Minutes of Year End Meeting

The Year End Meeting of the Danby Town Board was opened at 5:11pm.
Warrants
GENERAL FUND
#532-562 for a total of$18,258.62
Moved by Race, Second by Halton. The motion passed.

#183-201 for a total $16,755.78

Designate Insurance Provider
Dietrich and Shawley provided information and answered questions from the Board. Danby is
currently being covered through the Ithaca Agency. Both Dietrich and Shawley met with representa-
tives from the Ithaca Agency,Partners/NYMIR, and First Niagara/Houston Casualty. The quotes were
as follows: The Partners- $25,800, Ithaca Agency- $27,200,First Niagara- 33,300.
Dietrich and Shawley advised the Board that there is more research to be done regarding munici-
pal insurance and finding the best coverage for Danby. They anticipate working through this research
during 2013. Based on the cost of quotes and the level of coverage quoted by NYMIR through The
Partners,the Supervisor and Bookkeeper recommend designating NYMIR Danby's insurance pro-
vider for 2013.
Dietrich informed the board that Planning Board training and accreditation is available through
NYMIR. This training would be brought to the PB in Danby.NYMIR will also include an appraisal
and inventory of Town property as part of the quoted package. The Town anticipates taking advantage
of these offerings.

RESOLUTION NO.112 OF 2012-DESIGNATE INSURANCE PROVIDER
Whereas, the Town Board of the Town of Danby has reviewed Insurance Agreements from several vendors;
Now,Therefor, it is
Resolved,that the Town Board of the Town of Danby designates NYMIR as its Insurance Provider for 2013.

Set Public Hearing-Veterans'Tax Exemption Local Law
Clerk Goddard distributed the draft form of LL#1 for 2013, granting a property tax exemption for
Veterans who have served in the US military during specific times. This law has been reviewed and
approved by the Town Attorney. Wording of the resolution was reviewed by the Board and the Code
Enforcement Officer.
RESOLUTION NO.113 OF 2012-SET PUBLIC HEARING
Whereas,the Town Board of the Town of Danby is considering adoption of a Local Veterans'Property Tax Ex-
emption Law, said law being designed to provide specific levels of exemptions from real property tax for those
who have served during times of war or during the"Cold War";
Now,Therefore, It Is
Resolved,that the Town Board of the Town of Danby declares itself as lead agency and such consideration of
adoption is being treated as a Type II action under 6NYCRR Part 617.6 of the implementing regulations for the
New York State Environmental Quality Review Act(Environmental Conservation Law Article 8);and it is
Further Resolved,that the Town Board of the Town of Danby schedules a public hearing to consider adoption of
the aforesaid Local Law for January 14, 2013 at 7:00pm.

CSEA Contract
The Board had a review of the final contract for the CSEA union.
RESOLUTION NO.114 OF 2012-AUTHORIZE CSEA CONTRACT
Resolved,that the Town Board of the Town of Danby authorizes the Town Supervisor to sign the CSEA contract
covering the time period January 1, 2013 through December 31, 2015.

NYS DEC SGEIS Comments
The Board reviewed several options for commenting on the NYS DEC SGEIS during the com-
ment period ending January 11, 2013.
West Danby Water District Grant Award
Code Officer Beeners reported that the WDWD was granted an award in excess of$400,000 for
improvements to the water system. This was the full amount requested.
