3.1. Consider resolution to grant emergency approval for replacement of Hot Water
heater for CDBG Homeowner Rehab applicant at 2575 West Danby Rd. by A-One
Plumbing, Newfield, NY, for $1,675.00.

WHEREAS, the Town of Danby has a Community Development Block Grant funded
Homeowner Rehabilitation Program providing for repairs to substandard homes for
income qualified homeowner, and
WHEREAS, the owner of 2575 West Danby Rd. has made applications to the program
and was deemed eligible by the Town's consultant, Thoma Development, after review of
the condition of the home, 3 years of tax returns, current Social Security income
documentation, and bank statements, and

WHEREAS, 2575 West Danby Rd. is currently without hot water due to a problem that
can be addressed under this program, and
WHEREAS, Thoma Development believes that scoping and bidding of the larger home
rehab program for this qualifying property could take a month or more, and
WHEREAS, the owner has reached out to several plumbers and so far, received an
estimate from A-One Plumbing, Newfield, NY, for $1,675, and
WHEREAS, the Town of Danby believes that it is in the best interest of the homeowner
and poses no detriment to the community to proceed with replacement of the broken
water heater as quickly as possible.
RESOLVED, that the Town of Danby approves Thoma Development moving forward on
replacement of the hot water heater at 2575 West Danby Rd. as quickly as possible and
authorizes disbursements under the CDBG Homeowner Rehab program not-to-exceed
$1,675 in advance of further review of the rest of the proposed work for the home.
FURTHER RESOLVED, that approval of this repair does not obligate the Town to
approve the remainder of the proposed work under the CDBG program.
