TheTownBoard-createdsearchcommitteereceived7applicationsfromthoseseekingtosucceed him.OnestoodoutasaparticularlygoodprospectandtheBoardvotedtohirehimattheJuly19 meeting.GregHutnikisanEnfieldresidentwhogrewuphereinTompkinsCounty.Hehasbeenworking asaplannerforCayugaCountyforseveralyears,acquiringmanyofthesameskillsDavidWest(who workedforTompkinsCountybeforecomingtoDanby)possesses.Hisearlierworkincluded environmentalprotectionasafocus,sohebringssomewhatdifferentstrengthstous.Iexpectthe differencestocomplementwhatDavidbroughtandlookforwardtoworkingwithhim. Amajorchangelikethisdeservesanopportunityforthecommunitytobothacknowledgewith appreciationourdepartingplannerandtomeetandwelcomeournewone.Wewillhaveareceptionfor bothpublicservantsbeforetheAugust16 thTownBoardmeetingat5P.M.Comeifyoucan! BruceHillRoadConservationEasementisConsummated (JoelGagnon) WeheldasigningceremonyandcelebrationonJuly11.DonorDanHoffmanspokeandsharedpictures highlightingthehistoryofthisspectacular100-acrepropertyandhowitcametobehisover40years ago.AlsoattendingwereMarkandMicaelaKarlsenandtheirchildren,soontobeco-ownersand ultimatelysuccessors.ItwasgratifyingtoaddthispropertytotheprotectedlandinDanby.Itisthe seventhTownofDanbyconservationeasement! TaxAbatementforConservationEasementLand (JoelGagnon) OurConservationEasementprogramwillsoonfeatureanadditionalbenefitthatwehopewill enhanceitsattractiveness.OnJuly19,theTownBoardvotedtoadoptalocallawtoputinplacetax abatementsforlandprotectedbyconservationeasements.Propertyownerswithexistingeasements willbeeligibletoapplyandwewillalsonowbeabletoaddlandprotectedbytemporaryeasements. Theminimumcommitmentisfor15yearswiththesetemporaryeasements.Longercommitmentshave higherpercentageabatements:15-29years=50%reduction,30-49years=75%reduction,50-75= 85%reduction,andpermanenteasements=90%reduction.Thecountyandschooldistrictscanoptin, buttheirparticipationispotentialandnotactualatthisstage,sothetowntaxistheonlyonethatcanbe abatedaswegetthisupandrunning.Becausetheabatementisonprotectedlandandnotonbuildings orother“improvements,”thesizeoftheabatementwillnotbeattractiveexcepttolargerlandowners– andtheyweretheoneswewereseekingtaxrelieffor.Thehopeisthatbyreducingtheirtaxburdenthey willbebetterabletoholdontotheirlandandnotdevelopit. TheConservationAdvisoryCouncilwillnextdevelopapolicytoguideimplementation,whichthe TownBoardwillreview.Thatmighttakeacoupleofmonths.Itisn’ttoosoontoindicateaninterestin participating,though,especiallyifyouarealandownerwhowouldneedaconservationeasement developedforyou.ThesetaketimetonegotiateandtheCACmembersareallvolunteers.  August2023TownofDanby,NewYork WestDanbytogetnewculvertsforStationRoadcreekcrossings (JoelGagnon) StationRoadinWestDanbyisacountyroad.Itcrossesthecreek3timesbetween34/96andthe railroadtracks.Severalyearsago,thecountyreplacedtheculvertclosesttothetracks.Replacingthe other2culvertshasbeenplannedforseveralyearsbutdelayedduetoneededpermissionfromtheDEC andotherregulatoryagencies.Permissionhasfinallybeensecuredandtheprojectwillbeunderwayby thetimeyoureadthis.StationRoadwillbeclosedtothroughtrafficfromthe34/96intersectiontothe BrownRoadintersectionwhiletheupperculvertisreplacedsinceadetourviaShortRoadisaminor inconvenience.Thelowerculvertishardersinceclosingtheroadtherewouldmakeitnecessaryforthe 15houseseastofthecreekcrossingtogoallthewaytoComfortRoador96btocomeandgo.The countygotpermissiontoputinatemporaryculvertandlanebypassingtheworkinordertomaintain