HomeMy WebLinkAbout2023-06-13 Fire District Meeting MinutesPRELIMINARY DANBY FIRE DISTRICT MINUTES OF THE REGULAR EETING June 13, 2023 Commissioner Westmiller called the regular meeting to order at 7:00 p.m. ATTENDANCE: COMMISSIONERS: OFFICERS: Katherine Anderson Kevin Faehndrich Joe Freedman Charlotte Griggs Wayne Westmiller Bonnie Hart, Treasurer Sharon Gaden, Secretary, Deputy Treasurer John Gaden, Danby Fire Chief Robert McCray, West Danby Fire Chief PUBLIC: NONE Call to Order Pledge of Allegiance Minutes: Preliminary Minutes for May 23, 2023, Regular Meeting were sent to the Town Clerk on June 5, 2023 for posting to the Town’s website. Commissioner Freedman moved to approve the minutes of the May 23, 2023 Regular Meeting. Motion seconded by Commissioner Anderson. Motion carried 5 yes 0 no. Treasurer’s Report: • Emailed Balance sheet and Profit and Loss to Secretary and Commissioners and Chiefs • Equipment and Fuel Report emailed to chiefs and Sharon • Bank statements reconciled • Audit with Insero is complete • Audit from Insero delivered and received to Danby Town Clerk • Audit emailed to NYSO State controllers • Internet restored in West Danby • Funds moved back to Building Reserves from Danby Renovation Project as approved 5/23/23 • TRIAD Grant deposited 6/8/23 • Inventory tags are in. • New email set up for Danby Chief – danbychief@danbyfiredistrict.org • To date received on notice of interest for RFP on Audit Encumbered: Abstract 5-C $949.08 Abstract 6-A $13,527.37 Abstract 6-B $556.14 Commissioner Westmiller moved to accept the Treasurer’s Report. Motion seconded by Commissioner Griggs. Motion carried 5 yes 0 no. Privilege of the Floor: NONE CHIEF’S REPORTS: WDFC: (Chief McCray) • Written reports for April and May were received. Will contact representative from Data Demon • Request for station usage: S. Morgan would like to use the station on July 3rd for a celebration of life. Lockwood Family would like to use the station on July 22nd for a celebration of life. • Training request for D. Gentile to attend Basic Passenger Vehicle Rescue. • D. Perry resigned as he moved to Cortland County • Will be holding a movie night fundraiser on July 7th. • Tamika Monroe and Timothy Coyne were accepted at company business meeting as probationary members. Commissioner Faehndrich moved to accept the above noted request for station usage. Motion seconded by Commissioner Griggs. Motion carried 5 yes 0 no. Commissioner Faehndrich moved to accept Tamika Monroe and Timothy Coyne as new members pending physicals. Motion seconded by Commissioner Freedman. Motion carried 5 yes 0 no. DVFC: (Chief Gaden) • Written report for May was received. • Request for station usage: Danby Community Council to hold Summer Market here one Friday per June, July, August and September. • 08/21 will be holding a Doug’s Fish Fry Fund raiser at CFCU East Hill Plaza branch • HSC did general maintenance on units, all passed • Training requests: J. Forbes, D. Dougherty, D. Peluso, A. Ruiz, A. Ives, G. Mandl and I. Ross would like to take the EMT class. They will be carpooling and using 442. Will need to have PPD cost is approximately $30.00 per student, an MMR shot cost should be covered by student’s insurance, $300.00 per book per student, $800 to attend class per student. District would be reimbursed the $800 per student once student passes the class. • G. Jakubson, D. Dougherty and I. Ross would like to attend Incident Safety Officer Course, they will carpool and use 442. Cost of books is $122.96 per student. • D. Dougherty would like to take Pump Operator class on July 19th at Enfield, will submit a request for mileage. • D. Dougherty would like to take Basic Passenger Vehicle Rescue at the airport on August 15 – August 31, will submit for milage. • Printer does not work, no longer make cartridges. • July 24th everyone is invited to attend presentation by Mahlon Irish on “Cancer in the Fire Service” • Received 3 quotes on security system: Brown Security for Option 1 $23,219.72 and Option 2 $17,438.78; The Computer Shop $6,950.00 and Zufall Communications $6,078.19. Discussion held • Received 4 quotes for 5-inch Siamese valve for rural water supply: Churchville $1,265.00; Wards Fire $1,462.28; Jerome Fire $1,595.00 and First Due $1,455.00. Discussion held. Commissioner Faehndrich made a motion to accept the quote from Zufall Communications for $6,078.19. Motion seconded by Commissioner Freedman. Motion carried 5 yes 0 no. Commissioner Faehndrich made a motion to accept the quote from Churchville Fire and to purchase two 5-inch Siamese valves for Danby and West Danby stations. Motion seconded by Commissioner Freedman. Motion carried 5 yes 0 no. Commissioner Westmiller moved to accept the above noted request for station usage. Motion seconded by Commissioner Faehndrich. Motion carried 5 yes 0 no. COMMITTEES: PURCHASING: NONE BUILDING/GROUNDS: • Annual testing of Fire Alarms at both station • Annual testing of AEDS • Air handling units leaking (condensation) in the meeting room, hallway and men’s bathroom at Danby Fire Station • Commissioner Westmiller might have a few companies that will bid on repairing/replacing heat in the apparatus bay at West Danby station. • Commissioner Westmiller will be meeting with Hale Roof to go over roof repair at Danby station. • Chief McCray brought up that one of the smoke alarm heads in the meeting room are