Addition: Court Justice Fund Balance Due Resolution 231 of 2o23 To Appoint Meeting Secretary Moved By: Gagnon Seconded By: Hanson Vote: Councilperson Aye Nay Abstain Connors X Hansen X Hunter X Woodworth X Gagnon X Resolution 231 of 2023 passed on December 5 2023 3-Privilege of the Floor Russel Nitchman: Nitchman accuses a Democratic Party member of filing a false police report and harassing voters at the Danby firehouse on election day. Nitchman suggests the person who called the police should resign. Nitchman also accuses an anonymous person of sharing personal information and opinions on Facebookwithout his consent. Nitchman expressed frustration with the board's handling of personal attacks on a Facebook page. Nitchman suggests the board should be reflective of their actions and listen to other points of view. Ronda Roaring: Fees for Code Enforcement (from the CEO Report) do not seem to be equitable. (Cortright mentioned some fees are determined at $.25 per square foot.) Roaring suggested that town residents be able to see and discuss construction plans. Roaring would like towns Wish List to be configured by ease of getting things done. Ted Crane: Crane expresses frustration with poor audio quality with Board members' microphones. Crane mentions his mailbox was vandalized and feels this could be the result of actions of theTown Board. Ted Crane accused Danby Democratic Committee of spreading false information and encouraging an atmosphere that enables people to be nasty. Heather Coffey: Shares her perspective as a new resident who moved to the town with her partner, emphasizing the importance of kindness and working together to achieve common goals. Steve Selin: We are all here to make the town a better place. Selin asked the Town Board to please consider putting together a new group to look into this noise issue. Steve thanked the Board for everything they are doing. 4-Correspondence 4.1. Discussion ensued about how the town might encourage people to apply for open positions. Adding notice of open positions for EMC, CAC, and Youth Commission to the town website, as well as FaceBook, was discussed. Zachary Larkins has agreed to serve as maintenance person. Resolution 237 of 2o23 To Hire Zachary Larkins to Serve as the Maintenance Person for The Town. Moved By: Hanson Vote: Councilperson Seconded By: Woodworth Aye Nay Abstain Connors X Hansen X Hunter X Woodworth X Gagnon X Resolution 237 of 2-023 passed on December S 2023 toe\ Further review of Wish list, with the objective of Identifying Best Use of ARPA (American Rescue Plan Act) Funds. r Possible capital expenditures have included broadband upgrades, (the county is working on this - currently getting quotes to expand broadband (Dryden and Caroline are using some funds to extend fiber in their towns)) road upgrades, water and sewer upgrades (Joel has a report detailing water/sewage upgrades), solar arrays, etc. ARAPA funds have to be committed by the end of 2024, and the work completed by the end Of 2026. Part of the funds have already been committed to the IT upgrades. Also under consideration: • ADA compliance for Town Hall • Adding rest rooms at the park - park upgrades • Security upgrades at Town Hall • Heat pumps at Town Hall • Cross walks to the bus stop on 96B • Acustic issues in the Town Hall Meeting room • Codification of town laws Hansen and Larkins have volunteered to investigate some items and get quotes. Discussion ensued regarding the condition and status of the property next to the Town Hall. ii.Discussion of Next Meeting Agenda If any new applicants for open positions come in - that will be added to the next meeting agenda.
