PRELIMINARY
MINUTES OF THE REGULAR MEETING
October 11, 2022
Commissioner Westmiller called the regular meeting to order at 7:0 p.m.

Minutes: Preliminary Minutes for September 13, 2022, were approved and forwarded to the Town Clerk on September 19, 2022, for
posting to Town’s website.
Commissioner Freedman moved to approve the minutes of the September 13, 2022, regular meeting. Motion seconded by
Commissioner Faehndrich. Motion carried 4 yes 0 no.
Treasurer’s Report:
• Equipment and Fuel Reports sent to Chiefs
• Balance Sheet and P & L Reports sent to Commissioner and Secretary
• Completed purchases of 2-$50,000.00 CDs for 24 months at 2.4% from Trust Company –
CD at Chemung Trust has been renewed for 6 months at .10%
• Received from Town of Danby Electric Bills: 2/9/22 – 6/7/22 – West Danby
2/4/22 – 6/2/22 – Danby
Solar Credits: December 2020 – May 2022
• Prepared NYS-45 Q3 and Submitted
• Prepared Federal 941 Q3 and Submitted
• Paid Interest on 453,124 Bond
• Paid Interest on 540K Bond
• Tax Cap Form submitted to NYSOSC
• Abstract 9 Claims C 223-234 Total $ 18,981.58
10 A Claims 235-247 Total $ 24,766.53
Commissioner Freedman moved to withdraw funds from CD currently at Chemung Canal Trust Company, pay a penalty of $35.00 and
deposit into Tompkins Community Bank in a new CD earning more interest. Motion seconded by Commissioner Griggs. Motion
carried 4 yes 0 no.
Commissioner Westmiller moved to accept the Treasurer’s Report. Motion seconded by Commissioner Faehndrich. Motion carried 4
yes 0 no.
APPROVAL OF BILLS:
Commissioner Faehndrich moved to pay the vouchers as audited and approved on Operating Account Abstract 9 Claims in the total
amount of $18,981.58 and 10 A Claims 235-247 in the total amount of $ 24,766.53. Motion seconded by Commissioner Freedman.
Motion carried 4 yes 0 no.

Privilege of the Floor:
CHIEF’S REPORTS:
DVFC: (Chief Gaden)
• Written report for September was received.
• Station Usage: 10/31 Youth Council Trunk or Treat from 4 to 6 p.m.; 11/05 Spaghetti Dinner with West Danby – eat in and
drive thru; 11/04 Smith baby shower; and 12/18 Saracino party
• Heating in entrance way has been fixed
• Ward’s need to fix 5 items on 421, approximate cost is $700.00
• 401 preventative maintenance was been done, needs 2 valves to be replaced/repaired. Approximate cost $600.00 more than
previously quoted.
• All pumps for the district were tested and passed.
• Air exchanger for kitchen hood is not working. Pleasant Valley will be repairing it as previous electrician has retired.
Commissioner Westmiller moved to accept all station usage listed above. Commissioner Faehndrich seconded. Motion carried 4 yes 0
no.

