MINUTES OF THE REGULAR MEETING
September 13, 2022
Commissioner Westmiller called the regular meeting to order at 7:00 p.m.

Minutes: Preliminary Minutes for August 23, 2022 regular meeting and August 23, 2022 budget workshop were approved and
forwarded to the Town Clerk on September 6, 2022 for posting to Town’s website.
Commissioner Westmiller moved to approve the minutes of the August 23rd regular meeting and August 23rd budget workshop.
Motion seconded by Commissioner Faehndrich. Motion carried 4 yes 0 no.
Treasurer’s Report:
• Equipment and Fuel Reports sent to Chiefs
• Balance Sheet and P & L Reports sent to Commissioners and Secretary
• Bank Statements Reconciled
• Received NEW CD rates from Trust Company –
9 Month 1.8% -12 month 2.0% - 18 Month 2.2% - 24 months 2.4%
• CD Rates for Chemung Canal Trust Company "New Money
11 Months 1.1% 24 Months 1.65% 36 Months 1.75%
• Finger Lakes Electric has been purchased by Green Mountain Electric
• Virtual meeting with Perma – Familiarization of what the offer.
• Have reached out to Laura (3) times -She is currently working on the report.
o Holding check for Ward Apparatus (waiting on invoice for confirmation of delivery.)
o Ward Apparatus 12/22/21 $4,883.60 (voided)
o Received invoice for 08/16/22 $1,719.10
o Still waiting on parts to finish repair. $3,164.50 Remaining (new invoice is coming)
Commissioner Freedman moved to accept the Treasurer’s Report. Motion seconded by Commissioner Griggs. Motion carried 4 yes 0
no.
APPROVAL OF BILLS:
Commissioner Faehndrich moved to pay the vouchers as audited and approved on Operating Account Abstract 9 Claims A 208-221 in
the total amount of $9,324.96, Abstract 9 Claims B 222 in the total amount of $2,977.99. Motion seconded by Commissioner
Westmiller. Motion carried 5 yes 0 no.

