HomeMy WebLinkAbout2023-07-11 Fire District Meeting Minutes PRELIMINARY DANBY FIRE DISTRICT MINUTES OF THE REGULAR EETING July 11, 2023 Commissioner Westmiller called the regular meeting to order at 7:12 p.m. ATTENDANCE: COMMISSIONERS: OFFICERS: Katherine Anderson (absent) Kevin Faehndrich Joe Freedman (absent) Charlotte Griggs Wayne Westmiller Bonnie Hart, Treasurer Sharon Gaden, Secretary, Deputy Treasurer John Gaden, Danby Fire Chief Robert McCray, West Danby Fire Chief PUBLIC: NONE Call to Order Pledge of Allegiance Minutes: Preliminary Minutes for June 27, 2023, Regular Meeting were sent to the Town Clerk on July 10, 2023 and the minutes for the Budget Workshop were sent to the Town Clerk on July 11, 2023 for posting to the Town’s website. Commissioner Westmiller moved to approve the minutes of the June 27, 2023, regular meeting and budget workshop Motion seconded by Commissioner Faehndrich. Motion carried 3 yes 0 no. Treasurer’s Report: • Emailed Balance sheet and Profit and Loss to Secretary and Commissioners and Chiefs • Equipment and Fuel Report emailed to chiefs and Secretary. • Bank statements reconciled. • RFP delivered to Insero • Form 941 filed • Form NYS 45 filed • Perma second period payroll audit submitted • TRIAD $5,000.00 grant deposited into savings account • CD to be renewed at Tompkins Community Bank Commissioner Griggs made a motion to roll over the CD or go with better rate if a better rate is found at another financial institution. Motion seconded by Commissioner Westmiller. Motion carried 3 yes 0 no. Abstract 6-C $8967.45 150-153 7-A $12581.23 154-168 Commissioner Westmiller moved to accept the Treasurer’s Report. Motion seconded by Commissioner Faehndrich. Motion carried 3 yes 0 no. Communications: • Email from PERMA survey on annual conference • Email Ithaca Journal received our request to publish resolution to transfer funds for Danby roof repair • ZuFall acknowledged receipt of contract and deposit • Email from PERMA summer safety webinars • Triad acknowledged receipt of our signed letter for tire grant • Received insurance binder for renewal for American Red Cross • Email Fire District Affairs for June 2023-July 2023 • Email from PERMA with quarterly statement of claims • Email NYS Archives Local Government Newsletter • Email from Tompkins Community Bank business fraud webinar on July 13th. • Email from attorney Butler regarding recent revisions to Sexual Harassment Policy Requirements • Email from PERMA – Activation emails • NYS DMV regarding updating software • Danby News June edition • Danby News July edition • Association of Fire Districts regarding nominations for directors • Letter from Triad with check to support fundraising campaign • Danby Town News June edition • Danby Town News July edition • Letter from Lions Camp Badger regarding overnight summer camp sessions APPROVAL OF BILLS: Commissioner Westmiller moved to pay the vouchers as audited and approved on Operating Account Abstract 7-A $12,581.23 claims 154-168; Abstract 7-B $22,436.19 claims 169-173. Motion seconded by Commissioner Griggs. Motion carried 3 yes 0 no. Privilege of the Floor: NONE CHIEF’S REPORTS: WDFC: (Chief McCray) • Written report for June was received. • Submitted 2 applications and authorization forms for prospective members. • Kayla McCray was voted in as a probationary member at the July 10th meeting of the West Danby Fire Department. • Tabled approval of training request for Sh. Wendt and D. Gentile to attend Basic Passenger Rescue, need form completed for Sh. Wendt and need a form submitted for D. Gentile. • Commissioners Westmiller and Griggs attended business meeting. Commissioner Westmiller met with fundraising committee. • Chicken BBQ on August 12th at Newfield Cover Bridge • Chicken BBQ on October 7th at Eagles Club Commissioner Faehndrich moved to accept Kayla McCray as a member pending a physical. Commissioner Griggs seconded the emotion. Motion carried 3 yes 0 no. DVFC: (Chief Gaden) • Written report for June was received. • Station usage requested by D. Saracino on September 9th for a birthday party. • Submitted proposed 2024 budget • Zufall will be here July 12, 13th, 19 and 20th to install cameras, discussion followed. • Narcan will be carried on vehicles. NYS Governor passed a law that all firefighters must be trained in how to use it. You don’t have to carry it. Lengthy discussion followed. Commissioner Faehndrich moved to accept the above noted request for station usage. Motion seconded by Commissioner Griggs. Motion carried 3 yes 0 no. COMMITTEES: PURCHASING: • Chief Gaden needs to purchase a 6-inch double female adapter • Chief Gaden has still not received the 6 radios he ordered in January • Chief McCray emailed Wards about status of gear BUILDING/GROUNDS: • HSC did annual maintenance check on units at West Danby • Service call for carbon monoxide detector at West Danby was completed • West Danby generator service by Kinsley • District needs a key to the main door at West Danby and 2 fobs when they are working • Climate Control came to inspect the air exchangers at Danby station, discussion held. They should be serviced yearly with furnace. • Generator contract with West Danby Water District needs to be renewed. Have not been billing them the 25%. Chief McCray told members of the Water District to remove items from the fire company office until a MOU is received. Commissioner Griggs will check on who the representatives are that are currently on the board for the water district. • 2 quotes on heating system in the apparatus