5.1. Water District Tentative Budget Review and Town-wide (General and Highway)
Tentative Budget Presentation
5.1.1. Ben Coakley presented with background info regarding the water rate that
had not been changed since the Water District formed in 1968. This year,
the water district reduced the taxes and increased the water rate. However,
thus far the revenues are falling short of what was projected and budgeted.
5.1.2. Marrell Cortright provided additional comments.

5.4.Town Planner
5.4.1.Planning Board Business:
5.4.1.1.Approved subdivision of 204 German Cross Road
5.4.1.2.Heard subdivision request at 1496 Coddington Road along with a
Site Plan Review for a home on that lot
5.4.1.3.Heard request from Norbut Solar to adjust site plan conditions.
5.4.2.Groundbreaking on the Norbut Solar Project is nearing; may happen this
week if there is agreement for the final pieces of the contract for
decommissioning. However, Norbut also said they would walk away from
the project because of some of the requested requirements; they did come
back from that.
5.4.3.West walked with CAC members on a parcel with about 100 acres on
Comfort Road as a potential conser vation easement.
5.4.4.Working with Engineers to develop water and wastewater survey
5.4.5.Expected upcoming BZA and Planning Board meetings
5.4.6.Last month was the first meeting back in-person which seemed to go well.
5.4.7.Lawsuit regarding SEQR was dismissed.

7.1. Broadband Next Steps Discussion with Jeff Lang
7.2. Review of Proposed Constraints on Cannabis Sales/Consumption Sites
7.3. Budget Activity – how do we get from here to prelim?
7.3.1. Everyone who wants to will come present their budget needs. Who will be
invited and when?
7.3.2. Schedule meeting for next Wednesday the 12th for Court, Town Clerk,
Planning, Code, Highway at 6pm
7.3.3. Library, Jennings Pond, DCC, Seniors, DCPA, and the rest of A Fund for the
Board meeting on the 19th
7.3.4. Schedule Final Budget meeting for review at the next Board meeting
7.4. Review of Water/Wastewater Hamlet Sur vey
7.5. Sketch Plan Conference for Planned Development Zone Proposal by Tomo Shibata
7.5.1. The Board concluded that the area proposed is not appropriate for eight
houses given the size of the parcel as well as the distance from the hamlet
core.
7.6. Resolution in Bank Form Authorizing Truck Purchase Financing

Be it resolved by the Governing Body of Obligor (Town of Danby, NY) as follows:
1.Determination of Need. The Governing Body of Obligor has determined that a
true and very real need exists for the acquisition of the Equipment described
on Exhibit A of the Installment Purchase Contract dated as of October 3, 2022,
between Town of Danby, New York (Obligor) and KS StateBank (Obligee).

2.Approval and Authorization. The Governing Body of Obligor has determined
that the Contract, substantially in the form presented to this meeting, is in the
best interests of the Obligor for the acquisition of such Equipment, and the
Governing Body hereby approves the entering into of the Contract by the
Obligor and hereby designates and authorizes the following person(s) to
execute and deliver the Contract on Obligor’s behalf with such changes thereto
as such person(s) deem(s) appropriate, and any related documents, including
any Escrow Agreement, necessary to the consummation of the transaction
contemplated by the Contract.