chirping. Commissioner Westmiller will contact Alarm Tech. • Still need MOU from the Water District • Commissioner Westmiller will contact HSC about scheduling annual maintenance of the AC units at West Danby station. GRANTS: • Commissioner Anderson reported we are still waiting to hear on the AFG grant for extrication tools. Commissioner Anderson reported another source may be willing to donate towards the extrication tools as they are impressed with the fundraising being done by the Danby Fire Company. • Commissioner Anderson reported we received a $12,000.00 grant for replacement tires for both engines. • Chief Gaden reported Home Depot may be donating time and materials to build a drying rack INSURANCE: NONE TECH: • West Danby internet is working. • Website is being revised. TRUCKS: • 441 and 442 going for recall work, inspections and oil changes • Chief McCray spoke to Basil Chevrolet on 2024 fleet pricing and gas vs diesel. Waiting to hear back from Maguires and will call Dovi back. • Chief McCray reported WD truck committee is working on specs for new tanker TOWN BOARD: NONE POLICY: NONE RECORDS: • Discussion held on literature received from Guthrie Medical to perform OSHA compliant physicals. Commissioner Westmiller moved to allow Guthrie Medical to be used for physicals as necessary as a back-up place to send members for physicals. Commissioner Freedman seconded. Motion carried 4 yes 0 no. MEMBERSHIP/TRAINING: • Physicals for all active members is set for June 26, 2023 at 5:00 p.m. LONG RANGE PLAN: NONE AUDIT: • RFP was mailed • Notice of 2022 Audit was published in the Ithaca Journal on 06/06/23 and mailed to Danby Town News and Danby News for publication BUDGET: • Commissioner Freedman announced workshop will be June 27th and asked the Chiefs to work on equipment lists. • Brief discussion on doing capital projects now as prices are only going up for materials and labor. OLD BUSINESS: • Further discussion on inventory • Discussion on plaque honoring R. and D. Bowles • Discussion held on resolution needed to transfer funds from Capital Reserve to General Operating Account for the roof repair/replacement at the Danby station. Commissioner Westmiller moved to transfer $98,500.00 from Building Procurement, Repair and Replacement Capital Reserve Account to the General Operating Account for the planned improvements to the Danby Fire Station subject to a permissive referendum. Commissioner Faehdnrich seconded: and a roll call vote followed: Commissioner Anderson – aye; Commissioner Faehndrich – aye; Commissioner Freedman – aye; Commissioner Griggs – aye; and Commissioner Westmiller – Aye. NEW BUSINESS: NONE APPROVALS: Commissioner Westmiller moved to approve the purchase of a printer from Staples, not to exceed $350.00, for the Danby station. Motion seconded Commissioner Faehndrich. Motion carried 5 yes 0 no. Commissioner Freedman moved to allow 7 members from the Danby Fire Company (listed under Chief’s Report above) to attend EMT class and purchase books and have necessary shots, not to exceed $7,994.00. Motion seconded Commissioner Faehndrich. Motion carried 5 yes 0 no. Commissioner Westmiller moved to allow 3 members of the Danby Fire Station to attend Incident Safety Officer course at a cost of $122.96 per student. Motion seconded Commissioner Griggs. Motion carried 5 yes 0 no. Commissioner Faehndrich moved to allow D. Dougherty to attend Pump Ops course and to reimburse for mileage pending receipt of form. Motion seconded Commissioner Westmiller. Motion carried 5 yes 0 no. Commissioner Westmiller moved to allow D. Dougherty to attend Basic Passenger Vehicle Rescue course and to reimburse for mileage pending receipt of form. Motion seconded Commissioner Faehndrich. Motion carried 5 yes 0 no. Commissioner Faehndrich moved to approve the payment of up to $3,000.00 for SCBA flow testing. Motion seconded Commissioner Anderson. Motion carried 5 yes 0 no. Commissioner Faehndrich moved to allow D. Gentile to attend Basic Passenger Vehicle Rescue course, no reimbursement requested. Motion seconded Commissioner Anderson. Motion carried 5 yes 0 no. Commissioner Faehndrich moved to approve the purchase of a Shoz Code Reader for West Danby. Motion seconded by Commissioner Freedman. Motion carried 5 yes 0 no. Commissioner Faehndrich moved to approve the installation of a new circulating pump and the labor to do so in the amount of $3978.50. Motion seconded by Commissioner Anderson. Motion carried 5 yes 0 no. Next Meeting date and time: • 06/27/23 at 7:00 p.m. with budget workshop to follow. Meeting adjourned at 9:08 p.m. Respectfully submitted, Sharon Gaden Secretary DANBY FIRE DISTRICT RESOLUTION TO TRANSFER FUNDS FROM CAPITAL RESERVE ACCOUNT TO THE GENERAL OPERATING ACCOUNT Resolution No. 2023-06-13.1 RESOLVED, that pursuant to Section 6-g of the General Municipal Law, as amended, the Danby Fire District does hereby authorize the transfer of not more than $98,500.00 from its Building Procurement, Repair and Replacement Capital Reserve Account to the District’s General Operating Account for continued Fire District operations for planned improvements to the Fire District’s Danby Fire Station located at 1780 Danby Road. No expenditure shall be made except upon authorization of the Board; and it is further RESOLVED, that this resolution is subject to a permissive referendum as provided by Section 6-g of the General Municipal Law.
