M . Board Members Present : Supervisor James H . Cortright Councilman Donald C . Makie Councilman Ralph Wilbur Town Justice Floyd Dorn Town Justice A . From the Department of Audit and Control re : the levy to be made for Highway Item . #1 for the next fiscal year should be in an amount at least to equal $ 7 , 229 . 25 to secure the maximum state aid under Section 279 of the Highway Law . . 2 . . COMMITTEE REPORTS • Highway a Reported by Councilman Wilbur - New Highway Pickup has been ordered , should have delivery in 60 days . Must approve the Erwin Roads for next year and the onessuggested are : #29011 - 2 miles starting on South Denby Road on the Fishersettlement Road . • # 30246 - . 71 miles Hill Road starting at Curtis Road to the last house . PLACED ON AGENDA UNDER _ NEW 411 ' BUSINESS Present Erwin Projects - lower end of 1"'ichigan Hollow . Road ready for inspection which is last. ., year. ' s. . project . upper end of Michigan Hollow Road is . about. 60$: completed and the Laden Road is about 60% _ .completed These two are this yeast projects . . . . . Koontz regarding letter to board whose interest is to initiate the t':..: . a ' : thinking about people who are in less fortunate circumstances but still need a place to live . Mr . Koontz will continue to gather - information where funds come from and how obtained and pass onto th ' board . Silvercore Mobile Homes ® Mrs . Treat has sent to Engineer? . Liguori a sketch site plan which has been . . - returned along with a copy of What the Health Depaftment requires for Mobile Home Parks , . • apprently nothing . more has been done . Also , Wilbur added , a building has been erected , parked two ' trailers and making room for five . to six more . • Zoning Officer Hatfield has. . talked to lalrr . Churchill who said no more .. .trailers 41O can be there . then are now and has ordered to relocate those that are there to put in new sewer lines . Problem is the Planning Board has no guidelines to determine whether we do or donet want trailer homes . • Justice Wright reported that the Hillis attitude is they do not want to hire a developer if their plan is not accepted . Also , Wright feels consideration should be made to our local people above outside interests if they are developed properly . Makie feels there is . a conflict of ` interest in his acting on zoning and planning matters . Supervisor Cortright remarked he is concerned about need for liason between the 1 1 Town Board and the Planning Board , Fire I • Company.,.. ' Highway and Makiees remark about being removed • from anyting to do , with zoning or planningep®about removes one from the Town Board . . Makie reported he did write . . an . artiele for the paper conderning . the _ need for , . public sewage to, protect our water-- .supply . . Fire - . Repotted by Councilman Wilbur - Bids for new fire house wi11 ' be opened the 15th of October at 8 : 00 P . M . at the Danby Fire House . Latest plans and . spe.c.ifications. • available at meeting ( tonight ) for inspection . The Fire Company has the new 4-wheel drive pickmup truck which willbe • equipped for grass fires . Appeals Board '- Chairman absent . • • Assessors moCortright reported that Chairman . Fred Thayer was at rt meeting earlier to say there is , no report . West Danby Water District - Public Hearing to _ be held at the West Danby Grange Hall September 10 , 1968 at 8 : 00 P . M . ' concerning the increase and capital expenditure necessary for the Water District . • Recreation Land ( Locke ) Supervisor Cortright has not received anything further from the attorney concerning the ' Locke property . ' Mr . Wright reported he had talked with Mr. Locke ' who would like to sell his property on a contract ' basis - -does not want a lump-sum payment . Supervisor will take this to the attorney . Gas ® Supervisor has heard nothing further . John Myers said he has talked with Jim Lacy who would like to come to a Town Board • Meeting : Some discrepancy as to procedure in securing franchise . Supervisor will Contact Mr . Lacy . Zoning Ordinance Changes ® Must clarify issue of Mobile Homes in the . new ordinance . Supervisor Cortright does favor trailer parks but feels they should be regulated- -spelled out specifically as the Board members have discussed regarding . roads.9.. .lawn , . care of the property , fuel supply ., number of trailers . accord- ing - to amount of land , etc . Makie believes this help should come from a professional source . This would come out of the._ Planning Board budget , as this help is available.. Also . , Makie.. fe.e.ls.h .we . are • ready to enact the zoning ordinanceewthat. traile:r- . park provision is involved enough that we should make an amendment , permitting them perhaps , later and have mobile home park regulations much like subdivision regulations . To include in the present ordinance as Supervisor suggests , Makie thinks it would post- pone its enactment another six months fearing mistakes by rushing through trailer park regulations-. Makie asked our attorney to draw up a description of a light industrial area . NEW BUSINESS Custodians for Voting Machines a Justice Wright moved to appoint David C . Seaver , Republican Party choice , for voting machine custodian in District II and Harry Hatfield , Democratic Party choice , for voting machine custodian in District I . Seconded by Councilman Makie . 5 ayes , 0 noes , carried . Approval of . Erwin Projects - Councilman Makie moved to approve the following Erwin Road Projects fo ± 1969 : #29011 - 2 miles starting on South Darby Road on the Fishersettlement Road . #30246 ® . 21 miles on Hill Road starting at Curtis Road to the last house . Seconded by Justice Dorn . 5 ayes , 0 noes , carried . Dog Enumerator = Councilman Makie moved to appoint G . James Epp , Dog Enumerator for the Town of Danby . Seconded by Justice Dorn . 5 ayes , 0 noes , carried . 110 Makie raised question whether or not Town will seriously ever go into a sanitary landfill operation or let it ride until .a commercial operator or county takes it up . Wilbur answered that Thursday ' s meeting in Oneida should give some costs and figures to enlighten this situation . Wilbur questions very much that the Town of Denby can operate a sanitary landfill , is for - it 100% , but afraid price wise .
