PRELIMINARY
MINUTES OF THE REGULAR MEETING
December 27, 2022
Commissioner Westmiller called the regular meeting to order at 7:01 p.m.

Minutes: Preliminary Minutes for December 13, 2022, regular meeting were sent to the Town Clerk on December 27, 2022 for posting
to Town’s website.
Commissioner Westmiller moved to approve the minutes of the December 13, 2022, regular meeting. Motion seconded by
Commissioner Faehndrich. Motion carried 4 yes 0 no.
Treasurer’s Report: NONE
Commissioner Westmiller moved to accept the Treasurer’s Report. Motion seconded by Commissioner Griggs. Motion carried 4 yes
0 no.
APPROVAL OF BILLS:
Commissioner Faehndrich moved to pay the vouchers as audited and approved on Operating Account Abstract 12 C Claims 335-347 in
the total amount of $5,583.31. Motion seconded by Commissioner Griggs. Motion carried 4 yes 0 no.

Privilege of the Floor:
CHIEF’S REPORTS:
DVFC: (Chief Gaden)
• Requested approval of installation of light bar(s) and accessories by Admiral Specialty Vehicle in personal vehicle of J. Forbes,
new assistant chief, estimate is $700.00.
Commissioner Faehndrich made a motion to approve up to $700.00 for Admiral Specialty Vehicle to install light bar(s) and accessories
in personal vehicle of J. Forbes new assistant chief. Motion seconded by Commissioner Freedman. Motion carried 4 yes 0 no.
• 2023 Line Officers: Chief: John Gaden; 1st Assistant Chief: Daniel Saracino; 2nd Assistant Chief: Peter Goodman; 3rd Assistant
Chief Jethro Forbes and Lieutenant: Simon Wyatt
Commissioner Faehndrich made a motion to accept the Line Officers for 2023 for Danby Volunteer Fire Company, Inc.. Commissioner
Freedman seconded. Motion carried 4 yes 0 no.
WDFC: (Chief Wendt) NONE
• 2023 Line Officers: Chief: Robert McCray; 1st Assistant Chief: Samantha VanEtten
Commissioner Faehndrich made a motion to accept the Line Officers for 2023 for West Danby Fire Department. Commissioner
Westmiller seconded. Motion carried 4 yes 0 no.
COMMITTEES:
PURCHASING:
• Commissioner Freedman reported on items that may need to be accrued or re-approved in 2023:
o Locks at West Danby - $1,100.00 No action to commit the district, will need to be re-approved in 2023
o Monitor/Mouse for West Danby - $200.00, no action to commit the district, will need to be re-approved in 2023
o Installation of lights/sires for 1461 personal vehicle. - no action to commit the district, will need to be re-approved in
2023
o Will need to accrue DEF head from Wards for 421
BUILDING/GROUNDS:
• West Danby renovation walk-through (tabled)
• Commissioner Westmiller discussed
o Still need 2nd quotes on the repair of the heat in the truck bays at West Danby Fire Station.
o Air makeup – leak in ceiling tiles at Danby Fire Station, has requested quote from Climate Control
o Boiler surge pump running all the time – has requested quote from Climate Control
• Chief Gaden requested approval to purchase Salt at Lowes for the sidewalks
Commissioner Faehndrich made a motion to approve up to $100.00 for salt from Lowes for the sidewalks at Danby Fire Station.
Commissioner Westmiller seconded. Motion carried 4 yes 0 no.
GRANTS:
• We were not successful in obtaining an AFG grant for Hurst Tools. Chief Gaden forwarded information to Commissioner
Anderson about another foundation that purchases equipment for fire companies.
INSURANCE:
• Commissioner Freedman reports liability insurance will be due March 1, 2023 and will get the invoice to pay the beginning of
February.
TECH: NONE
TRUCKS:
• Chief Gaden reported 443 on January 6th will go to Maguires to have recall on airbag done.
TOWN BOARD:
• Commissioner Freedman reported that Treasurer Hart has estimated the last 2 months of NYSEG usage so we can accrue the
amount, since the Town has not submitted the bills to us for payment.
RECORDS:
• Shred-it came today.
• Fire Police report is due by January 15th.
POLICY:
• Policies were split among all Commissioners and Chiefs for review.
Commissioner Freedman made a motion to adopt Policy #27 Danby Fire District Electronic Banking Policy. Commissioner Westmiller
seconded the motion. Motion carried 4 yes 0 no.
Commissioner Faehndrich made a motion to amend Policy #9 Danby Fire District Code of Ethics. Commissioner Westmiller seconded
the motion. Motion carried 4 yes 0 no.
Commissioner Freedman made a motion to approve the following policies as reviewed with no amendments: 2, 3, 4, 5, 6, 7, 8, 10, 11,
12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, and 26. Commissioner Faehndrich seconded the motion. Motions carried 4 yes 0
no.
MEMBERSHIP/TRAINING: NONE
LONG RANGE PLAN:
• Commissioner Freedman presented Long Range Plan and letter to submit to external auditors.
Commissioner Westmiller made a motion to accept proposed Long-Range Plan submitted by Committee. Motion seconded by
Commissioner Faehndrich. Motion carried 4 yes 0 no.
AUDIT:
• Commissioner Freedman reported they are working on getting it scheduled
BUDGET:
• Commissioner Freedman reviewed what may be left in the 2022 budget and discussion held on how to disburse the excess
funds.
Commissioner Westmiller made a motion to place Seventy Percent (70%) of the amount in the Contingency Account into the Building
Procurement, Repair and Replacement Capital Reserve Account; Fifteen Percent (15%) of the Contingency Account into the Apparatus
Procurement, Repair and Replacement Capital Reserve Account; and Fifteen Percent (15%) of the Contingency Account in the
Equipment Procurement, Repair and Replacement Capital Reserve Account. Commissioner Griggs seconded the motion. Motion
carried 4 yes 0 no.
OLD BUSINESS:
• Chief Gaden reported the Governor has signed the bill allowing Counties, School Districts and Fire Districts to give a 10% tax
break on members who own real property. District would need to set up for the Fire District to give the 10% credit
NEW BUSINESS: NONE
