge, charge is not
known at the time of this approval but as per normal procedure the invoice will be reviewed and approved prior to payment, vendor
is Ward’s Apparatus LLC. Motion seconded by Commissioner Anderson. Motion carried 5 yes 0 no.
Commissioner Westmiller moved to approve the purchase of 2 key box lock holders for each station, not to exceed $100.00, vendor
is Ace Security. Motion seconded by Commissioner Griggs. Motion carried 5 yes 0 no.
Commissioner Faehndrich moved to approve having Pleasant Valley called to come to the Danby Station to evaluate and repair the
nightlight censor in the apparatus bay, the cost is not known at the time of this approval but as per normal procedure the invoice will
be reviewed and approved prior to payment, vendor is Pleasant Valley. Motion seconded by Commissioner Anderson. Motion
carried 5 yes 0 no.
Commissioner Freedman moved to approve the purchase of a green fire helmet for West Danby after additional quotes are received
by Chief McCray. The purchase is not to exceed $400.00. Motion seconded by commissioner Faehndrich. Motion carried 5 yes 0
no.
Commissioner Faehdrich moved to approve up to $80.00 for the purchase of 2 wall mounted mailboxes for inside the West Danby
Fire Station, to be located next to Chief’s Office and Staff Officer’s Office. Motion seconded by Commissioner Freedman. Motion
carried 5 yes 0 no.
Chief McCray will be researching a key fob programmer for the apparatus bay door.
Commissioner Freedman moved to approve the installation of radio charger base station in 401, netting in 401 and 443 and mounts
for pike pole not to exceed $500.00. Vendor will be Admiral Specialty. Motion seconded by Commissioner Faehndrich. Motion
carried 5 yes 0 no.
Commissioner Westmiller moved to approve the repair bill for 401 in the amount of $3,967.61 by Ward’s Apparatus. Motion
seconded by Commissioner Faehndrich. Motion carried 5 yes 0 no.
Commissioner Faehndrich moved to approve the repair the AC unit and spring binder in 401 up to $2,000.00. Vendor to be Ward’s
Apparatus. Motion seconded by Commissioner Westmiller. Motion carried 5 yes 0 no.
Commissioner Westmiller moved to approve the cost of copying policies to hand-out to members at the upcoming OSHA training
not to exceed $500.00. Vendor to be Staples. Motion seconded by Commissioner Freedman. Motion carried 5 yes 0 no.
Next Meeting date and time:
• 09/26/23 to be cancelled
• 10/10/23 at 7:00 p.m. regular meeting
• 10/17/23 at 7:00 p.m. Budget Hearing.
