3.1.Ronda Roaring indicated that she had read the proposed resolutions from
the AOT: some things she really liked including allowing Towns to set
speed limits on town roads, and allowing for virtual meetings permanently;
for the other resolutions she had no opinion. She asked the Town Board to
give considerable consideration of the speed limit resolution as it would
be good for the town.
3.2.Ted Crane stated that he had no idea what’s going on in today’s meeting.
Although he had been able to load the agenda earlier today, over the last
half-hour on two different computers he has been unable to load it. Crane
wanted to note for the record that the website is extremely selective as to
who it will show the agenda to and under what conditions.

5.2.1.Filed new local law on zoning
5.2.2.PB and BZA had no applications this month; both committees had
2-hour trainings covering half of their required yearly training
5.2.3.Application received for Site Plan Review on Durfee Hill
5.2.4.Application received for BZA on Coddington Road.
5.2.5.Planned work for the year including getting feedback for the
5.2.6.Norbut Solar Farm update: third party consultant reviewed the
wetlands; found significantly more than the 2 previous consultants
hired by Norbut. First wetlands delineator only found 2 federal
wetlands; TC Water Resources Committee has significantly larger
amount of wetlands mapped for that area. While West hired an
external consultant, Norbut had a 2nd consultant who found all of
the wetlands the county had found. In a holding pattern for next
steps because they can’t go back out until snow melt in March or
April; additionally questions arise due to the newest review of
wetlands.
5.2.6.1.Gagnon noted that he is not sure that placing solar
panels in a wetlands is something that is possible as the city
of Ithaca had considered it. Wanted to hear what Board thinks
about possibility of building in the wetlands
5.2.6.2.Most of the Board wanted to do more research
around it before making any real decisions regarding
implications for installing solar panels in the wetlands
regarding destroying the habitat or providing additional
shade.
5.2.6.3.Will refer to the CAC
5.2.7.Working on the first round of small edits to the zoning code; some
admin things recommended by the county; knowing not ever done
with it. Wanted to check in with light industrial zone. There is nothing
for industry with more than 5 employees—makes sense in
Commercial C-all old warehouse or semi-industrial spaces. Was
approached by someone doing very low-impact light industrial use
will be forthcoming at next meeting.

7.3.3.Found appendix Two confusing. What’s missing is any
description of the applicant requests under “dates of observance
requested” EG, provide description of flag and why want to fly it.
Or just move up the table section with the statemnt to read what
sarah had suggested.

7.5. Procurement Policy
7.5.1.Ulysses has a nice procurement policy and would be nice to
review that and revise ours to be in line with what prior approval is
needed and provided definitions.
7.5.2.Connors volunteered to work on it with
7.5.3.This sounds more of an overhaul. Can we discuss the multiple
options with board at the next meeting?
7.5.4.Will get comptroller examples, get staff feedback , then come
back to next month’s agenda.

7.7. Town Board Rules of Order
7.7.1.1.Discussion around the need for correspondence.
Schnabel noted that most correspondence appears as an
extension of privilege of the floor and requested it be
deleted. Other board members spoke about the need to
keep correspondence separate as it is not always

instead have General Business.

7.8. Town Hall Meeting Room Use Policy
7.8.1.Change other uses... to 2. Request for Use of the Meeting Room

for other than Danby municipal meetings.
7.8.2.Letter C would then become number 3 in the list.
7.8.3.Where is the policy that describes DCC as part of the Town
meetings?
7.8.4.Woodworth suggests tabling this and bringing back. Schnabel
noted that the DCC dosen’t need to be explicitly mentioned in this
policy as it would be in their contract.
7.8.5.Perhaps in organizational resolutions we have a list of groups
that are pre-approved to use the meeting room, such as CCE,
DCC, library, town group, park association, danby seniors, but need
to schedule with Town Clerk.
7.8.6.Add policy enacted on feb 8, 1999.

8.2. Appointment to Tompkins County Animal Control Advisory Board
8.2.1.This Advisory Board hasn’t met in the last 4 years, due to
COVID. New contract will be upcoming.
8.2.2.Likely involves meetings during contract negotiation time to
revise the contract. Gagnon spoke to Jim Bordeau about it and
most of the towns have Suprevisor as Advisory Board member,
though it would make sense that it is the clerk/dog control point
person.
8.2.3.SPCA is the animal control agency for Tompkins County