Commissioner Freedman moved to approve the Secretary to attend both Central Region Fire District Association Seminars at a cost of
$20.00 each, fire chiefs may attend at no additional cost. Motion seconded by Commissioner Faehndrich. Motion carried 5 yes 0 no.
Privilege of the Floor:
CHIEF’S REPORTS:
DVFC: (Chief Gaden)
• Written report for August was received.
• 1 new member – J. Cummings, background checks have been completed. Danby Volunteer Fire Company submitted a letter
stating he was elected as a probationary member at the September 12, 2022 business meeting.
• 5 members: G. Mandl, J. Cummings, I. Ross, M. Jarman and G. Giovanni enrolled in BEFO in Tompkins County
• Si. Wyatt would like to enroll in Highway Safety for Emergency Responders in Cortland County, no expense
• All hose, ladders and hard suction units have been test and passed
• Pump testing is scheduled for September 24, 2022
• Danby and West Danby are sponsoring a Spaghetti Dinner on October 1st.
Commissioner Westmiller moved to accept J. Cummings as a new member pending a physical. Motion seconded by Commissioner
Griggs. Motion carried 5 yes 0 no.
Commissioner Faehndrich moved to accept training requests for 5 members to take BEFO in Tompkins County and Si. Wyatt to take
an out of county course, Highway Safety for Emergency Responders pending receipt of training forms. Commissioner Westmiller
seconded. Motion carried 5 yes 0 no.
Commissioner Faehndrich moved to approve $394.00 for the purchase of 8 reducers from First Out. Motion seconded by Commissioner
Anderson. Motion carried 5 yes 0 no.
Commissioner Faehndrich moved to approve up to $400.00 for the purchase of 1 dry hydrant reducer and a cap from First Out. Motion
second by Commissioner Griggs. Motion carried 5 yes 0 no.
Commissioner Faehndrich moved to approve reimbursing 5 members enrolled in BEFO $40.00 each for the cost of taking the online
version of BEFO. Motion seconded by Commissioner Westmiller. Motion carried 5 yes 0 no.
WDFC: (Chief Wendt)
• Written report for August was received. Is working on written report for July
• A. Griffin and T. Monroe-Griffin will be attending BEFO in Tompkins County now, not Tioga
• Sh. Wendt will be attending BEFO in Tompkins County now, not Cortland
• Received Fire Police entry forms for A. Griffin and T. Monroe-Griffin
• Lengthy discussion held on request from incoming water district clerk, who is also secretary of the West Danby Cemetery
Association, to use part of the Staff Office as an office for both entities, would provide own computer and locking filing
cabinets. Com. Freedman will check with insurance company in regard to liabilities; going to request the Town pay for half the
cost of new lock on Staff Office; will need the Town of Danby on behalf of the West Danby Water District and West Danby
Cemetery Association to provide a Memorandum of Understanding for review.
• Discussion held on truck bay heat, 3 out of 5 heating elements are not running. Com. Westmiller will work on obtaining quotes.
May take cost from contingency, otherwise Building Reserve
Commissioner Freedman moved to approve the repairs of 1401 (rear springs) by Ward’s Apparatus in the amount of $4,650.00. Motion
seconded by Commissioner Anderson. Motion carried 5 yes 0 no.
Commissioner Anderson moved to approve reimbursing 3 members enrolled in BEFO $40.00 each for the cost of taking the online
version of BEFO. Motion seconded by Commissioner Faehndrich. Motion carried 5 yes 0 no.
Commissioner Faehndrich moved to approve the repairs of 1401 (valves and pump) by Ward’s Apparatus at the cost necessary to
complete said repairs. Motion seconded by Commissioner Westmiller. Motion carried 5 yes 0 no.
Commissioner Westmiller moved to approve up to $1,100.00 for the purchase of 2 locks to replace existing locks on the Chief Office
and Staff Office doors. Motion seconded by Commissioner Griggs. Motion carried 5 yes 0 no.
Commissioner Freedman moved to approve up to $200.00 for the purchase of a monitor and mouse to use with the new camera system.
Motion seconded by Commissioner Anderson. Motion carried 5 yes 0 no.
Commissioner Faehndrich moved to approve up to $100.00 for the purchase of 2 push brooms and 1 garden hose from Lowes. Motion
seconded by Commissioner Freedman. Motion carried 5 yes 0 no.
COMMITTEES:
PURCHASING:
• Discussion held on invoices and contracts. Decision made if we have a contract in place, we do not need approval form
completed, voucher will still be required.
BUILDING/GROUNDS:
• Secretary will email Cleantec to get potential date for stripping and waxing of Danby Station floors.
• Discussion held on the floor drains and floors at West Danby station. Com. Westmiller will obtain quotes
• Com. Freedman contacted the Board of Elections after special election held in August. Door was found unlocked and we
continue to have voters parking in front of the station/bay doors.
• Com. Freedman reported on status of contract and insurance binder from Spectrum of Services, contractor installing new roof
of shed at Danby station
• Chief Wendt is working on obtaining insurance binder from Cayuga Signs.
GRANTS:
• Com. Anderson reported we should know by the end of the month if we are getting the AFG grant for the extrication tools.
INSURANCE: NONE
TECH:
• Com. Faehndrich asked Treasurer Hart to inquire on paying the Adobe monthly bill on a yearly basis.
• Secretary Gaden reported the District website is still being worked on and will not be ready for budget notice to be posted
TRUCKS:
• Chief Wendt reported his UTV and brush truck will be going to Admiral Specialties this week for lights and back up camera
TOWN BOARD: NONE
RECORDS:
• Lens report received on West Danby member and update give to Chief Wendt
• Discussion held on how many points can a member have on their license before they are ineligible to drive District apparatus.
Com. Freedman will contact insurance agent.
POLICY: NONE
MEMBERSHIP/TRAINING:
• Chiefs will notify their EMTS and CFRS to go to the Tompkins Health Department to obtain flu shots and PPD testing, if
necessary
LONG RANGE PLAN:
• Com. Freedman will email committee members, chiefs, treasurer and secretary to set a date for workshop
AUDIT: NONE
BUDGET:
• Com. Freedman reviewed proposed 2023 budget
Commissioner Freedman moved to adopt the Proposed Budget for 2023 of $578,000.00. Motion seconded by Commissioner Anderson.
Motion carried 5 yes 0 no.
OLD BUSINESS: NONE
NEW BUSINESS:
• Com. Freedman discussed opening 2 certificates of deposit, $50,000.00 each from the Apparatus Reserve Account.
Commissioner Freedman made a motion to open 2 certificates of deposit of $50,000.00 each, 24-month term, interest rate of 2.4% at
Tompkins Community Bank. Monies to come from the Apparatus Reserve Account. Motion seconded by Commissioner Westmiller.
Motion carried 5 yes 0 no.
Commissioner Westmiller moved to transfer $9,808.75 from Contingency Account into H3410.12 Account to pay for the cost of exterior
painting-front of building, railings and ballards at the Danby station, amount includes material and labor. Commissioner Griggs
seconded, and the Board of Fire Commissioners voted as follows: Commissioner Anderson – Aye; Commissioner Faehndrich – Aye;
Commissioner Freedman – Aye; Commissioner Griggs – Aye; Commissioner Westmiller – Aye. Resolution duly adopted.
Commissioner Freedman moved to transfer $2,200 from Contingency Account into H3410.12 Account to pay for the cost of installing
a new roof on the shed at the Danby station, amount includes material and labor. Commissioner Faehndrich seconded, and the Board
of Fire Commissioners voted as follows: Commissioner Anderson – Aye; Commissioner Faehndrich – Aye; Commissioner Freedman
– Aye; Commissioner Griggs – Aye; Commissioner Westmiller – Aye. Resolution duly adopted.

• 09/27/22 cancelled
• 10//11/22 @ 7:00 regular meeting
• 10/18/22 @ 7:00 Budget Hearing with Special Meeting to follow

FROM
CONTINGENCY ACCOUNT A3410.9
TO
H3410-12 ACCOUNT
RESOLUTION 2022-09-13.1
WHEREAS The Danby Fire District has established a Contingency Account A3410.9 and has funds
available;
WE RESOLVE to transfer $9,808.75 from Contingency Account A3410.9 into H3410.12 Account to pay
the cost of exterior painting-front of building, railings and ballards at the Danby station includes materials and
labor.
Commissioner Westmiller moved, Commissioner Griggs seconded, and adopted by the following vote:

Commissioner Griggs Aye
Commissioner Westmiller Aye
The foregoing resolution was thereupon declared duly adopted and approved by the Board of Fire Commissioners

RESOLUTION 2022-09-13.2
WHEREAS The Danby Fire District has established a Contingency Account A3410.9 and has funds
available;
WE RESOLVE to transfer $2,200.00 from Contingency Account A3410.9 into H3410.12 Account to pay
the cost of installation of new roof on the shed at the Danby station to include materials and labor.
Commissioner Freedman moved, Commissioner Faehndrich seconded, and adopted by the following vote:
