2A. Reschedule July 4 Town Board Meeting?
3. Privilege of the Floor
3.1. Kim Nitchman spoke on behalf of her and Russ Nitchman regarding the noise
ordinance after the June town news update. Concerned that the Town refers to
more people in favor of the ordinance contrary to their understanding and
experience.
3.2. Alton Ainsley spoke regarding noise ordinance; also spoke to newsletter article
regarding the project on Hornbrook Road to bring immigrants and house them.
3.3• Mauricio Medina spoke regarding Alton's issues and requested something more
creative to resolve noise issues.
3.4• Ronda Roaring spoke to speeding issues on South Danby Road wherein a car hit
a squirrel; she brought it to the wildlife center where it was deemed unsaveable
and humanely euthanized. She is furious about the failure to reduce the speed
limit and will be bringing any more animals hit by cars to the board members'
door steps.
3.5• Ted Crane spoke to several items on the agenda;
3.6. Mark Andrews on Nelson Road spoke to the issues with speeding and the
Tompkins County Sheriffs office refusing to deal with speeders
3.7• Robert Butcher on Brenda Lee Lane spoke to Highway Superintendent regarding

issues on Peter Road; road needs to be stoned and tarred. Also brought up the
issue that the graveyard on Peter Road is not being mowed.
3.7.1• Gagnon noted that the Town is paying for the Peter Road cemetery to
be mowed. Will investigate as to what is being mowed on Peter Road.
4. Correspondence
4.1. Town of Huntington Voter's Identification Resolution
4.1.1. Correspondence was noted; Board would like to discuss with Tompkins
County Board of Elections.

6.1. Town Clerk
6.1.1. Clerk pointed out an additional reconciliation line to correct mis-
recorded monies collected around dog licenses and what was
subsequently remitted to the town and to the NYS Ag & Markets
department.
6.2. Code Enforcement Officer
6.3. Town Planner
6.3.1. Planning Board approved
6.3.2. BZA approved
6.3.3. No projects submitted this month; no June meetings will occur.
6.3.4.Community meetings to discuss Hamlet development in both West
Dan by and Dan by.
6.3.4.1. Planner requests Board to think about and possibly fast -track
edits to the zoning for the hamlet.

suggested corrections have not been incorporated. They are requesting that Clerk

meeting.
--Hunter recommended adding another chunk of minutes be added to the list to review.

9.1. More on Goal Setting
9.2. Local Law to Implement Tax Abatement for Conservation Easement Properties
9.2.1. Attorney Guy Krogh drafted a law which was not what Supervisor Gagnon
expected. Need to create a policy to enable implementation of the law.
Also was an issue of language.
9.2.2. Krogh will rework the draft which Gagnon would like to run by the CAC for
their comment.
j.3. Possible Aetion on Danby Seniors' Additional Funding Reqt
9.4• Decision on Whether to Enact Local Laws to Convert From Elected to Appointed
Town Clerk and/or Highway Superintendent
9.4.1. Connors and Woodworth commented that this year is not the time to put
this forward.
9.4.2• Hunter commented about speaking with a resident who after reading the
Town newsletter felt that making the positions appointed makes more
sense. However, given the tenor of the town it is not the time to move this
forward.

9.4.3• Gagnon asked if there will be a better time later? Participation will likely
be better in an even -numbered national general election. Summarized
that board majority is in favor of waiting; though Gagnon would like to
propose at least for the Clerk to be put forward because that particular
position has not been proposed prior whereas the Highway
Superintendent has been proposed and voted down.

Motion To Not Consider a Local Law to Change Either the Highway Superintendent or
the Town Clerk from Elected to Appointed At This Time

Discussion revolved around when the right time to bring this referendum to the voters since
there would never be a "good" time. Along with the timing constraints insofar as the
proposed referendum must be submitted to the County Board of Elections in early August
to make it onto the ballot, the board needs to hold a public hearing at the first meeting in
July, and have enough time to publicize the public hearing.
The Board decided to consider this path with several board members supporting the
process while one was opposed.
Gagnon withdrew the above motion based on the discussion.