access.Theentireproject,whichincludessomeworkinthecreekabovethefirstculvertandbelowthe secondone,isexpectedtobecompletebytheendofAugust–barringweatherorotherunanticipated delays.Thecountyhashadtheculvertsreadytogoforacoupleofyears,soprocuringthemwillnotbe amongthedelayingfactors! ReferendumonTownClerk'sposition Asmentionedinanearliernewsletter,theTownBoardwasweighingwhethertoputchangingfroman electedtoappointedtownclerkbeforethevoters.AttheJuly19meeting,theBoardpassedthelocallaw triggeringareferendum.Thisisoneofthefewissueswherethestateallowsadecisiontobemadeby referendum.Weheldaformalpublichearingbeforeacting;mostoftheresidentswhospokeaboutthe proposedchangewereopposed.ThevoteinNovemberwillclarifywhatthemajorityofresidentsthink abouttheproposedchange. BetweennowandNovember,wewilllayouttheproandconarguments peoplehaveraisedsoyoucanconsiderwhichismorecompellingasyouconsiderhowtovote. ThiswillbethelastnoteyougetfrommebeforeyoustarthearingfromanewTownPlanner.Ithas beentwoandahalfyearssinceIjoinedtheTownmid-pandemicandI'mveryproudoftheworkthat we'veaccomplishedtogether.Thefirstorderofbusiness,whenIjoinedtheTownwasasignificant ZoningUpdate.Wewentthroughawholeyearofweeklymeetingsculminatingintheadoptionofa zoningcodeinJanuaryof2022.Thecodeincludesavarietyofindustryleadingcomponentsthat, together,makeDanby'shamletstheidealplacetobuildforthefutureanddomorethananyotherTown intheregiontoreducesprawlinthemoreruralpartsofTown.Wehadalotofhardconversationsandit wasabigjobtobesurethatthesmallnumberofloudest,mostpersistentpeopleintheroomwere balancedwithbothexpertiseandfeedbackfromabroadercoalitionofthecommunity.We implementedsurveys,madegreateruseofsocialmediaandonlineresources,andreallygotabetter senseofthewillofthewholeTownintheprocess.I'mproudofwhereweendedup,orthesmooth adoptionprocess,andofthewaythattheTownhascontinuedworkingonimprovements,tweaks,and thoughtfulreviewintheyearandahalfsince.Iplantoleavebehindsomeideasforfurtherimprovement  August2023TownofDanby,NewYork thatIhopetheTownBoardwillimplement.Togetherwehavereduceddevelopmentandsubdivisionsin themoreruralpartsofDanby(includingtheconservationofwellover200acresunder3neweasement inthelast2years),andincreasedinterest,energy,andinvestmentintheCentralDanbyHamlet(ifyou didn'tseethearticleaboutplannedbusinessesinTompkinsWeeklycheckitout!). Inadditiontotherezoning,theTowncompletedanotherlongoverduetask-creatingStormwater District#1.Throughthisdistrict,residentsoflotsinvolvedintheBeardsleyLn.subdivision,someofthe Town'smostexpensiveandexclusivehomes,willpayforthecostsoftheirsharedstorm-watersystem togetherratherthanforcingthatburdenontherestoftheTown'staxpayers.Creationofthisdistrictwas delayedthroughmanypreviousplannersbutIamsogladtosayitisset-upandreadyforanRFPtobe releasedtostarttheprocessofannualmaintenancefortheneglectedponds,swales,andassociated infrastructurethatprotectstheButtermilkCreekwatershed,andultimatelyCayugaLakefromthe increasedstorm-waterimpactofthissubdivision. I'vealsobeenproudtoworkonanumberofgrantswiththegoalofimprovinglifeforresidentsandthe futureoftheTownincluding:$15,000over2yearsfromtheCounty'sHousingAffordabilityand SupportiveInfrastructureGrant;$5000forDotsonParkImprovements;$60,000forahamlet wastewaterstudy;$500,000forlowincomehomeownerrepairs;andwearecurrentlypursuingagrant formultifamilyrehabofpropertiesrentedtolowandmoderateincomehouseholds. ThereisstillsomuchmoreworktodoandIamalittlesadtobeleavingsomegreatprojectsandsome