TOWN BOARD MINUTES

The regular meeting of the Town Board of the Town of Danby
was held at the Town Hall at 8 : 00 P . M . Thursday , May ,'Ic 1967 .

Board Members Present : Supervisor James H . Cortright , Councilmen
Donald Makie , Donald Barber , Justices
Floyd Dorn and Moses Peter .
• Also Present : Highway Superintendent Chaffee , Zoning Officer
Hatfield , and Neil Nelson , Francis Wright ,
• -John Myers , Alfred Schoneman , Ted Merritt and
Mrs . Nan Webber .
Supervisor Cortright called the meeting to order . Minutes
of the March meeting were read and approved .
COMMUNICATIONS
1 . From Finger Lakes State Parks Commission re : Application
forms and procedure for municipal projects under the Outdoor
Recreation Development Bond Act .
2 . From architect Bagnardi re : Town Office Building and
Town Barn .
3 . From Danby Fire Commissioners re : Use of former Danby
School site for the new Fire House .
4 . Official permission for use of District I voting machine
the Ithaca School District election .
' 5 . Letter from Fred Thayer , resignation from Danby Planning Board .
6 . Department of Agriculture and Markets re : Night QUatantine
on dogs from April 1 , 1967 to March 31 , 1969 .
PRIVILEGE OF FLOOR
Moses Peter discussed removal of junk cars when Community
Council sponsors Danby Clean-up on May 13 . Community Council
will spot these cars and let the Town Board know .
Alfred Schoneman asked if anything had been done regarding
West DAnby playground . Councilman Makie said they did inquire
of these residents but no interest at this time . He feels with
more - development after the Water District , there will be more
interest . The Town Board will have to make the move on this .
Mrs . Webber brought up for discussion the number of fires
in the Town , and no oneis available to drive the fire truck .
Supervisor said this is the responsibility of the Fire Commissioners
but he ^till speak to the County Fire Coordinator .
Neil Nelson , for a new Citizens , Action Committee , outlined
the possibility of building a community center without tax
money . He asked that the town provide the land with possible
sites on Gunderman Road , Corner of Danby and Hornbrook Road
and the Locke property on -* the Bald Hill Road .
- Makie feels the site by Jennings Pond could be approached
• by Land and Conservation Act money .
Supervisor Cortright explained that money from the State
Outdoor Recreation Development Bond Program and Federal Land
and Water Conservation Foundation could not be used to develop
areas restricted in use to persons of one community . However ,
a community center located next to such*la recreation area could
use the latter ' s parking lots , ball diamonds and picnic areas
thus reducing the amount of money to be raised by the community
group .
Neil presented plans and cost estimates for a community
center , from the Community Council .

Highway - none

Fire - none
Cemeteries - Dorn reported that he will negotiate with Mr .
Huttunen regarding finishing of Peter Cemetery
and with Mr . Dobson expressing his interest
in working on the cemeteries .
Insurance - none
Youth - Barber reported youth have started using Danby School .
OLD ,BUSINESS
Superintendent Chafffee of Town Highway Department reported
the new highway truck has been received . Few roads have
. been posted . ,Discussion followed on relocation of road
by Pointed .Rocks to the town _gravel bed . Supervisor in
agreement with , only that the Pointed Rocks must be pre -
served from historical standpoint .
Zoning Officer Hatfield reported started Junk Car Law cam-
paign and reports about 50% willing to cooperate .
Planning Board _ no one present
Appeals Board - no , one present
Assessors - no one present
Jennings Pond = more fill and dress needed on dike .
Troy Road Junkyard and Sanitary Land Fill - negotiations near
completion .
West Danby Water District - meeting set up with Engieeer and

Attorneys to go over boundaries .
Access Road to Water Tank - still negotiating .
Danby School - Board had a successful meeting with William
Banner . School is in use - - 17 boys on Monday .
NEW BUSINESS
Planning Board Chairman - Makie made the motion to appoint
Joseph Short Chairman of the Danby
Planning Board . Seconded by Barber

Planning Board Vacancy - Peter made the motion to appoint Dr .
Wendell Bryce to fill the unexpired
term of Fred Thayer on the Danby
Planning Board . Seconded by Makie .
5 ayes , 0 noes , carried .
Application for Federal and State Funds -
Makie moved to empower Supervisor Cortright to fill out
forms requesting for Federal and State Funds to develop
land for recreational use in West Danby and the Jennings
P ond area with a section of property north of Jennings
P ond and east of Bald Hill Road on property owned by
Wesley C . Locke to be purchased by the Town .
S econded by Barber . 5 ayes , 0 noes , carried .
Clerk to advise planning board as to their thinking at this
point , regarding larger recreational area suitable in West
Danby .
Tentative Equalization Rate - Supervisor reported 47% .
Highway Trucks for Danby Clean=up - Superintendent Chaffee
is in agreement that the , trucks be
used and employees drive .
Peter moved that the drivers be paid from the General
Fund . Seconded by Barber . 5 ayes , 0 noes , carried .
Peter made he m t�� ' ne otiate an agreement with
Autosalvag° ,� a w ng w h Community Council in an
effort to spot these and have Town Board approval .

Private Telephone - Town Barns - Makie moved to have a private
telephone installed at the
Town Barns . . Seconded by Peter .

William Bergman Estate - Board agreed to pay the William
Bergman estate for the first
quarter of 1967 , Assessors Salary .
Letter from Fire Commissioners - Clerk to write the Fire
Commissioners quoting the motion
made at a meeting of Town Board
at the time purchase of the Danby
School property was considered .
Voting Machine - Peter moved that the Ithaca School District
be allowed to use the District I voting
• machine for the May 2nd school election .
Seconded by Makie . 5 ayes , 0 noes , carried .
Justice of the Peace sign- Peter asked about a Justice sign .
Makie advised to obtain costs .
Highway Bills - Barber moved to pay Highway Bills #36 through
#41 totalling $654 . 07 as listed on Warrant 4 .
Seconded by Dorn . 5 ayes , Onoes , carried .
General Bills - Makie moved to pay General Fund Bills #43
through #56 totalling $1 , 984 . 67 as listed
on Warrant 4 . Seconded by Peter . 5 ayes ,
0 noes , carried .
Supervisor ' s Report e Peter moved to accept the Supervisor ' s
Report for March . Seconded by Barber .
