HomeMy WebLinkAbout2004-02-21 Special Meeting Minutes February 21 , 2004 TOWN OF DANBY SPECIAL MEETING MINUTES FEBRUARY 21 , 2004 PRESENT : Supervisor Fredric Dietrich Councilpersons : Norbert Nolte , Naomi Strichartz, Gladys Varona- Lacey ABSENT : Councilperson Gagnon (excused) Others Present: Carol Sczepanski - Town Clerk Supervisor Dietrich called the special meeting to order at 10 : 30 a. m. Purpose of the Special Meeting is to review progress of committees, financing options for the Town for the purchase of equipment and the proposed salt shed . Councilperson Nolte reported on the Highway negotiations for the CSEA Contract. Proposal has been rejected at this point. Options for renegotiations were discussed by the Board for our representatives to take back to CSEA . Financing Options The finance committee will report to the Town Board monthly . Councilpersons Gladys Varona- Lacey and Norbert Nolte are members of the finance committee. Supervisor Dietrich reported that he thinks we are going to long without a long range fiscal plan for financing major purchases . He has a scheduled a meeting with Rich John from the Thaler and Thaler Law Firm to engage his services to start work on obtaining a capitol note . He invited the board members to attend the meeting. Councilperson Nolte will go with Supervisor Dietrich to meet with Rich John . The Town of Lansing also hires Attorney Crow for bonding services . Joint Meeting of the Town Board and Planning Board The Planning Board requested a joint meeting of the Town Board and the Planning Board to review implementation options of the Comprehensive Plan . The purpose of the meeting is to update the Town Board with where the Planning Board is in reviewing the goals and strategies of the plan to set priorities . BZA Vacancy Councilperson Strichartz reported that the Board needs to schedule interviews for filling the BZA vacancy . With several applications requesting variance we should have a full Board. Scheduling of Public Hearings Councilperson Strichartz said that we need to schedule Public Hearings for planned developments and subdivisions when neighboring residents are not out of town that persons who may be affected can respond to the proposal . Councilperson Strichartz and Supervisor Dietrich discussed the proposal for a Planned Development District for a dog kennel and the noise it may generate . Committee and Other Reports Councilperson Varona-Lacey wants the Town to obtain the necessary insurance document from our Town Attorney to submit to the Ithaca City School District. The document is to be submitted to the Ithaca City School District for an ice skating area at the Danby School site . The Revitalization Committee will meet on March 24, 2004 at 7 : 00 p . m . Supervisor Dietrich reported that the cost of an audit of the Town records can be obtained for $4, 200. 98n 2 Special Meeting Minutes February 21 , 2004 Councilperson Strichartz said that Kate Walker of the Alternative Community School (ACS) has a group of children who are interested in doing planting at the Town Hall and Fire Hall. She asked if the Town could supply some money for inexpensive plants for the project. This would be a project of the Revitalization Committee .
