HomeMy WebLinkAbout2022-06-14 Fire District Meeting Minutes (Preliminary) PRELIMINARY MINUTES OF THE REGULAR MEETING June 14, 2022 Commissioner Westmiller called the regular meeting to order at 7:03 p.m. ATTENDANCE: COMMISSIONERS: OFFICERS: Katherine Anderson Kevin Faehndrich Joe Freedman Charlotte Griggs Wayne Westmiller Bonnie Hart, Treasurer Sharon Gaden, Secretary, Deputy Treasurer John Gaden, Danby Fire Chief Scott Wendt, West Danby Fire Chief (Absent) PUBLIC: None Minutes: Preliminary Minutes for May 24 regular meeting and May 24 budget workshop were approved and forwarded to the Town Clerk on June 7, 2022 Commissioner Freedman moved to approve the minutes of the May 24th regular meeting and May 24th budget workshop. Motion seconded by Commissioner Faehdrich. Motion carried 5 yes 0 no. Treasurer’s Report: • Emailed Balance sheet and Profit and Loss to Secretary and Commissioners • Equipment and Fuel reports emailed to Chiefs. For approved purchases, but not yet received it will say “pending” • Spectrum is working on the change. It could take up to 30 days. Waiting to hear on the transfer date • Holding check for Ward Apparatus (waiting on invoice for confirmation of delivery.) o Ward Apparatus 12/22/21 $4883.60 • Met with Laura (Town of Danby) about Solar Credits. She is putting together an electronic file. I will be meeting with her the week of the 13th to go over the Solar file. • Met with Tompkins Trust 6/14/22 to go over their new web site. They will be sending information on new services being offered. • Insero will have a draft of audit ready this week. • Received and deposited Triad Grant into savings account • Called and got a lock in price from E & V of 1.845 for propane for 1 year • JAAG Pest Control came • Received past due notice from Allied One for CPR/AEDs received last year. Discussion held on why it was not paid and how to pay it this now Commissioner Westmiller to transfer $8,506.15 from Contingency Account A3410.9 to General Operating Account to cover the cost of invoice from Allied One for CPR/AED materials received in 2021 but due to clerical error the invoice was not paid and no second notice of payment due was received until now. Commissioner Anderson seconded, and the Board of Fire Commissioners voted as follows: Commissioner Anderson - Aye; Commissioner Faehndrich – Aye; Commissioner Freedman – Aye; Commissioner Griggs – Aye; Commissioner Westmiller – Aye. Resolution duly adopted Abstract 6 Claims A 128 -141 Total $9,177.50 Abstract 6 Claims B 142 -145 Total $10,627.03 Outstanding : Shawn Wendt 12/14/21 1062.71 EMT Class - Ending 5/19/22 – done, discussion on new mileage amount, additional cost to be taken out of West Danby’s training budget. Ward 12/13/21 4883.60 Est 234 Repair 1401 – Holding check Commissioner Faehndrich moved to accept the Treasurer’s Report. Motion seconded by Commissioner Anderson. Motion carried 5 yes 0 no. APPROVAL OF BILLS: Commissioner Freedman moved to pay the vouchers as audited and approved on Operating Account Abstract 6 Claims A 121-141 in the total amount of $9,177.50, Abstract 6 Claims B 142-145 in the total amount of $10,627.03. Motion seconded by Commissioner Westmiller. Motion carried 5 yes 0 no. Bump to use for a baby shower from 2 p.m. to 4 p.m. • 442 was taken to Maguires for inspection/oil change. 441 will be going next week. • D. Dougherty has enrolled in EVOC in county training at Enfield Training center, began June 11th. • Plumber was here – control valve for entry is on order • Shed Roof bids were received as follows: Spectrum of Services $2,200.00; Brainard Bill Const. no bid received; Gator Construction $4,170.00. • Flow testing was done on 20 packs, all passed. • Discussion held on new prospective members being allowed to have physicals on June 27th. • August 27th is Fire Company picnic Commissioner Faehndrich made a motion to allow the 2 prospective members for Danby to have physicals done through Occustar on June 27th, and to have the district pay for those physicals. Motion seconded by Commissioner Freedman. Motion carried 5 yes 0 no. Commissioner Faenhdrich made a motion to approve Spectrum of Services bid to repair/replace Danby shed roof at a cost of $2,200.00. Motion seconded by Commissioner Anderson. Motion carried 5 yes 0 no. Commissioner Faehndrich made a motion to approve D. Dougherty to continue taking EVOC course pending paperwork. Motion seconded by Commissioner Westmiller. Motion carried 5 yes 0 no • Chief Gaden requested approval to spend up to $1,000.00 at the NYS Chief’s show on June 17th if he found any show specials on equipment listed in his budget list. Commissioner Faehndrich made a motion to approve up to $1,000.00 for equipment found at NYS Chief’s Show in Syracuse on June 17, 2022. Motion seconded by Commissioner Griggs. Motion carried 5 yes 0 no. COMMITTEES: PURCHASING: • Chief Gaden discussed