MINUTES OF THE REGULAR MEETING
August 9, 2022
Commissioner Westmiller called the regular meeting to order at 7:00 p.m.

Bid Openings:
Annual Hose, Ladder and Hard suctions testing: one bid received from Waterway in the amount of $7,694.00
Commissioner Westmiller moved to approve proposal from Waterway in the amount of $7,694.00 for annual hose, ladder, and hard
suction testing. Motion seconded by Commissioner Freedman. Motion carried 3 yes 0 no.
Annual Pump testing: two bids received: Waterway $1,200.00 and Ward’s Apparatus $1,380.00.
Commissioner Westmiller moved to approve proposal from Waterway in the amount of $1,200.00 for annual pump testing. Motion
seconded by Commissioner Freedman. Motion carried 3 yes 0 no.
Annual Preventative Maintenance of Trucks and Pumps: two bids: Twin Tier Fire Safety Services $4,874.72 and Ward’s
Apparatus $4,950.00
Commissioner Westmiller moved to approve proposal from Ward’s Apparatus for $4,950.00. Motion seconded by Commissioner
Griggs. Motion carried 3 yes 0 no.
Minutes: Preliminary Minutes for July 26, 2022, regular meeting and July 26, 2022, budget workshop were approved and forwarded
to the Town Clerk on August 9, 2022 for posting to Town’s website.
Commissioner Westmiller moved to approve the minutes of the July 26th regular meeting and July 26th budget workshop. Motion
seconded by Commissioner Freedman. Motion carried 3 yes 0 no.
Treasurer’s Report:
• Emailed Balance sheet and Profit and Loss to Secretary and Commissioners. Balance sheet has been revamped
• Equipment and Fuel reports emailed to Chiefs
• Spectrum made the change – Third line removed – (607-272-7113)
• Bank Statements received and Reconciled
• Verizon account closed for Danby.
• Received CD rates from Trust Company – 3 months 1.15% - 6 months 1.25% - 9 months 1.30% - 12 months 1.5%
• Holding check for Ward Apparatus (waiting on invoice for confirmation of delivery.)

Commissioner Westmiller moved to accept the Treasurer’s Report. Motion seconded by Commissioner Griggs. Motion carried 3 yes

APPROVAL OF BILLS:
Commissioner Freedman moved to pay the vouchers as audited and approved on Operating Account Abstract 8 Claims A 179-191 in
the total amount of $25,443.13, Abstract 8 Claims B 192-194 in the total amount of $10,440.42. Motion seconded by Commissioner
Griggs. Motion carried 3 yes 0 no.
Communications:
• Received $229.00 check from FDRHPO North Country EMS Program Agency, for 50% of our agency’s primary providers
completing the training video on the use of the FAST-ED Stroke assessment tool and the post-test
• Email from NYS Department of Labor inquiring status of West Danby renovation. Replied with last date workers were
onsite

Privilege of the Floor:
CHIEF’S REPORTS:
WDFC: 1st Asst. Chief Ken VanEtten reported.
• No written report for July was received
• A. Griffin and T. Monroe-Griffin request to take BEFO in Tioga County, class begins September 19th.
• 1401 window is off the track
Commissioner Westmiller moved to accept training request for A. Griffin and T. Monroe-Griffin to attend BEFO in Tioga County
pending receipt of training forms. If Tompkins County offers the same course at convenient dates and times, then the members are
encouraged to take that class. Commissioner Freedman seconded. Motion carried 3 yes 0 no.
Commissioner Westmiller moved to approve up to $3,227.50 for Admiral Specialty Vehicle to install backup cameras and reflective
stripping on 1441 and 1442 and to install interior lights in enclosed trailer. Motion seconded by Commissioner Griggs. Motion carried
4 yes 0 no.
Commissioner Freedman moved to approve up to $300.00 for repair of radio on 1442 through Mid-State Communications, contingent
upon verifying the County is not going to pay for the repair. Motion seconded by Commissioner Griggs. Motion carried 4 yes 0 no.
DVFC: (Chief Gaden)
• Written report for July was received.
• 3 new members – I. Ross, M. Jarman and G. Garriga, background checks have been completed. Danby Volunteer Fire Company
submitted letters stating they were elected as probationary members at the August 8, 2022, business meeting.
• Has 2 more prospective members
• Spoke to Ward’s about 1401 parts being in and on August 5th the DEF head was fixed. 401 still needs to get DEF replaced.
Commissioner Westmiller moved to accept I. Ross, M. Jarman and G. Garriga as new members pending physicals. Motion seconded
by Commissioner Faehndrich. Motion carried 4 yes 0 no.
Commissioner Westmiller moved to approve $293.00 for background checks completed on 3 prospective members. Motion seconded
by Commissioner Freedman. Motion carried 4 yes 0 no.
Commissioner Westmiller moved to approve up to $240.00 for background checks on 2 prospective members. Motion seconded by
Commissioner Freedman. Motion carried 4 yes 0 no.
Commissioner Faehndrich moved to approve $1,800.00 for Ward’s Apparatus to purchase 4 yellow helmets with shields. Motioned
seconded by Commissioner Westmiller. Motion carried 4 yes 0 no.

BUILDING/GROUNDS:
• Chief Gaden reported the painting of the front of the station is complete
• Chief Gaden reported that the foundation (concrete blocks) beginning to crumble. Needs to be sealed. Discussion held
• Chief Gaden reported door handle is repaired
• Chief Gaden reported plumber has part for entrance way to fix the heat exchange valve
• Commissioner Faehndrich provided completed quote sheet for floor stripping/waxing
• Commissioner Westmiller will ask architect to do walk-through with Code Enforcement Officer to close out permit

• Secretary Gaden reported website is still being worked on

RECORDS:
• Secretary Gaden reported on how many members still need physical and working on helping members complete forms for
fire police course
POLICY:
• Email from Attorney Butler regarding Fit for Duty Policy - forwarded to Commissioners and Chiefs for review. Tabled
• Amended Purchase Approval Form submitted by Treasurer and Secretary
Commissioner Faehndrich made a motion to approve the amended Purchase Approval Form. Motion seconded by Commissioner
Griggs. Motion carried 4 yes 0 no.
MEMBERSHIP/TRAINING:
• Trying to schedule flu shots and PPD testing
LONG RANGE PLAN:

BUDGET:
• Budget hearing set for October 18, 2022, with special meeting to follow
Commissioner Westmiller made a motion to set the budget hearing for October 18, 2022, with a special meeting to follow. Motion
seconded by Commissioner Faehndrich. Motion carried 4 yes 0 no.
OLD BUSINESS: NONE
NEW BUSINESS:
• Commissioner Freedman discussed Treasurer’s visa credit limit being reduced from $20,000.00 to $5,000.00.
Commissioner Faehdrich made a motion to reduce Treasurer’s visa credit limit from $20,000.00 to $5,000.00. Motion seconded by
Commissioner Griggs. Motion carried 4 yes 0 no.
• West Danby Fire member Donald Wright has been in the fire company for 50 years
• CNY Regional District meeting on August 22nd, no one can attend this meeting
• Discussion held on fire alarm call on August 7th and a complaint of the speed of one of the emergency vehicles