greatpeopleintheprocess.IamconfidentthattheTown'srecenthiringofmyreplacement,Greg Hutnick,willleadtofreshenergyandacontinuedhighlevelofservicetotheTown.Iwillbemovingonto anewpositionastheDirectorofPlanningandEconomicDevelopmentfortheCityofGenevatotakeon newproblemsandanewsetofopportunities.ThisisamoveI'mquiteexcitedabout,butIwillleavea specialplaceinmyheartforthework,land,andpeopleofDanby. SolarFarm AttheirJulymeetingthePlanningBoardreviewedasketchplanfromadeveloperproposinganew solarfarmat2288DanbyRd.Theinitialproposalisforatotaloffivedifferentcommunitysolar installationsputtingoutjustunder20MWandusingupalittlemorethanhalfoftheavailablelandon theparcel.Theproposalincludesprotectionofmostoftheexistinghedgerowsandtheremainingforest areathatiscontiguouswiththeDanbyStateForesttothesouth.Whilemostofthesiteiswellbuffered, thereareafewareaswherethereissignificantroomforimprovementoverthesketchplanpresented, andafewchangesthatitisclearwillbenecessarytoreceiveapprovalfromthePlanningBoard. Changesrequestedincludingmovingthearrayoftelephonepolesthatsupportinterconnect infrastructuretoamorediscreetlocationratherthanrightinfrontofaresident'shouse,bufferingofthe fewnearbyhomes,doingseriousdesignworktoensuretherearen'tstormwaterissues,andalistof requiredsafetymeasurestoprovidebetteraccessfortheFireCompany.AttheJulymeetingtherewasa strongturnoutofneighborssharingvariousconcernsabouttheprojectandthewayitwillimpactthem collectivelyandindividually.Iexpectthatthedeveloperwilltakeseveralmonthstogetbetterdetailon theexistingconditions,performasurveyandenvironmentalreview,andredesigntoincorporatethe feedbackofthePlanningBoardandthecommunitybeforecomingbackwithacomplete,oratleast morecompleteapplication.  August2023TownofDanby,NewYork ShortTermRental TheTownBoardappointedasmallcommitteetoreviewthebroadcommunityfeedbackreceived fromtheShortTermRentalSurvey.TheresultsofthatsurveyarestillavailableontheTown'swebsiteif youhavenotseenthemyet.AshortsynopsisoftheresultsisthatthevastmajorityoftheTownwould prefereithernoregulationorverylightregulationofShortTermRentals,butthattherewasasensethat registeringpropertiesandprovidinginformationforcomplaintsandconcerns.Inaddition,the committeedecidedtoproposemakingtheshorttermrentalofroomsinahousewithapermanent residentlessburdensomeandtoallow1or2accessorystructureslikeyurts,huts,etc.tobeusablefor ShortTermRentalonmostpropertiesaslongastheyfollowallotherregulationsandhavea200ft bufferfrompropertylines.Aformalizedversionofthisproposalwillcometotheboardinthenextfew monthsandtherewillbeopportunitiesforadditionalpublicfeedbackandfeedbackfromthePlanning Boardatthattime. MultifamilyRehabGrant TheTownBoardinJulyheldapublichearingandvotedtosubmitanapplicationforfundsthatcould supporttherenovationandrepairofpropertieswithtwoormoreunitsrentedtolowormoderate incomehouseholds.Iamstillworkingonbuildingawaitlistforpropertiesthatmightqualify,soifyou ownpropertythatisrentedandatleasthalfthetenantsmeetincomerequirements,andthebuilding(s) wouldbenefitfromsignificantwork,pleasereachoutto planner@danby.ny.govforaninterestform andwewilladdyoutothelist.Theamountofunitsonthewaitlistwilldeterminehowmuchfundingthe Towncancompetitivelyrequest,generallyweneed2.5xasmanyunitsonthelistaswecanpropose fixingupina2yearprogramtobesurethatnoneofthemoneyisleftunspent.TheTownisalsobuilding awaitlistforlowincomeowner-occupied1-4unithomesforanapplicationinthenextround.Ifthat soundslikeyoupleasereachoutaswell!
