Supervisor Dietrich called the meeting to o6d40 g.m. and led all present to the Pledge of
Allegiance to the American flag.

Ronda Roaring Reported that at the last Meeting Supervisoch Mai he was going to send
a letter to Attorney Krogh regarding her cd-mplaiagarding an issue she sent to the Danby Town
Court and a request that the Town Attorneyntbetopnesent the Town.
Supervisor Dietrich reported that he did nola meter but has consulted the Town
Attorneys and they will generally be avai*13sei the Town on violations at Town
Court. on Civil matters.

Ronda also reported that she is greatly L4sturimostmobile traffic on many roads and trails in
Danby.
PRIVILEGE OF THE FLOOR:
Councilperson Beavers reported that he has sdbrnittrtsolution to the board regarding the West
Danby Water District and the Fire District.e Tliepfitiments need to use the fire hydrants when
there is a need to fill their trucks. Atir theenfircf departments were unable to draw water
from the hydrants as they were frozen. He filaatobbant with members of the fire departments
and members of the water district and alle paiti®erned that the hydrants did not perform as
they should have and want to resolve this isauteting Ahas been set up with T.G. Miller
(engineers)The Code Enforcement Officer and WiictDRepresentatives. The Town has set
aside monies do an evaluation of the waterhotia and possible additions to the system.
The hydrants are maintained by the Water likltdiet is requesting by resolution that the Water
District and the Fire District perform twoaijii cessions per year.

Councilperson Beavers reported that he received from the vice-chair of the Task Force to
inform him of things that happened after thekslastgewda meeting and was concerned that it
might have been an illegal meeting.
Supervisor Dietrich explained that there is rag nseht3duled for Februar? 2t6 6:00 p.m. for the
board and staff to discuss the transfer to hmaker vuez1 how information flows.
Ronda Roaring explained the history of requesiiagting with the Supervisor after the Agenda
Meeting. She, Joel Gagnon, Sue Beeners, an&eti r imcConnors met with the Supervisor. She
is sorry that Councilpersons Beavers and Salinonot einformed of the meeting.
Joel Gagnon reported that the intent of the oa 11y vta brief him on the goals related to non-
regulatory approaches to open space preservation.

Liz Owens-Roe said that she supports Joel's wa rljoumalist. The editor of the Danby Area
News is to follow the guidelines for the DanlwArdnat was developed about 10 ten (10)
years ago.
Representative Proto reported that he as sullentittlui for the Danby Area News regularly in the
past. His concern is writing in the third dpersonot express opinions or emphasize it is your
report. Since it appears that the DAN ecltoriwgs information he had decided not to submit
stuff for the DAN. He is reluctant to sulANt d*r WEB unless good guidelines are
established. The purpose of the DAN and the toW„1 seist accurate information.

County Representative Report:
Representative Proto reported on may items tlEbuiity Board and Committees are working on.

County employees have been called into military. ser

that a letter is in process.
Health Planning Couneil regarding health care: If Governor Paterso t; bug)assed there will
be losses in funding in many programs. Horraad4edtinily child services included. The State
would want it to be done in-house by the aCcunity imt excess of One Billion dollars. COFA -

CHIPS - may suffer losses with less funding.
County Plan - the County will need to do ra CSRifityy('alan to sustain ourselves.
The County is in good shape for 2009.- 20113wcisrisueny and the County is trying to get a
handle on it.
Danby's Broadband Proposal:
Representative Proto is urging the County fort anpiIDanby's Broadband project as it is what he
considers "trowel-ready" (shovel-ready?).
.Supervisor Dietrich said that the obstacleheis tco1eits that will be neccessary should funding be
awarded by the State of New York. He is disruwingibility with Lee Shrtleff of the
possibility of colocation to reduce the nurniers)f that would be required for the Broadband
project.
Agricultural Assessment Forms are due to the nTor€pkiirty Assessment by Mil 1
Governors Proposal
Property taxes on NYS taxable owned lands -ntRtepresProto urges the Town to research our
NYS taxable lands.
Reports:
Supervisor Dietrich reported that Committee and wtktten reports are here and the board can
review them. He gave the board severalheitenk aid packets for the board to review before

the Agenda meeting of March 2.
Locey and Cahill representatives will be at ctheAda Meeting to give us an over-view of
the Municipal Health Insurance Consortium. Ide tlatedie to read through the health insurance
information.
Communications:
Supervisor Dietrich reported that the Town Cslerkcelaaed confirmation that NYS DoT approves
our request to extend the speed limit NYS &96Bast.(Wtht Miller intersection and to reduce
the speed limit to 40 mph through the Town IfirthiWtht Miller intersection to Michigan
Hollow Road to 40 mph.
Interviews for Candidates for Planning Board, diMCDCC Representative Applicants
Interviews for residents interested in servingw4n oT Danby Boards and Committees were set
for Monday March 2, 2009.

WHEREAS, the Town of Danby recognizing that to obtaignatheacquires conscionable
interdepartmental training and cooperatiNQW, BE IT
RESOLVED, that the Town Board of the Town of Danbye d V&A ]Hanby Water District
to host a minimum of two fire hydrant traiim gpscssyear. These preferably coincide with the
water districts biannual flushing of the watua. sysDates and times are to be set by the West

Discussion
Councilperson Beavers asked why the supervise dill was so high and asked what the Card
Member Services - Christmas Party.
The Bookkeeper reported that we have a credit died funds were reimbursed from items taken
for recycling of scrap that was booked to feAthnuetown. OSHA Poster is a requirement.
Supervisor Dietrich said that he had no idea ?Hoyle hiwas increased.
