HomeMy WebLinkAbout2009-01-05 TOWN OF DANBY ORGANIZATIONAL MEETING JANUARY 5, 2009 PRESENT: Supervisor Dietrich Councilpersons: Eugene Beavers, Leslie Connors, Daniel Klein, Joseph Salino Others Present: Carol Sczepanski - Town Clerk Laura Shawley-Bookkeeper Roy Casterline - West Danby Water Supervisor Theresa Klinger- Town Justice Garry Huddle - Town Justice Members of the Public Joel Gagnon and Ronda Roaring Supervisor Dietrich called the meeting to order at 6:30 p.m. The following resolutions were presented to the Board by Supervisor Dietrich. JANUARY 5, 2009 SUPERVISOR'S STATEMENT TO THE BOARD Roberts Rules of Order will be followed at all Town Board Meetings except when special roll call vote is necessary. Roll call will be alphabetical with the Supervisor voting last. All meetings will begin at 6:30 p.m. and terminate no later than 8:30 p.m. Method of claims for payment of all bills will be by voucher. Vouchers and items for the agenda must be submitted no later than Thursday preceding the Board meeting. Vouchers may be submitted to the Supervisor or the Town Clerk. The Town Board in accordance with Town Law AT103 will audit all bills. All personnel matters will be discussed in executive session. RESOLUTION NO. 1 OF 2009 APPROVAL TO INVEST IDLE FUNDS RESOLVED, that the Town Board of the Town of Danby authorize the Supervisor to invest idle funds. 2 Town Board Minutes Organizational Meeting January 2, 2006 RESOLUTION NO 2 OF 2009 YEAR 2009 SALARIES APPROVED RESOLVED, that the Town Board of the Town of Danby set the year 2009 Annual Salaries as follows: Quarterly Salaries: Councilpersons $ 9092.44 (4@ 2,273.11) Water District Clerk $ 3,311.48 Asst.Water District Plant Operator $ 3,311.48 Bi-weekly Salaries: Town Justices (2) $24,840 (2@ $12,420 Town Clerk $27,300 Deputy Town Clerk $ 4,914 Court Clerk $ 13,000 Highway Superintendent $49,667.10 Highway Clerical $23,966 Water District Plant Operator$11,271.31 Supervisor $20,000 Code Enforcement Officer $43,680.64 Code Office Assistant $25,000 Bookkeeper $18,504.50 Town Historian $300 per year honorarium- Paid in July Deputy Town Supervisor- $52.40 - Paid Annually and be it further RESOLVED, That the Town Board of the Town of Danby authorize the Supervisor to pay the above salaries prior to the first meeting of each month with December payrolls adjusted to meet all budget requirements. RESOLUTION NO. 3 OF 2009 PAYMENT OF BILLS RESOLVED, That the Town Board of the Town of Danby approves a blanket resolution to authorize the Town Supervisor to pay utility bills, freight, postage, contracts and to conduct other normal proceedings such as payroll in advance of audit in order to keep affairs moving on a timely basis, and be it further 3 Organizational Meeting January 5, 2009 RESOLVED, that a contract is not a bid award. RESOLUTION NO. 4 OF 2009 2008 FINANCIAL REPORT RESOLVED, That the Town of Danby Town Supervisor, in lieu of preparing a financial report under Town Law #29-(10) shall submit to the Town Clerk by March 1, 2009 a copy of the report submitted to the State Controller required by Section 30 of Municipal Law. RESOLUTION NO. 5 OF 2009 AUTHORIZATION FOR PURCHASE OF TOOLS, EQUIPMENT, ETC. RESOLVED, That the Town Board of the Town of Danby authorizes the of Danby Highway Superintendent to purchase tools, equipment (other than motorized equipment), small implements, tires and tubes, etc. in the amount not to exceed $2,500 at any given time without prior approval of the Town Board. RESOLUTION NO. 6 OF 2009 TOWN OF DANBY OFFICIAL NEWSPAPER AND BANK DEPOSITORY RESOLVED, That the Town Board of the Town of Board names the Ithaca Journal as the Official Newspaper and the HSBC as the bank for the depository of Town Funds. RESOLUTION NO. 7 OF 2009 TOWN OF DANBY ATTORNEY RESOLVED, That the Town Board of the Town of Danby names the firms of Miller Meyer and Thaler and Thaler be named as the law firms to represent the Town of Danby in all Zoning, Planning Board, and general and financial Town of Danby business. Town Board reserves the right to seek other legal aid if it deems necessary. RESOLUTION NO. 8 OF 2009 TOWN MILEAGE RESOLVED, That the Town Board of the Town of Danby authorizes the mileage for Town Business to be paid at fifty-five cents ($.55) per mile. RESOLUTION NO. 9 OF 2009 HIGHWAY IMPROVEMENTS REIMBURSEMENT 4 Organizational Meeting January 5, 2009 RESOLVED, That the Town Board of the Town of Danby be authorized to sign an agreement that monies collected for repairs and improvements of Town Highways in the amount of $111,200 (State Aid DA3501)be expended upon 71.98 miles of Town of Danby highways. RESOLUTION NO. 10 OF 2009 WATER COMMISSIONER APPOINTMENT RESOLVED, that the Town Board of the Town of Danby approves the re-appointment of John Sill as Water Commissioner for the West Danby Water District for a five year term as recommended- by the Board of Danby Water Commissioners. Term of appointment begins January 1, 2009 and expires December 31, 2013 and the appointment of Tod Sukontarak of 2521 West Danby Road, Spencer, NY to fill the unexpired term of Nicholas McCabe - term of appointment begins January 1, 2009 and expires December 31, 2010.. RESOLUTION NO. 11, OF 2009 TOWN BOARD MEETINGS RESOLVED, That the Town Board of the Town of Danby regular monthly board meetings be scheduled at 6:30 P.M. on the second Monday of each month for the year 2009. RESOLUTION NO. 12, OF 2009 ACKNOWLEDGMENT OF COURT CLERK RESOLVED, That the Town Board of the Town of Danby acknowledges the Town Justices appointment of James Herson as Danby Court Clerk. RESOLUTION NO. 13, OF 2009. REAFFIRMATION OF TOWN OF DANBY PROCUREMENT POLICIES AND PROCEDURES AS APPROVED IN RESOLUTION NO. 24 OF 1993 RESOLVED, that the Town Board of the Town of Danby reaffirm the Town of Danby Procurement Policies and Procedures as established in Resolution No. 24 of 1993. RESOLUTIONS 1 - 13 OF 2009 By: Supervisor Dietrich: Seconded by Councilperson Beavers RESOLVED that the Town Board of the Town of Danby adopt resolutions 1-13 as presented by the Supervisor.