bay at West Danby: 1) Halco for $32,500.00 and 2) Climate Control for $22,030.00. Commissioner Faehndrich made a motion to approve Climate Controls quote to put in a heating system in the apparatus bay at West Danby station and to transfer the funds from the Building Procurement, Repair and Replacement Capital Reserve Account after a notice is published and the time for a permissive referendum has lapsed. Motion seconded by Commissioner Griggs. Roll call vote was taken: Anderson – Absent; Faehndrich – Aye; Freedman – Absent; Griggs – Aye; Westmiller – Aye. Motion adopted. GRANTS: NONE INSURANCE: • Sent proof of insurance naming Ithaca Fire Department as additional insured to City of Ithaca for use of training tower TECH: • West Danby internet provider discussed. • Website will be going “live” in August TRUCKS: • Chief Gaden reported 442 is going to Maguires for an oil change, inspection, tire rotation and recall work to be done • 441 is not yet scheduled. • Chief McCray said the truck committees are meeting on both 1442 and 1421. TOWN BOARD: • Chief Gaden reported there are 2 proposed solar farms; Bald Hill Road and Route 96B. Members of the Danby Fire Company are attending the meeting on July 18th to see what training the solar companies will be asked to provide to the fire company; who will be paying for the special equipment that will be needed and how the fire company will gain access to these solar farms. POLICY: • Commissioners were provided copies of proposed revised sexual harassment policy provided by attorney Butler. RECORDS: • Physicals took place on June 26th. Besides new members there are 6 members left that need physicals. MEMBERSHIP/TRAINING: • V. Brown’s fire police registration was mailed to NYS Dept of Justice. • Background checks were received on K. McCray and Chief McCray was notified of outcomes prior to fire company business meeting. LONG RANGE PLAN: NONE AUDIT: • Received 1 bid to date BUDGET: • Work has begun on the 2024 budget. Workshop on July 25th after regular meeting OLD BUSINESS: • Commissioner Westmiller asked about the grant and fund-raising efforts for the extrication tools. Discussion followed. NEW BUSINESS: NONE APPROVALS of TRAININGS, ITEMS OR SERVICES TO BE PURCHASED: Commissioner Griggs moved to allow Br. Bowman to attend fire police training class and to reimburse for mileage up to $101.60. Motion seconded by Commissioner Westmiller. Motion carried 3 yes 0 no. Commissioner Faehndrich moved to allow Br. Bowman to attend brush grass firefighting training class and to reimburse for mileage up to $25.60. Motion seconded by Commissioner Westmiller. Motion carried 3 yes 0 no. Commissioner Westmiller moved to approve the purchase of a 6” double female adapter up to $700.00. Motion seconded by Commissioner Griggs. Motion carried 3 yes 0 no. Commissioner Faehndrich moved to pay the disposal fee of up to $10.00 on the printer in the Chief’s Office. Motion seconded Commissioner Westmiller. Motion carried 3 yes 0 no. Commissioner Faehndrich moved to allow D. Gentile to attend Cortland County BEFO/IFO/FF Self Survival training and to reimburse $150.00 for the cost of the class and up to $2,316.48 in mileage. Motion seconded Commissioner Griggs. Motion carried 3 yes 0 no. Commissioner Faehndrich moved to allow Sh. Wendt to attend Cortland County IFO/FF Self Survival training, no reimbursement as it is expected that firefighters will carpool as much as possible to all trainings. Motion seconded Commissioner Griggs. Motion carried 3 yes 0 no. Commissioner Faehndrich moved to approve the purchase of EMS Supplies from the EMS Store by Chief McCray in the amount of $187.90 plus shipping. Motion seconded Commissioner Griggs. Motion carried 3 yes 0 no. Commissioner Faehndrich moved to approve the purchase gloves, hoods, vests, flashlights and rain gear, with lettering on them of WD Fire Police and WD Fire Department by Chief McCray in the amount of $6,923.05 plus shipping. Motion seconded Commissioner Griggs. Motion carried 3 yes 0 no. Commissioner Faehndrich moved to approve the purchase of 6 pagers from Tompkins County by Chief McCray in the amount of $2,550.00. Motion seconded Commissioner Griggs. Motion carried 3 yes 0 no. Commissioner Faehndrich moved to approve the purchase of office supplies from the Staples by Chief McCray in the amount not to exceed $80.00. Motion seconded Commissioner Griggs. Motion carried 3 yes 0 no. Commissioner Faehndrich moved to approve the calibration of both 4 gas meters by Jerome Fire in the amount of $176.00.. Motion seconded by Commissioner Griggs. Motion carried 3 yes 0 no. Next Meeting date and time: • 07/25/23 at 7:00 p.m. with budget workshop to follow. Meeting adjourned at 9:17 p.m. Respectfully submitted, Sharon Gaden Secretary DANBY FIRE DISTRICT RESOLUTION TO TRANSFER FUNDS FROM CAPITAL RESERVE ACCOUNT TO THE GENERAL OPERATING ACCOUNT Resolution No. 2023-07-11.1 RESOLVED, that pursuant to Section 6-g of the General Municipal Law, as amended, the Danby Fire District does hereby authorize the transfer of not more than $22,030.00 from its Building Procurement, Repair and Replacement Capital Reserve Account to the District’s General Operating Account for continued Fire District operations for planned improvements to the Fire District’s West Danby Fire Station located at 47 Sylvan Lane. No expenditure shall be made except upon authorization of the Board; and it is further RESOLVED, that this resolution is subject to a permissive referendum as provided by Section 6-g of the General Municipal Law.
