HomeMy WebLinkAbout2024-01-09 Fire District Meeting Minutes PRELIMINARY DANBY FIRE DISTRICT MINUTES OF THE REGULAR EETING January 9, 2024 Commissioner Westmiller called the regular meeting to order at 7:22 p.m. ATTENDANCE: COMMISSIONERS: OFFICERS: Katherine Anderson (Absent) Kevin Faehndrich (Absent) Joseph Freedman Charlotte Griggs Wayne Westmiller Bonnie Hart, Treasurer Sharon Gaden, Secretary, Deputy Treasurer John Gaden, Danby Fire Chief Robert McCray, West Danby Fire Chief PUBLIC: Call to Order Pledge of Allegiance Minutes: Preliminary minutes for December 19, 2023, regular meeting were sent to the Town Clerk on December 31, 2023, for posting to Town’s website and posted on District Website. Commissioner Freedman moved to approve the minutes of the December 12, 2023, regular meeting and December 26, 2023, regular meeting. Motion seconded by Commissioner Griggs. Motion carried 3 yes 0 no. Treasurer’s Report: • Bank statements reconciled • NYS 45 Q4 completed and electronically transferred 1/10/24 • 941 Q4 completed • 4th Qtr. Payroll Audit submitted to PERMA • Annual Report on Revenue and Expenditures of Foreign Fire Insurance Premiums – forwarded to Department treasurers. • Equipment and Fuel Reports emailed to Chiefs and Secretary • Balance Sheet and Profit and Loss reports emailed to Commissioners, Chiefs and Secretary • Updated phone list emailed • Ace Security – Repair Doors $1400 Keyed master, Core and District key. To have the numbers on file to make more if needed. • Started submitting information to Auditor Abstract 12 - D $ 3,964.88 349-357 1 – A $17,146.42 1 – 15 1 – B $280.32 16 - 18 Commissioner Freedman moved to accept the Treasurer’s Report. Motion seconded by Commissioner Griggs. Motion carried 3 yes 0 no. Communications: • Email from PERMA on 2023-2024 Volunteer Fire Infrastructure & Response Equipment Grant • Email from PERMA Injuries in the Line of Duty • Email NYS Archives LGRMIF Grants Kickoff Meeting (cancelled) • Email from PERMA with quarterly claims report • Email NYS Archives local government newsletter • Email from PERMA Winter Safety Webinar • Email from PERMA reminder on applying for firefighter grant • January Danby News Privilege of the Floor: NONE APPROVAL OF BILLS: Commissioner Freedman moved to pay the vouchers as audited and approved on Operating Account Abstract 12-D $3,964.88 claims 349 – 357, Abstract 1-A $17,146.42 claims 1 - 15 and Abstract 1-B $280.32 claims 16 - 18. Motion seconded by Commissioner Griggs. Motion carried 3 yes 0 no. CHIEF’S REPORTS: WDFC: (Chief McCray) • Written report for December was received. • SCBA air pack was repaired by Jerome under warranty • Station usage: 01/26/24 by J. Warner and L. Barton for birthday party; 02/03/24 for Bingo as a fundraiser; 02/25/24 by K. McCray for birthday party. Commissioner Westmiller moved to accept station request usage as follows: 01/26/24 by J. Warner and L. Barton for birthday party; 02/03/24 for Bingo as a fundraiser; 02/25/24 by K. McCray for birthday party. Motion seconded by Commissioner Griggs. Motion carried 3 yes 0 no. DVFC: (Chief Gaden) • Written report for December was received. • 1 member voted in as probationary member, Connie Sczepanski, by membership. Letter received from Secretary Gaden • 1 member enrolled in EMT class has passed, other 4 our still need to take test. • Soap dispensers were purchased by Fire Company and installed in both restrooms. Commissioner Westmiller moved to accept Connie Sczepanski as a new member, no physical necessary for support member. Motion seconded by Commissioner Freedman. Motion carried 3 yes 0 no. COMMITTEES: PURCHASING: NONE BUILDING/GROUNDS: • Commissioner Westmiller is contacting roofing company regarding leaks GRANTS: NONE INSURANCE: • Commissioner Freedman will check with PERMA/Bailey Agency about rehab charges. • Insurance representatives are going to discuss Cancer and EAP coverage on February 5th with all members and commissioners TECH: NONE TRUCKS: NONE TOWN BOARD: • Commissioner Freedman stated we hope to receive the tax levy by February 15, 2024. • Discussion held on solar credits RECORDS: • Secretary read a list of those members and commissioner needing to submit proof of attending the mandatory OSHA training POLICY: NONE MEMBERSHIP/TRAINING: NONE LONG RANGE PLAN: NONE AUDIT: • Audit is being worked on. BUDGET: NONE OLD BUSINESS: NONE NEW BUSINESS: NONE APPROVALS of TRAININGS, ITEMS OR SERVICES TO BE PURCHASED: Commissioner Westmiller moved to approve purchase from James Publishing of 1 printed District Officer’s Guide and 1 digital copy for $280.50. Motion seconded by Commissioner Griggs. Motion carried 3 yes 0 no. Commissioner Griggs moved to approve up to $500.00 for office supplies from Staples for Treasurer and Secretary. Motion seconded by Commissioner Freedman. Motion carried 3 yes 0 no. Commissioner Freedman moved to approve 1 year renewal through Go Daddy for domain for $38.28. Motion seconded by Commissioner Griggs. Motion carried 3 yes 0 no. Commissioner Westmiller moved to approve annual subscription to KNOX Cloud Management for 2 devices. Motion seconded by Commissioner Griggs. Motion carried 3 yes 0 no. Commissioner Freedman to approve the repair of the Northeast door in the meeting room and the front door (keyed master, core and district key) by Ace Security for up to $1,400.00. Motion seconded by Commissioner Griggs. Motion carried 3 yes 0 no. Commissioner Westmiller moved to approve the payment of 6 invoices @ $212.00 each received from Bangs Ambulance for rehab at barn fire. Motion seconded by Commissioner Freedman. Motion caried 3 yes 0 no. Commissioner Griggs moved to approve up to $500.00 for the repair of 401’s wheel chock holders and diamond plate by Admiral Specialty Vehicles. Motion seconded by Commissioner Freedman. Motion carried 3 yes 0 no. Commissioner Freedman moved to approve up to $13,520.00 for the purchase of 4 portable radios and chargers from Tompkins County Department of Emergency Response as requested by Chief Gaden. The 4 radios and chargers were in the Chief’s equipment budget for 2024. Motion seconded by Commissioner Westmiller. Motion carried 3 yes 0 no. Commissioner Freedman moved to approve up to $1,000.00 for the purchase of a laptop and to transfer data from current laptop for Chief Gaden. Purchase Approval Form must be completed and submitted. Motion seconded by Commissioner Westmiller. Motion carried 3 yes 0 no. Commissioner Griggs moved to approve the payment of the invoice from Chamberlain Climate Control for $528.58 for repair of West Danby’s refrigerator. Motion seconded by Commissioner Westmiller. Motion carried 3 yes 0 no. Commissioner Freedman moved to approve up to $19,330.00 for the purchase of 6 portable radios and 1 six bay gang charger and a single car charger from Tompkins County Department of Emergency Response as requested by Chief McCray. 4 radios were in the Chief’s equipment budget for 2024. Motion seconded by Commissioner Griggs. Motion carried 3 yes 0 no. Commissioner Westmiller moved to approve up to $200.00 for food for joint training, including commissioners, on February 5th with insurance representatives from Baily Agency and McNeil Insurance to be speakers. Motion seconded by Commissioner Griggs. Motion carried 3 yes 0 no.