purchasing 6 portable radios, 4 headsets and 4 chargers, use Triad grant and then supplement the difference with monies from Danby and West Danby Equipment Accounts Commissioner Faehndrich made a motion to approve the purchase of 6 portable radios, 4 headsets and 4 chargers with the $10,000.00 grant from Triad, if any additional funds are needed the Chiefs will take from their Equipment Accounts. Motion seconded by Commissioner Westmiller. Motion carried 5 yes 0 no. Commissioner Faehndrich made a motion to spend up to $320.00 to pay Cayuga Signs for the lettering above the truck bay doors at the West Danby Fire Station. Motion seconded by Commissioner Freedman. Motion carried 5 yes 0 no. BUILDING/GROUNDS: • Commissioner Faehndrich is seeking quotes for cleaning of the floors at both station • Commissioner Westmiller is checking on all warranties for the West Danby Station renovation and believes we may only be waiting for the final invoice. • Painting of all the Danby Station – will want to add to Long Range Plan • West Danby holding tank was pumped out. • Castle Cleaners and JAAG Pest Control were given fobs for the West Danby Fire Station GRANTS: • Commissioner Anderson reported no word on the AFG grant • Commissioner Anderson reported we did receive a $10,000.00 grant from Triad Foundation INSURANCE: • Commissioner Freedman reported we do have some numbers for the 2023 budget TECH: • Ben from the Computer Room does not recommend upgrading to Windows 11 at this time. TRUCKS: NONE TOWN BOARD: • Commissioner Freedman reported waiting to hearing from Town Bookkeeper regarding solar credits RECORDS: • Certificate for D. Dougherty completing BEFO received • Certificate for Sh. Wendt completed EMT course received POLICY: • Committee met and are working on drafts of policies to adopt MEMBERSHIP/TRAINING: • Meridian Work for Hire Agreement for training in August Commissioner Westmiller made a motion to approve $695.00 for August 29th Annual SCBA/Bailout training by Meridian. Motion seconded by Commissioner Freedman. Motion carried 5 yes 0 no. LONG RANGE PLAN: • Lengthy discussion on items currently in the Plan and ones to be added, i.e. painting of Danby Station, apron at Danby Station, boiler at Danby Station AUDIT: • Commissioner Freedman reported we have preliminary report. Commissioner Freedman made a motion to accept the preliminary audit report done by Insero and to pay for the publishing of a notice of the annual audit being completed in the Ithaca Journal and Danby News (f/k/a Danby Area News) if time allows. Motion seconded by Commissioner Westmiller. Motion carried 5 yes 0 no. BUDGET: • Workshops will start June 28, 2022 after short regular meeting. OLD BUSINESS: NONE NEW BUSINESS: Commissioner Westmiller moved to modify the 2022 Budget to include the sum of $10,000.00, the grant received from the Triad Foundation. Commissioner Faehndrich seconded, and the Board of Fire Commissioners voted as follows: Commissioner Anderson - Aye; Commissioner Faehndrich – Aye; Commissioner Freedman – Aye; Commissioner Griggs – Aye; Commissioner Westmiller – Aye. Resolution duly adopted Next Meeting date and time: • 06/28/22 @ 7:00 regular meeting with budget workshop to follow Meeting adjourned at 8:53 p.m. Respectfully submitted, Sharon Gaden Secretary DANBY FIRE DISTRICT RESOLUTION TO TRANSFER MONEY FROM CONTINGENCY ACCOUNT A3410.9 TO GENERAL OPERATING ACCOUNT RESOLUTION 2022-06-14.1 WHEREAS The Danby Fire District has established a Contingency Account A3410.9 and has funds available; WE RESOLVE to transfer $8,506.15 from Contingency Account A3410.9 to General Operating Account to cover the cost of invoice from Allied One for CPR/AED materials received in 2021 but due to a clerical error the invoice was not paid and no second notice of payment due was received until now. Commissioner Westmiller moved, Commissioner Anderson seconded, and the Board of Fire Commissioners voted as follows: Commissioner Anderson Aye Commissioner Faehndrich Aye Commissioner Freedman Aye Commissioner Griggs Aye Commissioner Westmiller Aye The foregoing resolution was thereupon declared duly adopted and approved by the Board of Fire Commissioners on June 14, 2022. ______________________________ Sharon Gaden, Secretary Danby Fire District DANBY FIRE DISTRICT RESOLUTION TO MAKE ADMINISTRATIVE ADJUSTMENT TO 2022 BUDGET AS A RESULT OF STATE MANDATE TO KEEP BUDGET, GRANTS AND CONATIONS NET ZERO RESOLUTION 2022-06-14.2 WHEREAS the Danby Fire District has received $10,000.00 from Triad Foundation as a grant to support the purchase of mobile radios. WHEREAS the money was deposited into General Account. WE RESOLVE to modify the 2022 Budget to include the sum of $10,000.00 as added to General Account. WE FURTHER RESOLVE, with this modification, the 2022 Budget will increase from $625,195.10 to $635,195.10. Commissioner Westmiller moved.
