Minutes of Budget Hearing and Vote
November 5, 2018, 7pm, Danby Town Hall

Budget Hearing Opened at 7:08 pm
Public Questions and Comments
Ted Crane supported the budget as presented, and looked forward to a short meeting.
Katharine Hunter question about salaries. Shawley provided information that salary adjustments had
been made for the Supervisor and Town Clerk in the 2018 budget. The current budget includes a standard
2% increase for all employees, in line with the CSEA Union contract.
Connors noted that Danby is fortunate in its assessments, as they help to keep the budget stable.
Supervisor Dietrich raised the question of posting the budget on the Town web site ahead of the
hearing. Due to various circumstances, this had not been done prior to this hearing. Clerk Goddard noted
that such posting would be best practice and consistent with having paper copies available in the Town
Clerk’s office. Bookkeeper Shawley raised concerns that such posting might lead to resident confusion, in
the case that there were errors or changes to be made to the budget. Connors suggested that, in the future,
perhaps the Preliminary Budget can be “watermarked” with that information on each page and then
reposted as “final” once approved and adopted by the Board.

Budget Approval
No changes were made to the Preliminary 2019 Town of Danby budget.
RESOLUTION NO. 65 OF 2018 - APPROVAL/ADOPTION, 2019 BUDGET
Resolved, That the Town Board of the Town of Danby approves and adopts the 2019 Town of Danby Budget, as
presented by the Bookkeeper and Supervisor.
Moved by Connors, Second by Holahan. The motion passed.

Other discussion
Supervisory Dietrich informed the Board that Union negotiations are complete. The contract,
approved by the CSEA Union, is for three years. Dietrich stated that he supports reasonable pay raises for
union employees and those who work for the Town.
Bookkeeper Shawley informed the Board that arrangements are being made for a complete audit of
the municipal finances. It is anticipated that this audit will take place by the end of the 2018 calendar year.
A ballpark estimate of cost is in the range of $8,000-$14,000.