COMMITTEES:
PURCHASING: NONE
BUILDING/GROUNDS:
• West Danby renovation walk-through (tabled)
• Secretary trying to schedule a time with the company that will be stripping and waxing Danby Station floors
• Town of Danby Highway Superintendent confirmed they will plow snow from the parking lots at each station this year.
• Discussion held on installing a pole with a light in the side parking lot or putting a stronger light on pavilion to light the parking
lot more
• Commissioner Westmiller is seeking quotes for 1) West Danby apparatus bay heating issue; 2) concrete repair in truck bays at
both stations; and 3) estimates for installing a light pole at Danby station
• Kitchen Hood Repair for Danby – Commissioner Westmiller reported electric motor needs to be repaired or replaced. Pleasant
Valley quoted up to $2,000.00. Previous electrician retired.
Commissioner Faehndrich moved to pay Pleasant Valley Electric up to $2,000.00 for the cost of repairing or replacing the electric motor
on the kitchen hood at the Danby Station. Commissioner Freedman seconded. Motion carried 4 yes 0 no.
• Discussion held on the type of contracts we currently have, most are open ended. Commissioner Westmiller received
verbal/written quotes for the following services:
o Fire Extinguisher Service – done once a year
Commissioner Faehndrich made a motion to accept Action Fire’s quote of $203.00 for Danby Station and $208.00 for West Danby
Station. Commissioner Freedman seconded. Motion carried 4 yes 0 no.
o Hood Suppression Inspections – done twice a year per station
Commissioner Faehndrich made a motion to accept Action Fire’s quote for 2023 service of $340.00 per inspection for Danby Station
and $340.00 per inspection for West Danby Station total of $1,360.00. Commissioner Freedman seconded. Motion carried 4 yes 0 no.
o Monitoring Fire Alarm Panels – yearly inspection of systems
1 quote from Alarm Tech – Monitoring is $31.99 per monitor per station and $15.99 per month for wireless box at
Danby. $199.00 per year per station
1 quote from Davis Ulmar – cannot monitor the systems. $325.00 per station for inspection
Note: need to look into wireless for West Danby through Alarm Tech
Commissioner Faehndrich made a motion to accept Alarm Tech’s quote of 31.99 per month for monitoring at both stations, $15.99 per
station at Danby station for wireless box, $199.00 per year per station for inspection of systems. Commissioner Freedman seconded.
Motion carried 4 yes 0 no.
o Generators Servicing Tier 1 and Tier 2 each twice a year at each station
Kinsley quote of $1,565.00, no other company found in this region
Commissioner Westmiller made a motion to accept Kinsley’s quote for 2023 service of generators at a cost of $1,565.00. Commissioner
Faehndrich seconded. Motion carried 4 yes 0 no.
GRANTS: NONE
INSURANCE:
• All companies issued contracts will need to provide proof of insurance to District Secretary
• Commissioner Freedman reported our insurance representative stated our insurance company goes by NYS, if an individual
has a suspended license, then they cannot drive fire apparatus
• Commissioner Freedman reported the Memorandum of Understanding in regard to the West Danby Water District using an
office at the West Danby Fire Station must be between the Town of Danby and the Fire District and it should include a hold
harness clause in the MOU to cover any and all things that might happen to a person, or equipment, while at the West Danby
Fire Dept. Keeping in mind that even if the person doing the work is a Volunteer they are not operating in that capacity
(Volunteer) when they are working for the Water District.
• Commissioner Freedman reported on cancer insurance
TECH:
• Treasurer Hart and Secretary Gaden asked for permission to contact the Computer Room to have someone come out and look
at their computers speed
TRUCKS: NONE
TOWN BOARD:
• Commissioner Westmiller emailed to Town Supervisor, J. Gagnon regarding who is allowed to park in the lot by the Danby
Fire Station
RECORDS:
• Lens report received on West Danby member gave report to Chief Wendt
• Trying to schedule Shred-it for disposal
• Warranties for West Danby Station renovation received from McPherson Builders
POLICY: NONE
MEMBERSHIP/TRAINING:
• Mandatory OSHA training for all Commissioners, Treasurer, Secretary and fire department members is October 22, 2022 at
8:00 a.m..
LONG RANGE PLAN:
• Committee, Chiefs, Treasurer and Secretary to meet on November 1, 2022 at 6:30 p.m..
AUDIT: NONE
BUDGET:
• Budget Hearing 10/18/22 at 7:00 p.m.. 2023 budget: Notice of public hearing and special meeting has been published int he
Ithaca Journal on October 7th and said notice has been emailed been sent to the Town Clerk for posting on Town’s bulletin
board and Town’s website. District’s new website is still “under construction.”
OLD BUSINESS:
• Discussion held on issues that occurred at West Danby Station on October 10, 2022. Decision made to send Chief Wendt an
email requiring him to attend the October 18, 202 special meeting after the Budget Hearing to obtain his version/summary of
events that took place.
• Discussion held on receiving resignations from K. McCray and K. VanEtten
NEW BUSINESS:
• Discussion on Fire Commissioner Elections to be held on December 13th. 2 positions – 1 for a 5-year term and 1 for a 1-year
term. Need to set Board of Elections.
Commissioner Faehndrich made a motion, to adopt Resolution 2022-10-11.1 designating the following Fire District Board of Election
for 2022 Fire District Election: Linda Howe election Chair, Dan Clements Election Inspector/Ballot Clerk; Amy Westmiller Election
Inspector/Ballot Clerk and Deanna Bowles as Alternate. The hours were fixed from 6 p.m. to 9 p.m. with compensation for individual
members at $70.00, seconded by Commissioner Griggs. And the Board of Fire Commissioners voted as follows: Commissioner
Anderson - Absent; Commissioner Faehndrich – Aye; Commissioner Freedman – Aye; Commissioner Griggs – Aye; Commissioner
Westmiller – Aye. Resolution duly adopted
Next Meeting date and time:
• 10/18/22 @ 7:00 Budget Hearing with Special Meeting to follow if the Budget Hearing runs after 7:30 p.m., otherwise Special
Meeting will begin at 7:30 p.m..
Meeting adjourned at 9:16 p.m.

RESOLUTION AUTHORIZING
APPOINTMENT OF ELECTIONS OFFICIALS
Resolution No. 2022-10-11.1
RESOLVED, that the Danby Fire District does hereby authorize the appointment of a qualified chairman
of the Fire District Election to be held on December 13, 2022 during the hours of 6:00 p.m. to 9:00 p.m. at the
Danby Fire Station, 1780 Danby Road, Ithaca, New York 14850, together with not less than two nor more than
four qualified election inspectors and ballot clerks, and that such chairman and ballot clerks and election
inspectors shall each be compensated $70.00 for such; and it is further
RESOLVED, that the following people pending their availability are named as in the capacity set forth
adjacent to their name:
Linda Howe Election Chair
Dan Clements Election Inspector/ Ballot Clerk
Amy Westmiller Election Inspector/Ballot Clerk
Deanna Bowles Alternate
Commissioner Faehndrich moved, Commissioner Griggs seconded, and adopted by the following vote:

The foregoing resolution was thereupon declared duly adopted and approved by the Board of Fire
Commissioners on October 11, 2022.
