Sczepanski - Town Clerk Susan Howe - Highway Secretary William Hall - Highway Superintendent Susan Beeners - Code Enforcement Officer Michelle Reeves - Journal Reporter Supervisor Dietrich called the meeting to order at 7 : 05 p . m . and led all present to the Pledge of Allegiance to the American flag . The Town Clerk administered the Oath of Office to Norbert Nolte, Gladys Varona-Lacey and Fredric Dietrich . Supervisor Dietrich read the following Supervisor ' s Statement to the Board. " SUPERVISOR ' S STATEMENT TO THE BOARD Roberts Rules of Order will be followed at all Town Board Meetings except when special roll call vote is necessary. Roll call will be alphabetical with the Supervisor voting last. All meetings will begin at 7 : 00 p . m. and terminate no later than 9 : 30 p . m. Method of claims for payment of all bills will be by voucher. Vouchers and items for the agenda must be submitted no later than Thursday preceding the Board meeting. Vouchers may be submitted to the Supervisor or the Town Clerk. The Town Board in accordance with Town Law AT103 will audit all bills . All personnel matters will be discussed in executive session . " Organizational Resolutions presented to the Board for adoption : RESOLUTION NO. 1 OF 2004 APPROVAL TO INVEST IDLE FUNDS RESOLVED, that the Town Board of the Town of Danby authorize the Supervisor to invest idle funds . RESOLUTION NO 2 OF 2004 YEAR 2004 SALARIES APPROVED RESOLVED , that the Town Board of the Town of Danby set the year 2004 Annual Salaries as follows : Annual salaries to be paid monthly : Supervisor $ 11 , 929 . 00 Town Justices (2) $ 14, 950 ($ 7 ,475 . 00 each) Town Clerk $ 19, 000 . 00 Court Clerk $ 4 , 124 . 00 1la (p1 2 Town Board Minutes Organizational Meeting January 5 , 2004 Quarterly Salaries : Councilpersons (4) $ 7 , 885 . 00 ($ 1 , 972 . 00 each) Water District Clerk $ 3 ,231 . 00 Asst . Water District Plant Operator $2 , 592 . 00 Bi -weekly Salaries : Code Enforcement Officer $31 , 124 . 00 Highway Superintendent $ 39 , 955 . 00 Water District Plant Operator $ 8 ,932 . 00 Bi-weekly salaries paid hourly as needed : Deputy Town Clerk $ 2 , 981 . 00 Office Assistant (s) $ 12 , 500 . 00 Bookkeeper $ 14, 500 . 00 Town Historian $ 300 per year honorarium - Paid in July and be it further RESOLVED, That the Town Board of the Town of Danby authorize the Supervisor to pay the above salaries prior to the first meeting of each month with December payrolls adjusted to meet all budget requirements . RESOLUTION NO . 3 OF 2004 PAYMENT OF BILLS RESOLVED, That the Town Board of the Town of Danby approves a blanket resolution to authorize the Town Supervisor to pay utility bills , freight, postage, contracts and to conduct other normal proceedings such as payroll in advance of audit in order to keep affairs moving on a timely basis, and be it further RESOLVED , that a contract is not a bid award. RESOLUTION NO . 4 OF 2004 2004 FINANCIAL REPORT RESOLVED, That the Town of Danby Town Supervisor, in lieu of preparing a financial report under Town Law #29 -( 10) shall submit to the Town Clerk by March 1 , 2004 a copy of the report submitted to the State Controller required by Section 30 of Municipal Law . RESOLUTION NO. 5 OF 2004 AUTHORIZATION FOR PURCHASE OF TOOLS, EQUIPMENT, ETC . RESOLVED, That the Town Highway Superintendent be authorized to purchase tools, equipment (other than motorized equipment) , small implements , tires and tubes , etc . in the amount not to exceed $ 2 , 500 at any given time without prior approval of the Town Board. RESOLUTION NO. 6 OF 2004 TOWN OF DANBY OFFICIAL NEWSPAPER AND BANK DEPOSITORY RESOLVED, That the Town Board of the Town of Danby names the Ithaca Journal as the Official Newspaper and the Tompkins County Trust Company as bank for the depository of Town Funds . RESOLUTION NO . 