3. Privilege of the Floor
3.1. Justice Garry Huddle read a statement about the behavior of Town Clerk Janice
Adelman regarding the Workplace Violence Committee Meeting at which Theresa
Klinger (Town Justice) and Diane Gair (Court Clerk) were present on 19 October to
discuss placement of the security cameras. Huddle also brought up the incident
from the 21 September public meeting when unmasked attendees at the meeting
caused a disturbance to the Town Board meeting and Adelman called the TC
Sheriff's Department regarding the public disruptors.
3.2. Klinger and Gair asked to go into executive session. The Board members
responded that they did not think an executive session was warranted. Klinger said
she was prepared to read a statement instead. She was told to go ahead and did
so.
3.3. Dick Ho0se, with whom the town has a contract for lawn mowing, remarked that
he has not been paid on time (which he defined as within 15 days of submitting an
invoice) for some time.
3.4. Sarah Schnabel, resident. Commented on town hall officials' access to security
cameras placed on town-owned property. Also, she pointed out that committee

meetings need not be recorded nor have minutes; only official boards and
committees. Schnabel also questioned whether someone could walk through the
IT portion during that point in the meeting.
4. Correspondence
4.1. Leslie Connors discussed a connection with a resident regarding comments made
back and forth on the Danby South Hill Facebook page following David West’s post
on the open board/committee positions. The commenter suggested that the Town
Board only appoints friends to the open positions.

6.3.1.Waiting to hear about grant request with Tompkins County
6.3.2.PB heard 2 applications and approved subdivision and site plan for new
home; started review of an application to subdivide.
6.3.3.BZA had one of the shortest meetings in memory. Variance application
for small lot for a garage proposed to be closer than allowed to lot line.
6.3.4.Wrapping up negotiations for contracts on the solar farm. Reached
agreement on decommissioning plan. As soon as this is signed project
will be able to move forward.

8.1.8.Derek Dougherty, a volunteer firefighter, was granted time by the board
to inquire about any particular skills or experience that the Board is
looking for or if there is anyone in particular that the board has in mind
for the vacant position. Councilperson Connors noted qualities such as
listening to residents, person that would complement the rest of the
board.
8.2.Review of Proposed Constraints on Cannabis Sales/Consumption Sites
8.2.1.Planner West reviewed initial points previously discussed
8.2.2.Further discussion will continue in future meetings.
8.3. Resolution 208 of 2022 to Adopt Sexual Harassment Policy

8.4. Review Application/Appointment Procedure
8.4.1.This was already set in terms of vacancies to be filled have a deadline to
apply by Nov 14; applicants will be invited to inter view for the vacant
seats at the second regular business Town Board meeting.
8.4.2.Two places where Councilperson Connors requested two edits. Leslie
will resend her suggestions and will vote on this next time.
