Call to Order - 19:03 1.1. Additions/Deletions to Agenda - none 2. Privilege of the Floor 5.1. Margaret Corbit requested that a discussion of the status of the current or planned uses of the facility on Howland Rd. be added to the Agenda, including a report from the Planner and perhaps Code Enforcement Officer and an explanation of the current tax assessment as it relates to agriculture. The neighbors are all very concerned. 2.2. Garry Huddle said that Shane Spencer is doing a great job cleaning up the former Dobson property 2.3. Ted Crane - interested in seeing the dark store theory on the AOT legislative plan. 3. Correspondence: Email 1, Email 2 4. Announcements - none 5. Reports 5.1.Town Planner 5.2. Old Business 7.1. Correspondence Policy 7.2. Correspondence Policy Sarah Schnabel Abstain There was confusion around what the two versions were intended to be; will work out the differences between now and the next meeting and discuss it then. 7.3. Amending Rules of Order: Agenda Creation and Distribution Discussion around when and how board members get notification of the meeting materials as they have been posted to the online repository. Ulinski suggested cutting off changes to the meeting agenda 48 hours prior to the meeting with an email notification from the clerk to help focus board members to the meeting. Connors also noted that the reason for putting the materials out ahead of time was for the public to determine if there were things that were of interest that would warrant them attending. The consensus was that there is a need for more revision. 7.4. CoordinatinE Review of CAC Manaeement Plans for Town -Owned. Undeveloaed. Forested Properties Supervisor Gagnon confirmed from the Board that a public hearing was desired on the previously discussed date of February 17. It was noted that a public hearing on this matter is not required, however the Board decided to hold one in the interest of full transparency. 7.5. No Abstain 7.6. Planning Board Appointment Resolution 40 of 2021 To Appoint Kelly Maher Moved By: Ulinski Seconded By: Connors Discussion included benefit of having an architect on the planning board as well as someone from a different part of town. Vote: Councilperson Aye No Abstain Connors X Holahan X Schnabel X Ulinski X Gagnon X Resolution 39 approved. Gagnon also added that he appreciated Colleen Cowan's willingness to step up. 7.7. Designate Rep to TCCOG Broadband Committee Discussion included who may serve as rep, whether it must be a board member or not. The deadline to decide is February 16. Some board members may have some leads for a rep; in the meantime, suggestion that Connors be designated for now. New Business 8.1. Resolution of Support — "Green" Constitutional Amendment Resolution 42 of 2021 Moved By: Gagnon Seconded By: Holahan Dicsussion: Ulinksi thought it important enough to third the motion. Schnabel has heard of 1 parcel on Troy Road that doesn't have good well water, wherer it might be useful. She is not sure what implications it would have for the town. Schnabel said she thinks it might sound too good to be true. At the very last "resolved" the Board put in our reps - state senate and county legislature. Comes from the 10 inter -municipal watershed organization. Vote: Councilperson Aye No Abstain Connors X Holahan X Schnabel X Ulinski X Gagnon X Resolution 42 approved. 8.2. Review of AOT Legislative Program Resolution 43 of 2021 To Support all Platform Points from AOT Moved By: Gagnon Vote: Councilperson Seconded By: Connors Aye No Abstain Connors X Holahan X Schnabel X Ulinski X Gagnon X Resolution 43 approved. 8.3 Consider scheduling special Town Board meeting with Terry Carroll re. Clean Energy Communities funding opportunities 7 PM, Feb 18 Consensus was that this is fine. Opt in to loader program for Highway? There is the possibility to opt back into the loader program to save costs on repairs and other equipment expenses; Highway is not yet ready to present figures, but will submit materials by next Wednesday's meeting. 9. Discussion of Next Meeting Date & Agenda 9.1. WPV 9.2. Correspondence Policy 9.3. Rules of Order - the Board agreed to try the 48 hours agenda freeze for the next meeting. 10.
