Commissioner Westmiller called the regular meeting to order at 7:13 p.m.

Minutes: Commissioner Finley moved to approve the minutes of the September 14, 2021, regular meeting. Motion seconded by
Commissioner Faehndrich. Motion carried 5 yes 0 no.
Treasurer’s Report:
• Pledged securities received from CCTC and TTC.
• All bank statements reconciled.
• Completed NYS-45 Q3 and submitted it to NYS Dept of Taxation & Finance.
• Sent copy of NTS-45 Q3 to PERMA as required.
• Transfer $68,293.60 from Bldg. Reserve to General Account to pay McPherson Builders.
Motion made by Commissioner Westmiller to transfer $950.00 from Building Procurement, Repair and Replacement Capital Reserve
Account to West Danby Renovation Account H3410.9 to pay SJB Services, Inc. to perform a construction material testing related to the
West Danby Building Renovation project. and to increase the 2021 Budget to include the sum of $950.00, 2021 Budget will increase to
$616,182.16. Commissioner Faehndrich seconded: Roll call vote was taken Anderson: Aye; Faehndrich: Aye; Finley: Aye; Freedman:
Aye; and Westmiller: Aye. Motion carried.
Motion made by Commissioner Westmiller to transfer $68,293.60 from Building Procurement, Repair and Replacement Capital Reserve
Account to West Danby Renovation Account H3410.9 to pay Application and Certification for Payment No. 21-104-002 to McPherson
Builders, Inc. and to increase the 2021 Budget to include the sum of $68,293.60, 2021 Budget will increase to $684,475.76.
Commissioner Anderson seconded: Roll call vote was taken Anderson: Aye; Faehndrich: Aye; Finley: Aye; Freedman: Aye; and
Westmiller: Aye. Motion carried.
Commissioner Finley moved to accept the Treasurer’s Report. Motion seconded by Commissioner Freedman. Motion carried 5 yes 0
no.
APPROVAL OF BILLS:
Commissioner Westmiller moved to pay the vouchers as audited and approved on Operating Account Abstract 10, claims 198-222 in
the amount of $92,111.17. Motion seconded by Commissioner Finley. Motion carried 5 yes 0 no.

CHIEF’S REPORTS:
WDFC: (Chief Wendt)
• Written report for August and September will be emailed.
• Sh. Wendt will not be taking the fire police class.
• Received a letter from the State Education Department regarding Core drilling at West Danby station. Discussion held.
• Would like to surplus old helmets; Discussion held.
• Ordered EMS supplies on visa card from Amazon
• 1442 was inspected at Maguires and still needs to be serviced
• 1441 was inspected and serviced at Caskey’s
Commissioner Faehndrich moved to surplus the old helmets, approximately 45 to 50 helmets between both stations. They have reached
their service life and are older than 10 years. Commissioner Finley seconded. Motion carried 5 yes 0 no.
Commissioner Faehndrich moved to approve the State Education Department request to perform Core Drilling at the West Danby Fire
Station site. Commissioner Finley seconded. Motion carried 5 yes 0 no.
DVFC: (Chief Gaden)
• Written report for September was received
• Have a potential new member, waiting on background checks.
• J. Brown requested use of station on 10/16/21 for birthday part.
• G. Jakubson requestion to attend Pediatric Emergency Assessment, Recognition and Stabilization class on 10/20/21 at St.
Joseph’s Hospital in Elmira NY. No registration fee and will be taking 442, needs authorization to be covered under District’s
insurance.
• Kitchen hoods inspected on October 6th.
• Electrician ordered everything he needs to do the repair the outside light and attach meeting rooms lights to generator.
• OSHA class is 10/23/21 for all members, commissioners, treasurer, and secretary
• Discussion on not running Alpha calls in the future.
• B. Robinson has resigned from the Fire Company
Commissioner Westmiller moved to accept request from J. Brown to use the station on October 16th for birthday party. Commissioner
Finley seconded. Motion carried 5 yes 0 no.
Commissioner Westmiller moved to accept training request for G. Jakubson to attend Pediatric Emergency Assessment, Recognition
and Stabilization class on 10/20/21 at St. Joseph’s Hospital in Elmira NY.. Commissioner Finley seconded. Motion carried 5 yes 0 no.
Commissioner Faehndrich moved to eliminate responding to Alpha call for Danby. Commissioner Finley seconded. Motion carried 5
yes 0 no. Carried.
COMMITTEES:
PURCHASING: NONE
BUILDING/GROUNDS:
• Commissioner Faehndrich reported on emergency shelter and training status. The local Red Blood office will be in contact.
• Commissioner Westmiller reported trucks are back in the West Danby Station after the concrete testing was completed.
GRANTS:
• Commissioner Anderson reported the AFG grant was declined.
INSURANCE:
• Commissioner Freedman reported we have received the renewal survey for the Property & Casualty insurance.

