Interviewing for Planning Board opening
1.Meeting Called to Order at 10:09 by Supervisor Gagnon
2.Additions/Deletions
Gagnon suggested reviewing minutes and Connors stated her desire to do so at the next
meeting. Board members decided to move section 2.2 (“Further Consideration of
Appointments to Fill Vacancies”) to the end of the meeting. No other additions or
deletions made.
2.1 Jacob Colbert Interview (Planning Board)
Connors asked if Colbert has attended Planning Board meetings and he replied he
had. She asked him to speak a bit about his statement on his application to keep the
town small while also continuing to have growth. He stated that he grew up here,
wishes to wants to develop the Hamlet while preserving farm land. Hunter expressed
how often people say they support growth and thus want to make it so folks can sell
their land – but this doesn't support keeping Danby rural. Colbert replied that he
agrees with the importance of containing growth and that he supports zoning laws.
Connors inquired about his availability and his work, and he replied he has the time
to join the meeting and that he works for Bolton Point Water System. He has lots of
experience working with infrastructure and different municipalities. Hunter asked

about his experience working in teams and through conflict and differences. Colbert
responded that he does it every day at his job, likes working with teams, and seeks to
find a way to incorporate various ideas, promote one another, and compromise in
order to get to the end result. Gagnon asked if he has reviewed the Comprehensive
Plan and if he is available for the training hours required. Yes, he has looked at it
some, but needs to dive in deeper and is able to do training. Gagnon asked what his
skill level at writing and crafting language is and Colbert replied that would probably
not be his best skill set but he’s happy to learn. Then there was a short discussion on
the importance of accurate and precise language especially from a legal perspective,
in work for the Planning Board. Colbert than responded to Connors that his Internet
connection is good, and that in his observation, the Planning Board meetings seem to
go mostly smoothly, albeit with a fair amount of repetition. After that the board
discussed his family farm a bit with him and Gagnon noted that the agricultural
community has been largely underrepresented in the town.
3.Privilege of the Floor
3.1.Ronda Roaring requested that Jacob Colbert’s resume be linked to the agenda. She
questioned if new members to the Planning Board can start as “trainees” and only
acquire the ability to vote until they have completed their requisite training and been
“voted in.”
3.2.Ted Crane agreed with Roaring and offered the method of having “alternate members
of the Planning Board.” He also inquired about the status of the Town Clerk.
Supervisor Gagnon replied the Town Clerk has not given a written resignation and
currently has COVID. The Deputy Clerk is present.
4.Business
4.1 Bid Opening
Super visor Gagnon opened the one bid received from JB Excavation Services for
$98,000. Gagnon asked if that was in the expect range and Shipmen replied that it was,
although perhaps a little high. Gagnon then provided an over view of the project, which
is for the replacement of a culvert on Jersey Hill Road, which is currently in a state of
near collapse. The Town received a grant for the work but implementing and
administering the grant would have cost more than the actual work itself. The Town
therefore decided to use CHIPS money for it.
4.2 Possible Awarding of Bid
After reviewing the bid, Shipman reported that it looked good, and aligned with
expectations in terms of cost (perhaps a little higher). He commented that it included
all the materials except the pipe, and that using JB would save money as he’ll bring
materials from his own quarry. He speculated that if things dry up a bit, they may be
able to finish the work by the end of the year.

Discussion: Gagnon asked if this put us over the attorney line? Laura Shawley
answered that she didn't get to do the account analysis, but in the next meeting
they’ll do a budget transfer. They are likely over the attorney line but will do an
analysis for the next meeting. Conners asked if the senior line needed to be removed
or replaced, and Shawley responded that she will take care of it with the accounting
software.

5.Further Considerations of Appointments
Supervisor Gagnon wondered if the Town Board could discuss the appointment of the
vacant Town Board position during executive session. It was agreed that such could
be down for the Planning Board. Regardless, the Board decided they would discuss
the Town Board appointment at the next meeting, but felt ready to discuss the
Planning Board appointment at the current meeting.
