HomeMy WebLinkAbout2023-05-23 Fire District Meeting Minutes PRELIMINARY MINUTES OF THE REGULAR MEETING May 23, 2023 Commissioner Westmiller called the regular meeting to order at 7:03 p.m. ATTENDANCE: COMMISSIONERS: OFFICERS: Katherine Anderson (Absent) Kevin Faehndrich ) Joe Freedman Charlotte Griggs Wayne Westmiller Bonnie Hart, Treasurer Sharon Gaden, Secretary, Deputy Treasurer John Gaden, Danby Fire Chief Robert McCray, West Danby Fire Chief PUBLIC: NONE Bid openings: • Lawn mowing: Requests for proposals was published in the Ithaca Journal. Received one proposal from WeMow to mow West Danby station at $76.80 per mow and $69.45 to mow Danby station per mow. Commissioner Freedman moved to accept both proposals from We Mow, seconded by Commissioner Griggs, Motion carried 4 yes 0 no. • West Danby Heating System: Request for proposals was published in the Ithaca Journal. No proposals were received. Commissioner Westmiller will search for additional companies to request proposals from. • Danby Station Roof Repair/Replacement: Request for proposals was published in the Ithaca Journal. 2 proposals were received: Hale Roofing quote was $98,500.00 and JD Ferro Roofing Company quote was $135,725.00. Commissioner Faehndrich moved to accept the proposal from Hale Roofing, seconded by Commissioner Westmiller. Motion carried 4 yes 0 no. Minutes: Preliminary Minutes for April 11, 2023, Regular Meeting were sent to the Town Clerk on April 17, 2023 for posting to the Town’s website. Commissioner Freedman moved to approve the minutes of the April 11, 2023, Regular Meeting. Motion seconded by Commissioner Faehndrich. Motion carried 4 yes 0 no. Meeting scheduled for May 9, 2023, was not held. Only 2 commissioners were able to attend. Treasurer’s Report: • Emailed Balance sheet and Profit and Loss to Secretary and Commissioners and Chiefs • Equipment and Fuel Report emailed to chiefs and Sharon • Bank statements reconciled. • Electric – Solar Billed and paid through End of January 2023. Corrections were requested. • Audit with Insero has gone through second partner review, is complete, asked for 5 copies • They will send a final draft and a management representation letter to Joe. • Internet restored in West Danby • Pest Control to resume regular service. • Kinsley Quote $2431.04 • Milage to AFDSNY Conference May 18th – 186 miles • Quickbooks Desktop has been updated • Talked at conference about delivery of high dollar value deliveries. o Have items checked off and signed for when received. o Have items checked and signed off by a second person when they are received at the Fire Station. o There are 2 bills up for vote to have Fire District votes at the same time as School Budget Vote. Seniors have a hard time getting out to vote. Motion seconded by Commissioner Faehndrich. Motion carried 4 yes 0 no. APPROVAL OF BILLS: Commissioner Westmiller moved to pay the vouchers as audited and approved on Operating Account Abstract 4-C $13,554.43 claims 92 – 106; Abstract 5-A $23,449.32 claims 107 – 123 and Abstract 5-B $2,054.72 claims 124 - 130. Motion seconded by Commissioner Griggs. Motion carried 4 yes 0 no. DeLano rescinded her application to join the Fire Department. • D. Perry request to enroll in Firefighter Self Rescue class in Corning. • Internet is not working, only allows 4 to be connected. Discussion held. Chief McCray to contact Verizon to inquire about additional users • Needs to research programmer for key fobs • Has 2 prospective members and turned in applications and forms to Secretary for background checks. • D. Perry and Sh. Wendt completed Pump Ops; Sh. Wendt completed Rescue Tech Basic; Chief McCray completed Modern Behavior class • Admiral installed siren in personal vehicle of 1462. • Dovi Motors says we are not eligible for State pricing. Chief McCray will call Basil Motors (tabled) Commissioner Westmiller moved to accept Howard VanEtten, pending a physical, as a member. Commissioner Faehndrich seconded. Motion carried 4 yes 0 no. Commissioner Westmiller moved to accept training request by Devin Perry to attend Firefighter Self Rescue class in Corning, New York, after receiving proof of successfully passing class to reimburse for milage of $218.40. Commissioner Griggs seconded. Motion carried 4 yes 0 no. Commissioner Westmiller moved to pay Admiral Specialty Vehicles $150.00 for the installation of a siren in the personal vehicle of Assistant Chief VanEtten (1462). Commissioner Freedman seconded. Motion carried 4 yes 0 no. DVFC: (Chief Gaden) • Written report for April was received. • Received letter from Secretary of the Fire Company, 2 new members were accepted as probationary at the May 8th Fire Company Business Meeting: Abigail Ives and Arial Ruiz • Request for the following training was received: G. Jakubson Behavioral Health & Substance Abuse through NYS Department of Health at Enfield Fire Department on May 13, 2023. Does not need require reimbursement. D. Dougherty for Pump Ops at Enfield Fire Department 7 classes. Requesting reimbursement for mileage of $118.30. • HSC will be at Danby station on June 6th for annual maintenance • Gutters were cleaned out on May 22, eave troughs are sagging, hole by sire where birds are getting in. Discussion held • Signs in parking lot were reinstalled, spaced far enough a part to allow for plowing of snow. • Kitchen was cleaned, back of station was cleaned out. • Dry Hydrant is still on hold • Need one more quote for security camera system Commissioner Westmiller moved to accept Abigail Ives and Ariel Ruiz as members pending physicals. Commissioner Faehndrich seconded. Motion carried 4 yes 0 no. Commissioner Faehndrich moved to accept training request by G. Jakubson with no reimbursement requested. Commissioner Westmiller seconded. Motion carried 4 yes 0 no. Commissioner Freedman moved to accept training request by D. Dougherty’s for reimbursement for mileage at $118.30. Commissioner Griggs seconded. Motion carried 4 yes 0 no. COMMITTEES: PURCHASING: • Chief Gaden requested to purchase 1 pair of fire boots from Ward’s at the cost of $350.00. Commissioner Freedman made a motion to approve the purchase of 1 pair of fire boots from Ward’s at the cost of $350.00. Commissioner Griggs seconded. Motion carried 4 yes 0 no. • Chief Gaden requested to purchase 10 tools (spanner wrenches etc.) and 10 SCBA bags from the Fire Store at the cost of $780.00 +. Commissioner Freedman made a motion to approve the purchase of 10 tools and 10 SCBA bags from the Fire Store at a cost not to exceed $780.00. Commissioner Griggs seconded. Motion carried 4 yes 0 no. • Ward’s picked up bunker pants to hem them, it will be approximately 4 to 6 weeks. • June 17th Ward’s will be doing annual flow test of all SCBAs starting at 8:00 a.m.. BUILDING/GROUNDS: • Discussion held on quote from Kinsley to repair generator at West Danby station. Commissioner Freedman moved to accept quote from Kinlsey in the amount of $2,431.04 to repair the generator at the West Danby station. Commissioner Westmiller seconded. Motion carried 4 yes 0 no. • May 30th Alarm Tech will be doing annual testing on alarm systems at both stations. • Town of Danby Planner requested to use the stations for Town “gatherings/dish-to-pass” Commissioner Westmiller moved to accept the request of the Town of Danby Planner to use both Danby and West Danby stations for a “gathering/dish-to-pass”. Commissioner Faehndrich seconded. Motion carried 4 yes 0 no. • Discussion held on moving funds back into Building Reserve from the West Danby Renovation Project. Commissioner Westmiller moved to approve the balance in the West Danby Renovation account of $7,596.22 to the Building Reserve Account. Commissioner Griggs seconded. Motion carried 4 yes 0 no. GRANTS: NONE INSURANCE: • Commissioner Freedman reported he and Treasurer Hart met with Jeremy Boylan from Bailey Place Insurance. They represent 15 fire districts. Discussion held. Insurance Committee recommends moving to Bailey Place Insurance. Commissioner Faehndrich moved to follow the recommendation of the Insurance Committee to change insurance agents to Bailey Place Insurance. Commissioner Griggs seconded. Motion carried 4 yes 0 no. TECH: • Password to look at District website was sent to all Commissioners. Discussion held on things noted. (tabled) • Chief Gaden would like to change his email to Danbychief@danbyfiredistrict.org. Discussion held on forwarding any emails sent to his present email to his new email and an automatic response to let contacts know of the change in address. TRUCKS: • Chief Gaden and Chief McCray were given last year’s request for proposals for the hose, ladder, pumps and hard suctions units and the annual maintenance truck and pump proposals to review and return to Secretary to send out for proposals. • West Danby is working on specs for a new 1421 TOWN BOARD: NONE POLICY: NONE RECORDS: • Discussion held on literature received from Guthrie Medical to perform OSHA compliant physicals. Commissioner Westmiller moved to allow Guthrie Medical to be used for physicals as necessary as a back-up place to send members for physicals. Commissioner Freedman seconded. Motion carried 4 yes 0 no. MEMBERSHIP/TRAINING: • Physicals for all active members is set for June 26, 2023 at 5:00 p.m. LONG RANGE PLAN: NONE AUDIT: • Commissioner Freedman reported audit has been completed. BUDGET: • Will be starting workshops in June OLD BUSINESS: • Chiefs requested tags for inventory. Commissioner Faehndrich moved to purchase 2500 inventory tags not to exceed $1,051.00. Commissioner Westmiller seconded. Motion carried 4 yes 0 no.