TOWN BOARD:
• Commissioner Freedman reported he has heard nothing more from the Town in regard to reimbursement for the 2 flagpoles
and flags
RECORDS:
• Chiefs asked to provide Secretary with list of qualified drivers and qualified interior firefighters
POLICY:
• Brief discussion on draft of Substance Abuse policy. Decision made to use blood alcohol level received from Attorney
Butler.
Commissioner Finley made a motion to adopt the Substance Abuse policy. Commissioner Freedman seconded. Motion carried 5 yes
0 no. Carried.
MEMBERSHIP/TRAINING: NONE
LONG RANGE PLAN:
• Commissioner Freedman asked the Chiefs for updates on the list he sent. Chiefs reported it is good as is. Chief Gaden to
email information about extrication tools.
AUDIT: NONE
BUDGET:
• Budget hearing to be on October 19th at 7:00 p.m.
OLD BUSINESS:
• Discussion on Treasurer position.
NEW BUSINESS:
• Fire commissioner elections December 14, 2021 – from 6 p.m. to 9 p.m.
• Fire Companies elections will be held December 16th
Commissioner Freedman made a motion, to adopt Resolution 2021-10-12.3 designating the following Fire District Board of Election
for 2021 Fire District Election: Linda Howe election Chair, Dan Clements Election Inspector/Ballot Clerk; Amy Westmiller Election
Inspector/Ballot Clerk. The hours were fixed from 6 p.m. to 9 p.m. with compensation for individual members at $70.00, seconded by
Commissioner Finley. And the Board of Fire Commissioners voted as follows: Commissioner Anderson - Aye; Commissioner
Faehndrich – Aye; Commissioner Finley – Aye; Commissioner Freedman – Aye; Commissioner Westmiller – Aye. Resolution duly
adopted
PRE-APPROVAL OF PURCHASES:
Commissioner Faehndrich made a motion to approve $1,346.50 for repairs to 1401 by Ward’s Apparatus. Commissioner Finley
seconded. Motion carried 5 yes 0 no.
Commissioner Freedman made a motion to pay bond interest of $6,500.25 due Tioga State Bank. Commissioner Finley seconded.
Motion carried 5 yes 0 no.
Commissioner Finley made a motion to approve $950.00 to SJB for concrete testing at West Danby Fire Station. Commissioner
Anderson seconded. Motion carried 5 yes 0 no.
Commissioner Faehndrich made a motion to pay $62.30 to Central New York Newspapers for publishing Treasurer job advertisement
in the Ithaca Journal. Commissioner Anderson seconded. Motion carried 5 yes 0 no.
Commissioner Freedman made a motion to approve $105.59 from Amazon for the purchase of 2 replacement lights for LZ kits at both
stations. Commissioner Faehndrich seconded. Motion carried 5 yes 0 no.
Commissioner Westmiller made a motion to approve $754.60 for pump repairs to 401 by Ward’s Apparatus. Commissioner Finley
seconded. Motion carried 5 yes 0 no.
Commissioner Finley made a motion to $35.98 to Napa for the purchase of Speedy Dry. Commissioner Anderson seconded. Motion
carried 5 yes 0 no.
Commissioner Anderson made a motion to approve up to $300.00 to pay electrician Dick Westbrook to connect lights to generator at
the Danby Fire Station. Commissioner Fahendrich seconded. Motion carried 5 yes 0 no.
Commissioner Faehndrich made a motion to approve up to $150.00 to pay electrician Dick Westbrook to repair the outside light above
the main entrance door at the Danby Fire Station. Commissioner Freedman seconded. Motion carried 5 yes 0 no.
Commissioner Freedman made a motion to approve up to $100.00 to pay electrician Dick Westbrook to replace the motion sensor in
the Chief’s Office at the Danby Fire Station. Commissioner Westmiller seconded. Motion carried 5 yes 0 no.
Commissioner Westmiller made a motion to approve $34.95 to Maquire’s for the diagnostic of the charging system on 442.
Commissioner Finley seconded. Motion carried 5 yes 0 no.
Commissioner Finley made a motion to approve up to $1,000.00 in a change order to McPherson’s Builders for weather stripping at
the West Danby Fire Station. Commissioner Anderson seconded. Motion carried 5 yes 0 no.
Commissioner Anderson made a motion to pay $38.99 to Mirabito for 10 gallons of gas for small equipment. Commissioner
Faehndrich seconded. Motion carried 5 yes 0 no.
Commissioner Fahendrich made a motion to pay $138.78 to Ward’s Apparatus for the repair of the air dryer valve on 421.
Commissioner Freedman seconded. Motion carried 5 yes 0 no.
Commissioner Freedman made a motion to pay $41.40 to Ward’s Apparatus for the additional cost of annual maintenance of truck and
pumps on 421. Commissioner Westmiller seconded. Motion carried 5 yes 0 no.
Commissioner Finley made a motion to approve up to $100.00 for the purchase of a power washer hose at Lowe’s by Chief Wendt
(visa charge). Commissioner Anderson seconded. Motion carried 5 yes 0 no.
Commissioner Anderson made a motion to approve up to $500.00 for the purchase of road flares from LaFrance. Commissioner
Faehndrich seconded. Motion carried 5 yes 0 no.
Commissioner Faehndrich made a motion to approve up to $100.00 for the replacement piece for light bar by Chief Wendt (visa
charge). Commissioner Freedman seconded. Motion carried 5 yes 0 no.
Commissioner Freedman made a motion to approve up to $700.00 for the purchase of EMS supplies by Chief Wendt (visa charges).
Commissioner Westmiller seconded. Motion carried 5 yes 0 no.
Commissioner Westmiller made a motion to approve up to $700.00 to Caskey’s for the inspection and service of 1441. Commissioner
Finley seconded. Motion carried 5 yes 0 no.
Commissioner Finley made a motion to pay $21.00 to Maguire’s for the inspection of 1442. Commissioner Anderson seconded.
Motion carried 5 yes 0 no.
Commissioner Anderson made a motion to pay up to $100.00 to Airgas for 3 replacement bottles of oxygen. Commissioner
Faehndrich seconded. Motion carried 5 yes 0 no.
Commissioner Faehndrich made a motion to approve $400.00 to Backyard BBQ for lunch for the OSHA training. Commissioner
Freedman seconded. Motion carried 5 yes 0 no.
Commissioner Freedman made a motion to pay up to $150.00 to Maguires for the inspection and oil change on 443. Commissioner
Westmiller seconded. Motion carried 5 yes 0 no.
Commissioner Finley made a motion to pay up to $3,000.00 to Ward’s Apparatus for the repair of 1421. Commissioner Anderson
seconded. Motion carried 5 yes 0 no.