7 OF 2004 TOWN OF DANBY ATTORNEY RESOLVED, That the Town Board of the Town of Danby names the firm of Bixler and Stumbar as the law firm to represent the Town of Danby in all Zoning, Planning Board, and general Town of Danby business . The Town Board reserves the right to seek other legal aid if it deems necessary . RESOLUTION NO . 8 OF 2004 O ( UI 3 Town Board Minutes Organizational Meeting January 5 , 2004 TOWN MILEAGE RESOLVED, That the Town Board of the Town of Danby authorizes the mileage for Town Business to be paid at thirty- seven and one half cents ($ . 375 ) per mile . RESOLUTION NO. 9 OF 2004 VOTING MACHINE CUSTODIANS AND INSPECTORS RESOLVED, That the Town Board of the Town of Danby approves the compensation for the Danby Voting Machine Custodians to be paid $ 75 . 00 each per service and Election Inspectors will be paid at the rate of $ 7 . 50 per hour for service . RESOLUTION NO . 10 OF 2004 HIGHWAY IMPROVEMENTS REIMBURSEMENT RESOLVED, That the Town Board of the Town of Danby be authorized to sign an agreement that monies collected for repairs and improvements of Town Highways in the amount of $ 92 , 650 . 00 ( State Aid DA3501 ) be expended upon 71 . 98 miles of Town of Danby highways . RESOLUTION NO. 11 OF 2004 WATER COMMISSIONER APPOINTMENT RESOLVED , that the Town Board of the Town of Danby reappoints John Sill as Water Commissioner for the West Danby Water District for a five year term as recommended by the Board of Danby Water Commissioners . Term of appointment begins January 1 , 2004 and expires December 31 , 2008 . RESOLUTION NO . 12 OF 2004 APPROVAL OF DEPUTY TOWN CLERK RESOLVED, That the Town Board of the Town of Danby approves the Town Clerk's appointment of Linda Howe as her Deputy Town Clerk . RESOLUTION NO. 13 OF 2004 TOWN BOARD MEETINGS RESOLVED, That the Town Board of the Town of Danby regular monthly board meetings be scheduled at 7 : 00 P . M . on the second Monday of each month for the year 2004 . RESOLUTION NO. 14 OF 2004 APPROVAL OF COURT CLERK RESOLVED, That the Town Board of the Town of Danby approves the Town Justices appointment of Theresa Klinger as Danby Court Clerk for the year 2004 . RESOLUTION NO. 15 OF 2004 REAFFIRMATION OF TOWN OF DANBY PROCUREMENT POLICIES AND PROCEDURES AS APPROVED IN RESOLUTION NO. 24 OF 1993 RESOLVED, that the Town Board of the Town of Danby reaffirm the Town of Danby Procurement Policies and Procedures as established in Resolution No . 24 of 1993 as amended from time to time . RESOLUTION NO . 16 OF 2004 APPOINTMENT OF DEPUTY TOWN SUPERVISOR RESOLVED, The Town Board of the Town of Danby approves the Supervisor ' s appointment of Naomi Strichartz as Deputy Town Supervisor for 2004 . RESOLUTION NO . 17 OF 2004 APPOINTMENT OF CHAIRPERSON OF THE BOARD OF ZONING APPEALS RESOLVED, that the Town Board of the Town of Danby appoints Allen Becker as chairperson to the Town of Danby Board of Zoning Appeals for the year 2004 . RESOLUTION NO. 18 OF 2004 APPOINTMENT TO THE PLANNING BOARD n 9L 1 4 Town Board Minutes Organizational Meeting January 5 , 2004 RESOLVED, that the Town Board of the Town of Danby appoints David Mastroberti to the Planning Board to fill a vacancy which expires on December 31 , 2006 . RESOLUTION NO. 19 OF 2004 APPOINTMENT TO THE PLANNING BOARD RESOLVED, that the Town Board of the Town of Danby appoints Olivia Vent to the Town of Danby Planning Board for a seven (7) year term that begins immediately and expires on December f 31 , 2010 . RESOLUTION NO. 20 OF 2004 APPROVAL OF DEPUTY HIGHWAY SUPERINTENDENT RESOLVED, that the Town Board of the Town of Danby confirms the Highway Superintendent ' s choice of Carl Seamon as Deputy Highway Superintendent. Motion to Approve Resolutions No . 1 through 20 of 2004 (Organizational Resolutions) A motion was made by Councilperson Gagnon and seconded by Councilperson Nolte that the Town Board of the Town of Danby adopts the Organizational Resolutions 1 - 20 with Resolution No . 15 as amended to include the language "as amended from time to time" .