WHEREAS, on May 12, 2020 the Board of Fire Commissioners for the Danby Fire District adopted Resolution 2020-05-12.3
to authorize the transfer of not more than $180,000.00 from its Building Capital Reserve Account to the District’s General Operating
Account for West Danby Building Renovation.
WHEREAS, the Danby Fire District has contracted with SJB Services, Inc. to perform a construction material testing related
to the West Danby Building Renovation.
WE RESOLVE to transfer $950.00 from Building Procurement, Repair and Replacement Capital Reserve Account to West
Danby Renovation Account H3410.9 to pay SJB Services, Inc. to perform a construction material testing related to the West Danby
Building Renovation.
WE RESOLVE to modify the 2021 Budget to include the sum of $950.00 for SJB Services, Inc. to perform a construction
material testing related to the West Danby Building Renovation project.
WE FURTHER RESOLVE, with this modification, the 2021 Budget will increase from $615,232.16 to $616,182.16.
Commissioner Westmiller moved. Commissioner Faehndrich seconded, and the Board of Fire Commissioners voted as follows:

RESOLUTION AUTHORIZING
APPOINTMENT OF ELECTIONS OFFICIALS
Resolution No. 2020-10-12.3
RESOLVED, that the Danby Fire District does hereby authorize the appointment of a qualified chairman of the Fire District
Election to be held on December 14, 2021 during the hours of 5:00 p.m. to 9:00 p.m. at the Danby Fire Station, 1780 Danby Road,
Ithaca, New York 14850, together with not less than two nor more than four qualified election inspectors and ballot clerks, and that
such chairman and ballot clerks and election inspectors shall each be compensated $70.00 or $100.00 for such; and it is further
RESOLVED, that the following people pending their availability are named as in the capacity set forth adjacent to their name:
